MEETING MINUTES OF THE MAY 5, 2014 MEETING OF THE OAK
BROOK STREETSCAPE COMMITTEE OF THE VILLAGE OF OAK
BROOK OFFICIAL AS WRITTEN ON OCTOBER 15, 2014
1. CALL TO ORDER:
The special meeting of the Oak Brook Streetscape Committee of the Village of Oak Brook
was held in the Upper Level Conference Room of the Butler Government Center and
called to order by Chairman Jeff Kennedy at 8:09 a.m.
2. ROLL CALL:
Secretary Gonnella called the roll with the following persons:
PRESENT: Chairman Jeff Kennedy, Members Chuck Fleming, Mort Kouklan, Kathy
Manofsky, Lina Shah, Jeff Shay, Dan Wagner and Secretary Linda Gonnella.
IN ATTENDANCE: David Niemeyer, Village Manager; Art Osten, Interim Village
Manager; Bob Kallien, Community Development Director; Mike Hullihan, Public Works
Director; Raj Lal, Plan Commission and Tim King, Hitchcock Design Group.
Chairman Kennedy introduced the new interim Village Manager Art Osten and the new
Committee member Lina Shah who replaced Harry Peters.
3. APPROVAL OF MINUTES - September 13, 2013
Motion by Member Manofsky, seconded by Member Shay to approve the Minutes of
September 13, 2013 as presented. Motion carried.
4. UNFINISHED BUSINESS
A. Update of Median Improvement Projects
1. East 22nd Street
The plantings have been completed on the first project on 22nd Street. The next median
project is from Salt Creek on 22nd Street to I-294 and a small portion along York Road.
Tim King has completed the final design and a signed agreement with IDOT has been
completed. They should go out to bid with an August letting with the same median
improvements and new street lighting that has been installed on 22nd Street.
2. North Route 83 (West of Oakbrook Center)
The right-of-way on Route 83 from 16th Street to 22nd Street is within the jurisdiction of
the City of Oakbrook Terrace. President Lalmalani, Manager Neimeyer and Chairman
Kennedy met with Mayor Ragucci of Oakbrook Terrace to discuss median improvements

and building a pedestrian access via Hodges Road to link into Oakbrook Center. A draft
intergovernmental agreement will be delivered to Mayor Ragucci regarding the
improvement and possible pedestrian access with subsequent meetings to discuss the
details. IDOT would have to approve of this project. Member Fleming asked if the red
light signal Oakbrook Terrace had considered at 22nd Street and Route 83 was included in
their discussions. It was not discussed and Manager Neimeyer indicated that a three year
data study is required that must show an increase in accidents for it to occur. Director
Hullihan indicated that the trend has shown a decrease in accidents and it was noted that
this is still a valid concern for the Village.
B. Update of Pedestrian Access Projects
1. Projects in Process
A new staircase was installed near Neiman Marcus linking from restaurant row to the
ring road. Two projects should probably be put out to bid this month which are the
16th Street pedestrian access with Oak Brook Club and the second one is Project C,
Phase 1 with Commerce Plaza connecting a new sidewalk and lighting into the ring
road near Nordstrom. Project G will be going forward split into two projects with the
most western intersection at the Marriott and Regency Towers and a second project
for Executive Plaza and Marriott on the eastern section. The pedestrian access project
to Doubletree has been deferred at this time as they have other capital projects they
want done on their facility first.
2. Comments on Completed Spring/Commerce Drive Project
Chairman Kennedy updated the Committee on projects stating that the Spring and
Commerce Drive Project E construction has been now been completed.
3. Future Projects
New tenants will be moving into the 16th Street shopping center. It is hopeful that
once the center is 80% occupied, the Village would contact the tenants to discuss the
possibility of partnering with the Village for installation of a pedestrian access to the
Oakbrook Center. Meetings will also need to be held with the major tenants in
Oakbrook Terrace who wish to have a pedestrian access project linked with Hodges
and the Oakbrook Center.
C. Discussion of Gateway Signage Plan (Location, Size, Costs and Timetable)
The Village Board approved the Gateway Signage at 22nd Street York Road cost of
$48,000 hopefully going out to bid in two weeks. NAI Hiffman has agreed to pay up
to $25,000 of the cost of a sign at the edge of the Promenade in partnering with the
Village. A verbal approval has been received from ComEd with this signage and it is
hopeful that it will be built this year. Two other signs are being suggested with a joint
venture signage at the south end of York Road at Graue Mill. Historical Society
President Kathy Maher has spoken with the DuPage Forest Preserve President Joe
Cantore. The signage would identify the historical district and the Village of Oak

Brook. Chairman Kennedy recommended that Hitchcock Design work with the Forest
Preserve so that this sign be consistent with the scheme we have adopted for the
Village. Another area under discussion is the northeast corner next to westbound I-88
at 22nd Street. McDonald’s has offered to give the Village the land for signage.
IDOT has control devices that would need to be moved in order to install the signage.
The Committee discussed other areas of the Village where signage should be
considered. Other areas discussed were eastbound at I-88 Midwest Road exit into Oak
Brook, southbound on Route 83 near 16th Street and north bound on Route 83
approximately around 39th Street. Member Manofsky again asked if Route 83 which
has deteriorated from 31st Street to 22nd Street, could our own funds be used to clean
up this area. Director Hullihan explained that the Village has a maintenance
agreement with IDOT from Route 83 to I-294 to maintain the area during the summer
months. A maintenance agreement would be needed in order to maintain this area on
Route 83. She suggested that the signage should not be installed in that area with such
deterioration. Chairman Kennedy suggested parameters of locations and signs need to
be designed. He recommended Tim King refine priorities of heavy traveled streets,
costs of signage, size and location. He suggested working with Finance Director
Sharon Dangles, Member Fleming and Mike Hullihan in this matter. Director
Hullihan explained that the Village will be taking over the maintenance of the new
plantings on 22nd Street. Traditionally the Infrastructure Fund has been the funding
for these maintenance projects. This issue may need to be discussed further on
funding.
Raj Lal commented on the importance of working with Oakbrook Terrace in
developing improvements along 22nd Street and Route 83. The Chamber has done an
excellent job in bringing our two communities together. Dr. Lal thanked Dave
Neimeyer in his role as Village Manager and wished him well in his new position.
Chairman Kennedy thanked the Village Manager and staff for working so well in
developing projects over the years.
