MEETING MINUTES OF THE APRIL 8, 2014 MEETING OF THE OAK
BROOK COMMERCIAL REVITALIZATION COMMITTEE OF THE
VILLAGE OF OAK BROOK OFFICIAL AS WRITTEN ON OCTOBER 15,
2014
1. CALL TO ORDER:
The regular meeting of the Oak Brook Commercial Revitalization Committee of the
Village of Oak Brook was held in the West Wing Conference Room of the Butler
Government Center and called to order by Chairman Jeff Kennedy at 3:03 pm.
2. ROLL CALL:
Executive Secretary Donna Bettin called the roll with the following persons:
PRESENT: Chairman Jeff Kennedy, Members Champ Davis, Joe Endress, Chuck
Fleming, Dennis Hiffman, Tracy Mulqueen, Robert Sanford, Jeff Shay and Marcia
Tropinski.
ABSENT: Raj Lal, Mort Westman and Secretary Linda Gonnella.
IN ATTENDANCE: Village Trustees Don Adler and Mark Moy; David Niemeyer,
Village Manager; Robert Kallien, Community Development Director; Mike Hullihan,
Director of Public Works/Engineering; Jim Woods, CivilTech Engineer and resident Bill
Lindeman.
3. APPROVAL OF MINUTES
A. Meeting Minutes of May 3, 2012
Motion by Member Endress, seconded by Member Sanford to approve the Meeting Notes
of the May 3, 2012 Commercial Revitalization Committee as presented. VOICE VOTE:
Motion carried.
B. Meeting Minutes of September 19, 2013
Motion by Member Hiffman, seconded by Member Sanford to approve the Meeting Notes
of the September 19, 2013 Commercial Revitalization Committee as presented. VOICE
VOTE: Motion carried.
4. UNFINISHED BUSINESS
A. Signalized Intersection Option – York & Harger Roads
Chairman Kennedy recapped the proposed project of making the westbound ramp of I-88
more acceptable to commercial employees, residents and shoppers due to its congestion.
For several years we have considered which option of a roundabout or signalization of
this section would ease the congestion of this area. Civil Tech has determined that a
roundabout would not be feasible due to the projected increase of traffic in the future with
further economic development. They recommend signalization of this intersection. He
suggested that the Committee should make a recommendation to the Village Board of
how to proceed.

Director Hullihan indicated that CivilTech and staff recommend signalized intersection at
York and Harger Road. Jim Woods from CivilTech presented their analysis of the
intersection recommending signalization. This would allow turning northbound from
York Road to Harger Road and a left turn northbound off of York Road to Harger Road.
After discussion, it was a consensus of the Committee that a roundabout approach would
not be a viable solution. A further consensus was reached by the Committee to
recommend to the Village Board a two stage approach to reconstruct the intersection at
Harger Road with signalization at a cost of $5,158,000 and $1,412,000 for engineering
costs. Federal funding could be available for this project with approximate date of 2021
construction.
B. Gateway Signage
1. 22nd Street & York Road
The Village Board approved the first gateway signage cost of $49,000.
2. Promenade Sign
ComEd has approved the Promenade Sign located on their property. A draft
agreement between NAI Hiffman and ComEd has been signed for this gateway
sign. A gateway monument sign for the historical district is being developed with
DuPage Forest Preserve and Kathy Maher from the Historical Society to be
located at the south end of York Road. A gateway sign is also being developed for
McDonald’s at their property coming off of I-88 at 22nd Street near their
Millenium Restaurant.
C. Directional Signage Update
It was the consensus of the Committee that they would not pursue commercial signage
but to consider low impact way finding signage to such places as the Village Hall,
Park District, Library and Sports Core. Trustee Don Adler addressed the Committee
of his concern of the 2% hotel tax portion dedicated to capital expenditures defined in
hotel districts. He has asked Attorney Peter Friedman to verify our Village ordinance
with respect to this hotel tax. He stated as a Village Trustee he voted against the
signage as the hotel tax is not in our Village Code. State Statute indicates the tax is
solely for tourism. Attorney Friedman has explained that the Village’s policy is
perfectly fine or it could be changed to more closely track the language of the State
Statute.
5. NEW BUSINESS
A. Development Update
Director Kallien mentioned that Chamberlain has purchased Polich property and plans
to secure adjacent properties Ameritech and possibly Jones Medical. They plan to
build a 275,000 sq. ft. building with the ability to expand and include structured
parking. Demolition will begin later this year. Oak Brook Court will house Great
Escape that was formerly Border’s. Binney’s will locate to the former Container Store
location so that 80% of this commercial area will be occupied. The Drake Hotel has a
new owner who is slowly renovated the hotel to its original ambience.

B. Potential Revisions to Sign Ordinance
Director Kallien explained that the Plan Commission is focusing on an amendment to
create parameters for temporary signage for the Village, Park District and Forest
Preserve for special events. There are signage issues with Binney which will be
addressed and the Committee will be notified of what is determined.
Resident Bill Lindeman commented that he felt the Village was setting precedence
that the Promenade property owner was given the right to do the signage. Director
Kallien explained that the sign adjacent to the Promenade was approved as it could not
be located on his property due to utility problems and was approved off property.
