Minutes - 10/30/2014 - Committee of the Whole MINUTES OF THE OCTOBER 30, 2014 SPECIAL MEETING OF THE COMMITTEE OF THE WHOLE MEETING OF THE VILLAGE OF OAK BROOK APPROVED AS WRITTEN ON NOVEMBER 11, 2014 1. CALL TO ORDER The Special Meeting of the Committee of the Whole was called to order by President Gopal Lalmalani in the Samuel E. Dean Board Room of the Butler Government Center at 6:34 pm. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President Gopal Lalmalani, Trustees Donald Adler, John Baar, Mark Moy, and Gerald Wolin. ABSENT: Trustees Michael Manzo (arrived at 6:41 pm) and Asif Yusuf (arrived at 6:46 pm). IN ATTENDANCE: Rick Ginex, Village Manager; Cathy Doczekalski, Interim Assistant Village Manager; Robert Kallien Jr., Community Development Director; Sharon Dangles, Finance Director; Barry Liss, Fire Chief; Susan Madorin, Library Director; James Kruger, Police Chief; Michael Hullihan, Public Works Director; and Trey VanDyke, Sports Core Director. 3. RESIDENT COMMENTS – NONE 4. 2015 PROPOSED BUDGET President Lalmalani announced that a discussion on the 2015 Polo Season will be presented ahead of Finance Director Dangles budget presentation. Kathleen Maher presented the Oak Brook Polo Committee 3 Year Plan which included the following: • 2015 Mission: 1. Secure field #2 by not renewing Butler National Golf Club contract 2. Return field #2 to international polo playing standards 3. Play polo on field #1 with breakeven/profit status • Proposed 2015 polo season dates 1. July 12 2. July 19 3. July 26 4. August 2 (rain date) 5. August 9 6. August 16 7. August 23 8. September 13 (rain date) VILLAGE OF OAK BROOK MINUTES Page 1 of 3 SPECIAL COW MEETING OF OCTOBER 30, 2014 • 2016 Mission: 1. Play polo on field #2 2. Increase revenue by doubling the space available 3. Host first international match 4. Secure major sponsor at $25,000 level 5. Retain full service event planner 6. Secure private ownership agreement • 2017 Mission 1. Polo played under private ownership with rental fee paid to Village Mr. James Drury, President of James Drury Partners, discussed the reasons why it is necessary to secure field #2 by not renewing the contract with Butler National Golf Club in order to bring a viable and a profitable polo to Oak Brook. He also discussed transitioning polo from a Village operation to a private ownership operation. Sports Core Director VanDyke discussed the work that will need to be done to field #2 and the associated cost in order to transition polo to field #2. He also discussed renegotiating a new agreement with Butler National Golf Club which will keep the greens intact for the majority of the year, rather than canceling the agreement. Discussion ensued and the consensus was to approve the proposed 2015 polo dates. The Board also agreed that more information is needed prior to the Board making a decision on using field #2 for polo in 2016, and privatizing polo in 2017. A resident requested that an executive summary of the budget be available to residents. Finance Director Dangles gave a overview of the 2015 Proposed Budget which included the following: • All funds estimated balances, proposed revenue and expenses • General fund cash reserves • Sales tax revenue • Personnel changes and additions village-wide • Major capital improvements village-wide • Significant vehicle and equipment replacement • Polo program • Streetscape/Pedestrian Access projects • Zoning ordinance update (consultant) • Other significant expenses • Next steps Discussion ensued regarding general fund cash reserves, justification for requested major capital improvements, vehicle and equipment replacement, and personnel changes.
