Village Engineer BUDGET SOURCE/BUDGET IMPACT: $126,000 from Hotel and Motel Fund; Structural Improvements. RECOMMENDED MOTION: I move that the Village Board award a contract to Copenhaver Construction Inc., Gilberts, Illinois for the Pedestrian Access Project GI in the amount of $119,686 and approve Resolution 2014-PED-ACCESS-CNSTRCT-1390, A Resolution Approving and Authorizing the Award and Execution of a Construction Contract with Copenhaver Construction For Project Cl of the Pedestrian Access Project. Background/History: A legal notice for the Pedestrian Access Project G1 Project was published in the Daily Herald and placed on our website on August 8, 2014. Bid packages were picked-up by five (5) companies. Four(4) sealed bids were opened on Wednesday, August 27, 2014. Company Name Bid Amount Copenhaver Construction, Inc. $119,686.00 D. Kersey Construction Co. $186,000.00 Kovolic Construction Co., Inc. $195,571.00 Alliance Contractors, Inc. $205.082.20 The Streetscape Committee has been formulating projects to improve pedestrian and bicycle access to the Oakbrook Center. The objective of these projects is to eliminate gaps in current safety pathways to facilitate safe and easy access to the Oakbrook Center from surrounding hotels and commercial buildings. Several possible initiatives have been identified to address approaches from the North, East, and South. The first project, in the vicinity of Spring Road and Commerce Drive was recently completed, and the second project (B and C), near 16th Street and _...._ Harger Road. Copenhaver Construction, Inc. was awarded the second project at the July 14, 2014 Board meeting. This current project (G1) covers improvements on the south side of 22"d street on the Marriot Hotel and Regency Towers properties. These entities have pledged $42,000 towards the project. Improvements include sidewalks, pedestrian cross walks, and lighted guide bollards. Staff received and reviewed references and is satisfied. Recommendation: That the Village Board award a contract to Copenhaver Construction Inc., Gilberts, Illinois, for the Pedestrian Access Project GI in the amount of$119,686 and approve Resolution 2014-PED- ACCESS-CNSTRCT-1390, A Resolution Approving and Authorizing the Award and Execution of a Construction Contract with Copenhaver Construction For Project G1 of the Pedestrian Access Project. RESOLUTION 2014-PED-ACCESS-CNSTRCT-R-1390 A RESOLUTION APPROVING AND AUTHORIZING THE AWARD AND EXECUTION OF A CONSTRUCTION CONTRACT WITH COPENHAVER CONSTRUCTION FOR PROJECT GI OF THE PEDESTRIAN ACCESS PROJECT WHEREAS, the Village desires to improve pedestrian and bicycle access to the Oakbrook Center and the hotels, offices, businesses, universities, and residential developments located adjacent to or near the Oakbrook Center through the implementation of 10 related infrastructure projects collectively known as the Pedestrian Access Project; and WHEREAS, as part of the Pedestrian Access Project, the Village solicited bids on August 8, 2014 to construct crosswalks, sidewalks, and lighted bollards on the south side 22nd Street on the Marriot Hotel and Regency Towers properties ("Project"); and WHEREAS, the Village received 4 bids for construction of the Project; and WHEREAS, Copenhaver Construction was the lowest responsive and responsible bidder to provide construction services for the Project in an amount not to exceed $119,686; and WHEREAS, the President and Board of Trustees have determined that it is in the best interests of the Village to award a construction contract to Copenhaver Construction for the Projects in substantially the form attached hereto as Exhibit A ("Agreement"); NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Approval of Purchase. The purchase of construction services from Copenhaver Construction to construct the Project in a total amount not to exceed $119,686 shall be, and is hereby, approved. Section 3: Authorization and Execution of Agreements. The Village President and Village Clerk shall be, and hereby are, authorized to execute the Agreement between the Village and Copenhaver Construction after receipt of the final Agreement fully executed by Copenhaver Construction. Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and approval in the manner provided by law.
