MINUTES OF THE DECEMBER 4, 2014 MEETING OF THE
VILLAGE OF OAK BROOK ELECTRIC AGGREGATION AND
ISSUES COMMITTEE AS AMENDED ON DECEMBER 11, 2014
1. CALL TO ORDER
The Meeting of the Village of Oak Brook Electric Aggregation and Issues Committee was
held in the Upper Level Conference Room of the Butler Government Center on December
4, 2014. Trustee Wolin called the meeting to order at 4:03 p.m.
2. ROLL CALL
PRESENT: Trustees Gerald Wolin and Michael Manzo, Tom Cygan, Terry O’Malley,
Mario Vescovi, and Steve Young
ABSENT: Trustee Asif Yusuf
IN ATTENDANCE: President Gopal Lalmalani, Manager Rick Ginex, Harry Peters, and
Rania Serences
3. DETERMINE FUTURE MEETINGS
The committee was in agreement that the best day and time for future meetings is
Thursdays at 4:00 pm.
4. DECIDE WHETHER TO HIRE A CONSULTANT AND CRITERIA TO SELECT
CONSULTANT
Trustee Wolin explained that the consulting agreement that the Village has with ICCAN
(Illinois Community Choice Aggregation Network) for electric aggregation services
extends through June 2015 and that Mark Pruitt confirmed his services with any
subsequent municipal aggregation services prior to that date. He also stated that there is
no additional charge and that the $10,000 consulting services fee was paid in 2013.
Discussion ensued regarding the consultant services selection process conducted in 2013,
and the consensus was to remain with ICCAN for electric aggregation consulting services.
A meeting with Mark Pruitt was tentatively set for Thursday, December 11th.
The committee further discussed the need for using a consultant for electric aggregation,
issues that arose during the Village’s first electric aggregation program, smart meters,
EPA regulations and plant closings, and advantages of creating an electric aggregation
consortium with surrounding communities.
5. NATURAL GAS INFORMATION
Terry O’Malley discussed gas prices and suggested that locking into a long term

agreement may be the best advice to give residents since prices have been low.
Discussion also ensued regarding upcoming legislation on gas aggregation, gas
transportation, conducting a bid process for gas and informing residents of the different
options available via the website and newsletter. Terry O’Malley will conduct the initial
research regarding gas prices for Oak Brook and will report back to the committee on his
findings. Discussion ensued.
6. PRELIMINARY DISCUSSION ON (1) REQUESTING COMED TO BURY SOME
LINES, (2) SUGGESTION THAT VILLAGE ASSUME RESPONSIBILTY FOR
TRANSMISSION LINES, AND (3) INSTALLING GAS GENERATORS FOR POWER
LINE BACKUP
Trustee Wolin stated that Mario Vescovi requested that the committee discuss requesting
ComEd to bury lines, that the Village purchase transmission lines from ComEd, and that
the Village install gas generators as backup.
Discussion ensued and the consensus was to follow-up with ComEd regarding burying
more lines throughout Village, ask ComEd what their plan is to building redundancy
within the Village’s electric grids, and the possibility of the Village installing emergency
gas generators for when there is a power outage. The committee also agreed that
purchasing electricity transmission and infrastructure from ComEd is not something the
Village would want to take on at this time.
7. ADJOURNMENT
Motion by Trustee Manzo, seconded by Steve Young to adjourn the meeting of the
Electric Aggregation and Issues Committee at 5:10 p.m. VOICE VOTE: Motion carried.
