1. CALL TO ORDER
The meeting was called to order by Chairman Adler in the West Wing Conference Room of the
Butler Government Center at 7:15 p.m.
2. ROLL CALL
Chairman Adler called the roll with the following persons:
PRESENT: George Klein,Norma Lauder, Randall Teteak, Todd Rusteberg and Chairman Don
Adler
ABSENT: None
ALSO IN ATTENDANCE: Village Manager David Niemeyer, Finance Director Sharon Dangles,
President John W. Craig and Trustee Zannis.
3. APPROVAL OF MINUTES
A. Minutes from the August 25, 2010 meeting.
There were some minor verbiage changes in the second paragraph of Item #5-Sports Core.
R. Teteak motioned,N. Lauder seconded to approve the minutes of the August 25, 2010 meeting
as amended. VOICE VOTE: Motion carried. Minutes approved.
4. RESIDENT COMMENTS
President Craig addressed the Committee and thanked them for the help and guidance they have given the
Village Board. He stated that this coming budget will be a challenge and explained that it appears we will
be about $600,000 short in the budget. He continued to state that one of problems is the Village's pension
programs. Right now we are handicapped with the Fire Department. We have an agreement that was
made many years ago that states we have to have 28 firemen on our rolls at all times and we just cannot
afford that now. He recently met with Mayor Ragucci from Oakbrook Terrace and they do not have that
problem at all as they have a fire district with their own separate governing body. That would require
funding from both residents and corporations and any time you mention that you have a problem. He
appealed to the Committee to give the Board any guidance they may have to address this problem as it is
one that we have to face. President Craig explained that just today he went over and was able to get
$73,000 for a stop light signal from a gentleman that owns a strip mall and he said he wasn't going to give
us anything. President Craig requested Manager Niemeyer to mention anything that he may be
overlooking. Manager Niemeyer explained that as in the past years, we are going to have to do some
creative thinking to balance our budget.
Discussion among the Committee and residents ensued.
President Craig also informed the Committee that someone in the past administrations granted them this
stipulation of 28 and to be candid with the Committee the man that wrote that contract is the present Chief
of the fire department. Discussion ensued.
Resident Connie Xinos stated his recommendations to the Committee on how to remedy the staff numbers
in the fire department. He feels that the Village should fire one firefighter a month until it sends a
message.
Trustee Zannis addressed the Committee and thinks there is something wrong with the system that doesn't
allow the Board of Trustees to affect the budget of the fire department. We can say to every department

. we want to see a 10% reduction, figure it out, however you run your department is fine. But you cannot
do that with the fire department. She stated when we negotiate our union contracts they should be tied to
something financially that affects the Village, whether it is tied to sales receipts, whether it is tied to
number of businesses in the community, whether it is tied to fire houses because right now we can't close
a fire house because we would have to move all 28 people out of one firehouse and that would be
foolishness. We can't divest the EMT services, we can't do anything, we are held hostage and that is just
wrong.
President Craig agreed with Trustee Zannis's comments and stated that we may have to lay people off.
But he does want the Finance Committee to see our problem.
Trustee Zannis asked the Committee where are we supposed to get the money to fund these contracts.
D. Adler informed them that they do have some thoughts about that and suggested they continue on with
the business at hand.
5. REPORT OF FINANCE COMMITTEE'S ACTIVITIES TO DATE IN 2010
Chairman Adler reviewed with the Committee a summary report of the 2010 recommendations. This was
the Committee's 7th meeting in 2010, they had 9 meetings in 2009 and they issued 3 reports to the Village
Board in 2009.
6. COMMITTEE'S REPORT—RECOMMENDATION TO VILLAGE BOARD REGARDING
SPORTS CORE AND OTHER ITEMS
Chairman Adler handed out a draft report to the Committee to review. In his draft report he is referring
to 2 of those reports. 1St report issued back in September. He started with Sports Core then Fire and
Police Dispatch, then Fire Police pension plan contributions, rolling stock was touched upon. Reviewed
the staff budget summary, and the last section was an update on prior committee recommendations. What
we are trying to do is provide the board with a discussion of the items we have looked at since the last
report plus a status of the things we reported previously. The Committee took time to individually review
the draft report. The Committee held discussion on the document page by page and made additions or
changes based on active discussions of the various topics on the report.
G. Klein requested that the Committee ask Manager Niemeyer to provide them with the Job Descriptions
of all the non-union employees. This is related to the salary comparison study for non-union employees.
7. OTHER BUSINESS -None
8. ADJOURN TO CLOSED SESSION—Did not adjourn to closed session.
9. ADJOURNMENT
Motion by N. Lauder, seconded by T. Rusteberg, to reconvene from closed meeting and adjourn the
regular meeting of September 22, 2010. VOICE VOTE. Motion carried.
