comprised of the Chairman,. Vice-Chairman, Executive
Secretary, designee of the Fiscal Officer and
participating law enforcement agencies contributing
personnel to DUMEG. The Executive Committee shall be
vested with :the authority to act on behalf of the Policy
Board when 'an emergency or other situation makes it
impossible or impractical for the Policy Board to act.
The Executive Committee shall also make any decisions
required of the Policy Board durin g the interim
between Policy Board meetings.

C. Fiscal Officer
An elected official of a participating•unit of local
government shall be designated Fiscal Officer for DUMEG
.upon appointment of the Policy Board. The Fiscal Officer
shall function as the sole ,Fiscal Officer for all
participating agencies in DUMEG. The Fiscal Officer shall
receive and disburse grant funds for the operation of
DUMEG, but at no time shall. he consider the contribution
of (manpower or personnel from the Department of State
Police as a basis for the 50 percent matchin
g grant from
the State for the total operating budget from DUMEG. The �F
Director of the Department of Law Enforcement shall
monitor DUMEG and determine its eligibility to receive

B. It is expressly understood by and between the parties I
that the police power of each member of DUNN is

to the terms of this agreement as provided for in
Illinois Revised Statutes, Chapter 127, Section 743
(1983) .

IV. OPERATIONS: (Con't)
C. Sworn law enforcement officer recommended by the
Policy Board and appointed as Inspectors shall
continue to be employees of the participating 'units
and shall be compensated by the units in accordance
with their regular procedures and subject to the
rules and regulations of the parent agencies, as well
as those established by the Policy Board of DUMEG.
D. Personnel contributed by

not sworn law enforcement officers shall continue to ;I
be regular employees of the participating units and
shall be compensated in accordance with the
participating units' regular procedures.
E. Personnel employed by.. DUMEG who are not sworn law
enforcement officers shall be subject to the rules
and regulations promulgated pursuant to the terms of !i
this agreement and such other regulations which may
be promulgated by DUMEG or the Illinois Department of
State Police.
F. Each unit of government providing personnel to DUMEG
shall provide gasoline and oil for one vehicle per
officer assigned to DUMEG.
G. Each participating law enforcement group shall retain
di�.,,;iplinary authority, and jurisdiction over their
sworn and not sworn personnel.
V. FISCAL YEAR: t'
The Fiscal year of DUMEG shall commence on July 1 and
terminate. on June 30 of each year.
VI. EQUAL EMPLOYMENT OPPORTUNITY:

and comply with any and all laws, rules and regulations
pertaining to Equal Opportunity, and further agree to
abide by the rules and regulations of the Equal Employment '

Employment Practices Commission (FRPC) .
VII. AMENDMENT:
This agreement may be amended at any time by written
' approval of all participants named herein.

Any subsequent changes or amendments to this agreement are '
binding upon all participants named herein.

VIII CANCELLATION:
This agreement may be cancelled at anytime by written
agreement of a majority of all participating governmental
. units herein named. In the event of such cancellation of
this agreement , all equipment or materials purchased with
State funds shall revert to the Department of State '
Police. ,ny. personal property contributed by an
individual memther shall remain the property of that �!
member. Individual members may withdraw from this Agree-
ment sixty (60) days subsequent to presenting the Policy
Board with a written declaration of its intention to with-
draw from this agreement. The initial participants to
this agreement are required to supply their agreed
contributions for a period of time not to exceed the �!
statutory fiscal year- of the unit's authority to budget or
appropriate funds.
IX. RADIO-MAINTENANCE:
The Department of State Police agrees to maintain all •
automobile radios assigned to DUMEG cars.
X. VEHICLES:
The Operating Director shall at the earliest feasible 'I
time,' leate vehicles as needed and release to a•
participating member any vehicle contributed by that
member.
XI. INSURANCE 1
The Operating Director shall obtain liability insurance
for the benefit of DUMEG, participating local governments,
representatives thereof ' serving in any capacity in DUMEG,
. and sworn personnel to DUMEG. Such insurance and
indemnification coverage shall be in such an amount as
decided' by the DUMEG Policy Board but not less than
$1,000,000. DUMEG shall acquire and maintain insurance in
excess of $1,000,000 for combined single limit liability
for personal injury, bodily injury, property damage, •
punitive damage, and any viol .tion of rights guaranteed by II
the Constitution of the United States, any award of
attorney's fees, costs, and a specific civil rights
endorsement covering claims arising under 42 U.S.C. ,
5 1981, S 1983, 81985, and $1988; and

Operations Report for March 5, 1986 Policy Board Meeting.
The DuPage Metropolitan gnforeement'Group has been
operational. since October 15, 1985. The DUNEG staff consists.
of a Director, a Supervisor, 6 agents and an Office Manager.
From the October 1985 thru February 1986 period, AEG
agents have opened 133 cases including sources of information
and intelligence cases. In this sane period, DUNG agents have
been involved in 37 arrests, 36 for delivery of a controlled
substances/cannabis and 1 for possession of a controlled
substance.
In addition to responding to requests for assistance by
police departments in DuPage County, DUMBGi is in the process of •
targeting major traffickers in DuPage County for more intensive
investigations as time permits. At the present, 5 level 1 or 2
•
violators, (multi-pound dealers and financiers) have been •
targeted under this program. •
DUNG agents are also in the process of developing a
program to identify and monitor air smuggling traffic at the
airports in DuPage County. This program will consist -of
intelligence and enforcement activity involving smuggling of
drugs by aircraft into DuPage County.

RECOMMENDATION: That the Village Board pass the attached Resolution approving �I
the DUMEG Intergovernmental Agreement and authorize an expenditure of $3,000 as
provided in Paragraph XII (B) of the attached. agreemeent.
The acronyi : DUMEG stands for DuPage Metropolitan Enforcement Group, and its
primary purpose is the enforcement of drug related crimes such as, the sale,
manufacture and/or Possession ssion of illegal drugs within DuPage County. It will
also assist local police departments on a 24 hour a day, 7 days a week basis
with the enforcement of drug related violations.
DUMEG started operations during October 1985. It was made possible primarily I'
through the combined efforts of the DuPage County Chiefs of Police Association,
the Illinois' State. Police and the DuPage County Sheriff's Office. Each partcipating
unit of government contributes either personnel, equipment or money. The
majority of pa rticipants contribute money in the amount of $3,000 annually.
DUMEG`s 1985/86 fiscal year budget was $173,500.
The DUMEG unit (consisting of 8 police officers and a civilian office manager)
has had quite an impact on the drug scene in DuPage County. Please refer to
DUMEG operations report for March 5th, 1986 and the DUMEG February and March
monthly reports.

AN INTERGOVERNMENTAL AGREEMENT ESTABLISHING
THE DUPAGE METROPOLITAN ENFORCEMENT GROUP (DUMEG)
I. PURPOSE:
In order to combat the multijurisdictional illegal
trafficking of narcotics, controlled substances and
dangerous drugs, the undersigned law enforcement agencies
hereby agree to pool and integrate law enforcement
resources and personnel the DuPage County Metropolitan
Enforcement Group (hereafter referred to as DUMEG) to
coordinate the enforcement of drug laws without regard to
jurisdictional boundaries and to cooperate with State and
Federal enforcement groups.
II. AUTHORITY:
This agreement is entered into by the undersigned pursuant
to the provisions of Article VII, Section 10, of the 1970
Constitution of the State of Illinois; the "Intergovern-
mental Cooperation Act", Illinois Revised Statutes,
Chapter 127, Section 743 (1975) ; and the "Intergovern-
mental Drug Law Enforcement Act", Illinois Revised
Statutes, Chapter 56 1/2, Section 1701 (1983) .
III. ORGANIZATION:
A. Policy Board
The undersigned agree that effective use of its personnel,
in the enforcement of drug laws, requires that a Policy
Board shall be established. The DUMEG Policy Board shall
be composed of an elected public official, or his
designee, and chief law enforcement officer, or nis
desiglee, from each participating law enforcement agency.
A local unit of government may authorize the transfer of
municipal funds to DUMEG in lieu of providing personnel to
participate in the program. The Policy Bard shall
supervise and oversee the operations of DUNG, and make
such reports to the Director of the Department of State
Police as that Department max require. In accordance with
the expressed legislative intent in the "Intergovernmental
Drug Law Enforcement Act", the Policy Board shall
determine that DUN=G operations are limited exclusively to
enforcement of drug laws of this State, sister States or
of the United States.

PREAMBLE
The DuPage Metropolitan Enforcement Group Policy
Board is hereby formed pursuant to the
Intergovernmental Drug Law Enforcement Act, Illinois
Illinois Revised Statutes, Chapter 56h,
Section 1701 (1977) (Public- Act 80-617, effective July
1, 1977) , to collectively support the maintenance and
development of effective drug law enforcement practices
which will enhance the support and respect of the people
in the communities in which we serve.
ARTICLE I
THE NAME OF THE ORGANIZATION SHALL BE:
The DuPage Metropolitan Enforcement Group
• (hereafter referred to as DUMEG) Policy Board.
ARTICLE II
•
MISSION STATEMENT:
To the end that the health, safety and welfare of
the People of the State of Illinois should be protected
from those who would violate the laws regulating the
productions, sale, prescribing, manufacturing,
administering, transporting, having in posuession,
dispensing, delivering, distribution or use of a
controlled substance, as defined in the Illinois
Controlled Substance Act, and cannabis, as defined in
the Cannabis Control Act, by combining the Local, County
and State resources, so as to achieve maximum
effectiveness.
ARTICLE III
DUMEG POLICY BOARD:
Section 1 - POLICY BOARD FUNCTION
A. The purpose of the Policy Board shall be to
support the maintenance and development of local drug
enforcement practices in our respective jurisdictions
and to promote interagency cooperation, communications
and training of personnel from the contributing
agencies.
B. To supervise, oversee and promulgate policy for
the operations of the DOMi and make such reports to the
Director of the Department of State Police as that
Department may require, and to ensure that DUNG
operations are limited exclusively to enforcement of the
drug laws of the State and of the United States,
pursuant to the Intergovernmental Drug Law Enforcement
Act.

C. To designate by majority vote of a quorum of

responsible for the daily operations of DOMEC,
including the discretionary power to approve,
reject,• and/or cause the subsequent removal of
• personnel to be assigned to DUMEG by member

the meetings, it is the Chairman's
responsibility to call the members to
order; to announce the business which is to

The purpose of this memorandum is to express opinion p my p Winn on and support for
Oak Brook's funding of the DuPage Metropolitan Enforcement Group in the
amount of $3,000.00. jl
The Oak Brook Police Department has experienced, just as other municipal
jurisdictions, that drug trafficking knows no jurisdictional boundaries; that
agencies lack the manpower to conduct effective controlled buys and surveillances;
that budgeted funds for controlled buys are very limited; that the necessary
covertness of such operations places a strain on other operations of the agency. !i
To this end the Chief's of Police in DuPage County have gone forward to establish
an enforcement group which could effectively handle this situation. This group
is known as the DuPage Metropolitan Enforcement Group (DUMEG).
The purpose of DUMEG is to combat the illegal trafficking of narcotics, controlled
substances and dangerous drugs by pooling and integrating law enforcement resourses
and personnel to coordinate the enforcement of drug laws without regard to
jurisdictional boundaries. All agents of the organization are sworn in as State
Police Officers/Agents and have statewide powers of arrest.
DUMEG is one of ten units presently operating in the State of Illinois. The
other locations are NORTHSHORE MEG/Lake County; NORTHEASTERN MEG/Cook County;
METROPOLITAN AREA NARCOTICS SQUAD/Will and Grundy Counties; QUAD CITIES MEG/
Rock Island and Scott County, Iowa; KANKAKEE MEG/Kankakee County; VLz*(ILLION
COUNTY MEG/Vermillion County; MULTI-C.. `.'TY NARCOTICS ENFORCEMENT GROUP/Fulton,
Knox, Peoria, Tazwell and Warren Counties; MEG OF SOUTHWESTERN ILLINOIS/Madison
and St. Clair Counties; and SOUTHERN ILLINOIS ENFORCEMENT GROUP/JACKSON, Perry,
Union and Williamson Counties. The unit has the support of the Illinois Department
of State Police and the Sheriff of DuPage County, Illinois.
The Constitution and Bylaws of the DuPage County Metropolitan Enforcement Group
Policy Board were adopted in October 7985. A policy board was created to supervise,
oversee and promulgate policy for the operations of DUNG and to insure that the
operations be limited exclusively to the enforcement of drug laws of the State of
Illinois and the United States of America.
Presently, twenty-nine jurisdictions in DuPage County, Illinois have signed or are
in the process of signing the Intergovernmental Agreement within the next month.
The fiscal budget for the DUMEG operations runs from July 1st to June 30th of each
year.
