SUBJECT: Oak Brook Hotel, Convention&Visitors Committee

RECOMMENDED MOTION: Motion to approve passage of ORDINANCE 2015-BD-
OBHCVC-G-1043 .An Ordinance Amending Sections 2-5-2A and 2-5-3B of the Village Code of
the Village Oak Brook Relating to the Hotel, Convention and Visitors Committee.
Background/History: Currently, the Oak Brook Hotel, Convention and Visitors Committee is
made up of seven(7) members with terms that expire every February 28th• The committee
consists of four(4)persons who operate or manage a hotel or motel within the Village of Oak
Brook,one (1) representative of Oakbrook Center, and two (2) residents-at-large.
This proposal increases the number of appointed positions to nine (9); adds the Chamber of
Commerce President & CEO as a voting member on the Hotel Convention and Visitors
Committee and increases the number of Hotel General Managers by one (1).
Since the Chamber's is providing services and not accepting any supporting funds from the
Village of Oak Brook, a representative of the Chamber(President & CEO) can once again
become an appointed voting member of the Committee. Also with the opening of the
LeMeridien Hotel the new General Manager will need to be appointed.
Recommendation: Motion to approve Ordinance G-1043 relating to the Hotel, Convention and
Visitors Committee.

ORDINANCE 2015-BD-OBHCVC-G-1043
AN ORDINANCE AMENDING SECTIONS 2-5-2A AND 2-5-3B OF THE VILLAGE CODE OF THE
VILLAGE OF OAK BROOK RELATING TO THE HOTEL, CONVENTION AND VISITORS COMMITTEE
WHEREAS, On September 25, 1990, the Village Board passed Ordinance G-452, creating a
Hotel, Convention and Visitors Committee ("Committee"), which ordinance has been codified as Title 2,
Chapter 5, entitled "Hotel, Convention and Visitors Committee," of the "Village Code of the Village of Oak
Brook, Illinois," as amended ("Village Code"); and
WHEREAS, the Village Board has determined that it is in the best interests of the Village and its
residents to amend Sections 2-5-2A and 2-5-3B of the Village Code to increase the number of members
that may serve on the Committee;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this
Ordinance as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Amendment to Section 2-5-2A. Subsection A, entitled "Appointments" of Section 2,
entitled "Membership; Appointments," of Chapter 5, entitled "Hotel, Convention and Visitors Committee,"
of Title 2, entitled "Boards and Commissions," of the Village Code shall be amended further, and shall
read as follows:
"2-5-2: MEMBERSHIP; APPOINTMENTS:
A. Appointment: The Village President shall appoint cevcn (7) 2 persons to serve as
members of the Committee, subject to the advice and consent of the Board of Trustees.
The Committee shall consist of four (4) five persons who operate or manage a hotel or
motel within the corporate limits of the Village, one (4) representative of Oakbrook
Center, and two (2) residents-at-large of the Village, and the President/CEO of the
Greater Oak Brook Chamber of Commerce."
Section 3: Amendment to Section 2-5-3B. Section B, entitled "Meetings," of Section 3, entitled
"Officers; Meetings," of Chapter 5, entitled "Hotel, Convention and Visitors Committee," of Title 2, entitled
"Boards and Commissions," of the Village Code shall be amended further, and shall read as follows:
"2-5-3: OFFICERS; MEETINGS:
B. Meetings: Four (4) Five Committee members shall constitute a quorum for the
transaction of its business. A majority vote of Committee members shall constitute
approval of business before it. Special meetings may be called by the chairperson or by
no less than three(3)members of the Committee. All meetings of the Committee shall be
in accordance with the provisions of the Illinois Open Meetings Act."
Section 4: Severability. If any provision of this Ordinance or part thereof is held invalid by a
court of competent jurisdiction, the remaining provisions of this Ordinance shall remain in full force and
effect, and shall be interpreted, applied, and enforced so as to achieve, as near as may be, the purpose
and intent of this Ordinance to the greatest extent permitted by applicable law.

Section 5: Effective Date. This Ordinance shall be in full force and effect from and after its
passage, approval, and publication in the manner provided by law.
