MEETING CALL:
The Special Rescheduled Meeting of the Board of Trustees was called to order by
President Cerne in the Samuel E. Dean Board Room of the Village Commons at
8:05 P.M., proper notice having been given.
I. ROLL CALL:

II. Village of Oak Brook vs. County of DuPPase (31st Street & Meyers Road):
President Cerne briefly outlined the discussion held in Executive Session
of December 16, 1987.
Trustee Winters moved, seconded by Trustee Imrie...
To direct the Village Attorney to file an appeal on an expedited basis.
VOICE VOTE: All present, in favor. So ordered.
1988 Salary Administration Plan:
Manager Berley briefly reviewed procedures that had been used to keep the
salaries at the mid-point of the average of Region IV and to be in the
upper 25 percentile. Merit increases should be attained for satisfactory
within seven (7) years and above-satisfactory within six (6) years and to
exceeding standards within five (5) years. The ranges that do not meet
Region IV averages will bri reviewed by Manager Barley and will be brought
back to the Board within the next few months. Proposed salary range
adjustments represent a $260,472.00 increase for 1988.
Trustee Busby moved, seconded by Trustee Rush...
That the Salary Administration Plan be modified by increasing the aid-point
of Ranges 1-13 by 4.5 percent and that the modifications be made effective
January 1, 1988 with standards and incentives for merit increases as
follows:
Unsatisfactory: 0 %
Not Meeting Standards: 2 %
Improving: 4.5%
Satisfactory: 9.5%
Above Satisfactory: 10.5%
Exceeding Standards: 11.5%
and that the Village Attorney be directed to prepare the proper ordinance
to effectuate same.
ROLL CALL VOTE: Ayes: Trustees Bartecki, Bushy, Imrie, Rush, Winters
and President Corse.

Attached is the resolution which incorporates a the changes to our Salary Administration
Plan as you approved at your Special Board Meeting on December 16, 1987
The Salary Administration Plan will be modified by increasing the mid-point of
Ranges 1-13 by 4.3% effective January 1, 19118 with standards and incentives for
merit increases as follows:
Unsatisfactory: 0.0%
Not Meeting Standards: 2.0%
Improving: 4.5%
Satisfactory: 9.5%
Above Satisfactory: 10.5%
Exceeding Standards 11.5%
The merit Increases will allow our employees who receive a performance evaluation
of satisfactory to proceed through the range in approximately seven (7) years; an
employee rated as above satisfactory would progress through the range in approximately
six (6) years; and an employee rated at exceeding standards would progress to
the top of the range in approximately five (5) years.
