SUBJECT: Local Government Distributive Fund Reserves Resolution

RECOMMENDED MOTION: Motion to Approve Resolution R-1441, A Resolution
Urging the Governor and General Assembly to Protect Full Funding of Local Government
Distributive Fund Reserves
Background/History:
The DuPage Mayors and Managers Caucus has asked all member municipalities to adopt a
resolution that can be presented and submitted to the Governor and General Assembly as
additional action to convey our support for 11tH funding of LGDF revenue.
As you are aware the Governor has proposed a 50 percent reduction in the local share of the
income tax during his FY2016 Budget Address. This loss of the State-shared income tax revenue
would result in elimination of Village capital projects and service cuts. The Village of Oak
Brook would lose approximately $390,208 in funding.
Recommendation:
The Board adopts the resolution as presented.

RESOLUTION 2015-GL-BD-LFDF-R-1441
A RESOLUTION URGING THE GOVERNOR AND GENERAL ASSEMBLY
TO PROTECT FULL FUNDING OF
LOCAL GOVERNMENT DISTRIBUTIVE FUND REVENUES
WHEREAS, municipalities are front-line providers of government services to citizens and these
services include police and fire protection, parks, infrastructure, water, sewer and utility services, and
snow removal; and
WHEREAS the State of Illinois has a long-standing tradition of collecting tax revenues on behalf
of municipal governments and municipalities have relied on shared income tax revenue to provide
services to taxpayers; and
WHEREAS, municipalities have fewer options to raise significant revenue and rely on the full
amount of revenue that the State collects on their behalf in order to fund the essential quality-of-life
services expected and relied upon by community residents; and
WHEREAS, the General Assembly increased the State income tax without providing any of the
new revenues to municipalities and this loss of revenue has left the municipal share at levels collected
during the Great Recession; and
WHEREAS, the Governor proposed a 50 percent reduction in the local share of the income tax
during his FY2016 Budget Address, reducing local revenues by over$600 million; and
WHEREAS, the loss of this State-shared income tax revenue would result in elimination of
countless jobs, local tax increases, program and service cuts, and could increase debt burdens that
would be felt by all citizens; and
WHEREAS, the Village of Oak Brook would lose$390,208.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of
Oak Brook, DuPage and Counties, Illinois, as follows:
Section 1: The foregoing recitals are hereby incorporated into, and made a part of, this
Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: The President and Board of Trustees for the Village of Oak Brook hereby urge
the Governor and the General Assembly to protect full funding of the Local Government Distributive Fund
and other revenue sources that allow local governments to provide for the health, safety and general
welfare of their residents.
Section 3. The Village President and Village Clerk hereby authorize the Village Manager to
send a suitable copy of this Resolution to the Village's local State senators and representatives.
Section 4. All resolutions or parts of resolutions in conflict with this Resolution are hereby
repealed to the extent of the conflict.
Section 5. This Resolution shall be in full force and effect from and after its passage,
approval and publication as required by law.
