SAFETY COMMITTEE Minutes JANUARY 27, 2000 UNOFFICIAL UNTIL APPROVED AS WRITTEN x OR AS AMENDED ON April 20, 2000 I. CALL MEETING TO ORDER: The Employee Safety Committee meeting was called to order at 9:03 a.m. in the Lower Level Conference Room with the following representatives PRESENT: Debbie Franzone, Administration, Finance & Engineering Departments Gary Naus, Fire Department Susan Schwartz, Library Norm Nemec, Police Department Mark Stevens, Public Works Department Greg Krob, Sports Core Departments Michael A. Crotty, Assistant Village Manager Joyce Resh, Secretary ABSENT: None ll. APPROVAL OF MINUTES: .21 Motion by Debbie Franzone, seconded by Greg Krob, to approve the minutes of the Employee Safety Committee meeting of October 1,2', 1999 as submitted. VOICE VOTE: Motion carried. Minutes are to be dated and posted in respective departments. Assistant Village Manager Crotty noted that as a follow-up to Fire Department Representative Stevens' concern noted at the October meeting, he has budgeted for a flu shot program to be offered to Village employees. He also noted that he spoke with Deputy Police Chief Cavalier regarding Public Works Representative Stevens' concern as to who was responsible to close the folding stop signs after their use and was informed that it is a Police Department procedure to follow up. III. DISCUSSION OF INCIDENTS: The incident of damage to a Village vehicle was discussed noting that the Village truck struck another vehicle after that vehicle crossed one and one-half lanes and lost control in front of the Village vehicle. A Patrol Officer's air bag deployment was discussed noting that when the front tire of the police vehicle went over a curb, both air bags deployed. Assistant Village Manager Crotty inquired if it were possible this could happen to other Village vehicles. Public L Employee Safety Committee Minutes Page 1 of 4 January 27, 2000 Works Representative Stevens indicated that an inquiry has been made to the Ford Motor Company. Two Firefighter/Paramedics both suffered lower back strain while lifting a patient. It was noted that in this particular situation, the patient was very heavy and the area of lift was very confined making lifting very difficult. Assistant Village Manager Crotty discussed the incident of a Public Works employee's vehicle accident involving a taxi noting that the taxi was totaled as a result of striking the Village vehicle, continuing out of control over the curb and onto the lawn, striking trees. It was noted that the owner of the property is suing the Public Works employee. Assistant Village Manager Crotty informed the Committee that when an employee is being personally sued, to be sure to get all the paperwork to him since, generally, IRMA defends the case. A firefighter/paramedic's incident of a foreign matter from an 4ir hose being blown into his eye while he was putting air into an ambulance tire was discussed noting that the firefighter/paramedic should have been wearing protective eyewear. The incident of a firefighter/paramedic's pain to his elbow while removing heavy fire apparatus from a high shelf was discussed noting that heavy equipment has now been moved to a lower position. Assistant Village Manager Crotty explained the configuration of the intersection where a Village vehicle struck a bicyclist noting that the roadway is divided by a concrete median, and the bicyclist was travelling against traffic. Fortunately, the bicyclist was not injured, but the bicycle was damaged. The incident of a Public Works employee who backed into a Village vehicle while operating a front-end loader during leaf removal was discussed noting that the employee should use mirrors and more caution when backing up. IV. DEPARTMENTAL SAFETY INSPECTION REPORTS V. IRMA QUARTERLY REPORT: Assistant Village Manager Crotty distributed the fourth quarter IRMA Membership Loss Report and indicated that at the February meeting he will be asking for suggestions of loss prevention goals from each department representative. The Report continues to show sprains and strains in the Fire Department, and Representative Naus noted the fact that Fire Department employees seem to submit a report for every little happening. Police Department Representative Nemec indicated that employees are encouraged to submit reports. Employee Safety Committee Minutes Page 2 of 4 January 27, 2000 Assistant Village Manager Crotty discussed the Village's policy of bringing an injured employee back to work on light duty noting that this can be difficult and costly. It is difficult to determine when and how to bring an employee back to the job and to keep the employee interested in the job. This is usually limited to a 90-day period. The codes used in the Report were questioned, and Assistant Village Manager Crotty noted they are codes determined by IRMA. The net loss amounts were questioned, and does the Village pay that amount? Assistant Village Manager Crotty noted that IRMA handles the loss amounts. Public Works Representative Stevens noted that the Report combines the incidents for Public Works along with Bath and Tennis, Golf and Engineering. Assistant Village Manager Crotty explained that he furnishes a breakdown report quarterly showing each department as well as type of incident. Assistant Village Manager Crotty explained the 25% Performance Gauge of the Membership Loss Report noting that the we experienced more slip, trips and falls and did not meet our goal. VI. TRAINING IDEAS VII. DISCUSSION OF SAFETY SUGGESTIONS VIII. GENERAL DISCUSSION Police Representative Nemec again questioned the availability of flu shots. Information will be available at a later date. Assistant Village Manager Crotty noted that monies are budgeted in Risk Management for a flu shot program as well as the safety incentive gift certificates issued. Police Representative Nemec noted that outsiders use the toilets in the Police Department at times and questioned if paper seat covers could be made available. Assistant Village Manager Crotty will follow up on this with the Public Works Director. The Public Works Department was complimented on the excellent job in keeping the Library entrance clear of snow. Fire Department Representative Naus indicated that Fire personnel should received a physical annually. Assistant Village Manager Crotty noted he had asked both chiefs, fire and police, to research this. He will follow up with both chiefs to see how physicals are scheduled. IX.
