VILLAGE OF OAK BROOK EMPLOYEE
SAFETY COMMITTEE Minutes March 15, 2001

I. CALL MEETING TO ORDER:
The Employee Safety Committee meeting was called to order at 9:01 a.m. in the Upper
Level Conference Room with the following representatives

Norm Nemec, Police Department
Mark Stevens, Public Works Department
Greg Krob, Sports Core Departments

ABSENT: None
II. APPROVAL OF MINUTES:
Motion by Gary Naus, seconded by Mark Stevens, to approve the minutes of the
Employee Safety Committee meeting of January 18, 2001 as submitted. VOICE VOTE:
Motion carried. Minutes are to be dated and posted in respective departments.
Assistant Village Manager Crotty informed the Committee that the Executive Safety Committee
did not meet, therefore,the idea of a quarterly point system for the Safety Incentive Program will
be presented at their next meeting.
III. DISCUSSION OF INCIDENTS:
Representative Nemec discussed the incident of a Police Officer's injury to his hand
when an offender slammed a door on it during a domestic violence investigation noting
this was an unpredictable situation.
The shoulder injury of a Fire Lieutenant was discussed by Representative Naus noting
that a Fire Department committee has been formed and is looking into new ways for
lifting and carrying patients.
The incident of an injury to a golf course maintenance laborer while repairing a garage
door spring was discussed. Representative Krob noted that the injury required stitches
and, after becoming infected, a series of antibiotic treatments. Assistant Village Manager
Crotty noted that the Department Head has indicated that in the future, employees will be
L prohibited from working on garage door springs.

The injury to a Police Officer's knee and ankle as the result of a vehicle accident was
discussed noting that the Police Officer rear-ended a vehicle. The squad was nearly
totaled,but will be repaired.
IV. DEPARTMENTAL SAFETY INSPECTION REPORTS:
Assistant Village Manager Crotty noted that he has been receiving the monthly
departmental safety inspection reports and reminded Committee members to continue
these inspections monthly.
V. TRAINING IDEAS: No Business.
VI. DISCUSSION OF SAFETY SUGGESTIONS
Two potential risks in the Police Department Garage have been brought to the attention of
the Employee Safety Committee:
A request for a carbon monoxide detector -- Assistant Village Manager Crotty indicated
that he would check to see that a detection system is included in the renovation project.
Public Works representative Stevens noted that an exhaust system was installed in Public
Works that includes an alarm and fan. He indicated that the alarm seems to go off all day
�-- long, but the fan does not go on. Assistant Village Manager Crotty indicated that he
would follow up on this problem.
The second item of concern was the "electric eye" system on the garage doors that will
not reverse until after they hit an object. Assistant Village Manager Crotty indicated that
a system similar to the ones installed at Fire Stations One and Two and Public Works is
included in the Village Municipal Complex project.
VII. GENERAL DISCUSSION
Assistant Village Manager Crotty 'noted that the IRMA Quarterly Membership Loss
Report has a new format. He requested Committee members look over the report paying
close attention to the incidents for the Year 2000 looking for trends and identify areas that
need improvement. We will need to think about objectives for this year into next. He
noted that the Report indicates that the Village of Oak Brook did not meets its goal in the
Year 2000 in IRMA's "Strive for 25"program. The goal for the Village was 23 or fewer
workers compensation incidents, and the final tally was 27. The Village's performance in
the "Strive for 25"program for the last two years did not meet the goal, although the first
year's goal was met.
Assistant Village Manager Crotty discussed his Status of Accident Frequency by
�,,.. Department report pointing out the totals that indicate the Year 2000 was not a very good

year. He again reminded Committee members to use his report as well as the IRMA
report when identifying areas to include for discussion in setting goals and objectives.
Each Committee member received a copy of IRMA's Management Assessment Program
(IMAP) Worksheet. Assistant Village Manager Crotty explained this is the new name
and format for IRMA's evaluation program, formerly known as"LEAP"and prior known
as "SPEW". He noted that although the Village of Oak Brook is not scheduled for an
evaluation until the Year 2003, we still need to keep accurate records as the program will
shift the focus of the evaluation from written programs to implementation. He requested
Committee members look over the worksheet to find areas where we need to improve.
Assistant Village Manager Crotty informed the Committee of the recent OSHA
ergonomic regulations that were enacted and then repealed by Congress. These
regulations would have been extremely burdensome and costly to employers. Although
Illinois is not an OSHA state, IDOL generally adopts OSHA regulations.
VIII. ADJOURNMENT:
