Minutes - 11/15/2001 - Safety Committee VILLAGE OF OAK BROOK EMPLOYEE SAFETY COMMITTEE Minutes NOVEMBER 15, 2001 UNOFFICIAL UNTIL APPROVED AS WRITTEN x OR AS AMENDED ON February 21. 2002 1. CALL MEETING TO ORDER: The Employee Safety Committee meeting was called to order at 9:08 a.m. in the Upper Level Conference Room with the following representatives PRESENT: David Zima, Administration, Finance & Engineering Departments Susan Schwartz, Library Norm Nemec, Police Department Greg Krob, Sports Core Departments Michael A. Crotty, Assistant Village Manager Joyce Resh, Secretary ABSENT: Fire Department Public Works Department II. APPROVAL OF MINUTES: Motion by Norm Nemec, seconded by Susan Schwartz, to approve the minutes of the �-- Employee Safety Committee meeting of September 20, 2001 as submitted. VOICE VOTE: Motion carried. Minutes are to be dated and posted in respective departments. 111. DISCUSSION OF INCIDENTS: The incident of a twisted ankle and bruised foot was discussed noting that not until much later after walking on the foot all day was it discovered to be broken. Assistant Village Manager Crotty noted that IRMA makes the determination if the claim is compensable under workers compensation. If the employee feels the determination should have been considered compensable and it was not, the employee could file with the Industrial Commission. Not all claims are considered compensable if you are injured at work. The definition of compensability involves an injury caused as a result of the duty putting the employee at a greater risk than the general public. He noted that compensability under workers compensation and safety determinations are separate. When a Committee representative is making a determination, each case needs to be considered individually and fairly based on an understanding of the facts. The incident of damage to a Village vehicle striking the cement base of a light pole when pulling out of a parking stall in the Village parking lot was discussed noting that the employee needs to be aware of surroundings. It also was noted that when there is damage �.r. to a vehicle, a police report is required. EMPLOYEE SAFETY COMMITTEE Page 1 of 2 November 15, 2001 Minutes IV. DEPARTMENTAL SAFETY INSPECTION REPORTS: Assistant Village Manager Crotty reminded Committee members that departmental safety inspection reports are due the second Friday of each month. If the part of the building is under renovation, a report should still be submitted. Fire extinguisher checks should be included during the inspection, and the inspection date must be noted on the card attached to each extinguisher. V. TRAINING IDEAS: None. VI. DISCUSSION OF SAFETY SUGGESTIONS: None. VII. GENERAL DISCUSSION: Assistant Village Manager Crotty again reminded Committee members that Loss Control Objectives are to be submitted, and thanked Police Representative Nemec for objectives he submitted. He suggested the IRMA Quarterly Membership Loss Report as a helpful tool in determining objectives. Police Representative Nemec questioned if representatives should be making determinations on incidents that are blacked-out on the IRMA report. Assistant Village Manager Crotty noted these names are confidential because of the sensitive nature of the �-- incident, and he will consider whether Committee representatives should be reviewing these incidents. Status of Accident Frequency per Department reports as of June 30 and September 30, 2001 were discussed and each category reviewed. VIII.
