VILLAGE OF OAK BROOK EMPLOYEE
SAFETY COMMITTEE Minutes MAY 16, 2002

I. CALL MEETING TO ORDER:
The Employee Safety Committee meeting was called to order at 9:06 a.m. in the Upper
Level Conference Room with the following representatives
PRESENT: David Zima,Administration,Finance& Engineering Departments

Susan Schwartz, Library
Norm Nemec, Police Department
Jay Yunker, Public Works Department
Michael A. Crotty, Assistant Village Manager
Joyce Resh, Secretary
ABSENT: Greg Krob, Sports Core Departments
II. APPROVAL OF MINUTES:
Motion by Norm Nemec, seconded by Jay Yunker, to approve the minutes of the
Employee Safety Committee meeting of February 21, 2002 as submitted. VOICE VOTE:
�-- Motion carried. Minutes are to be dated and posted in respective departments.
III. DISCUSSION OF INCIDENTS:
Police Representative Nemec noted that the wrist injury of a police officer was not during
handcuffing training, as indicated on Form 45; but was during agility obstacle training at
the police academy when a platform slid away from the officer and he fractured his hand.
Assistant Village Manager Crotty suggested that the Police Chief should phone the
academy to check to see if this hazardous situation can be corrected.
The incident of a Fire Lieutenant's lower back injury was discussed noting that the
Lieutenant was using a haligan bar to pry the hood open of a car involved in an accident.
It was suggested that the use of a hydraulic spreader might have prevented the injury.
IV. DEPARTMENTAL SAFETY INSPECTION REPORTS:
Assistant Village Manager Crotty indicated that he has received some monthly safety
inspection reports and noted that those who still need to submit their reports should do so.
Fire Representative Naus questioned how the inspections were set-up for every month.
Assistant Village Manager Crotty noted that IDOL requires that the inspections be done

monthly in order to immediately abate a-hazard as it is found. He also noted the
importance IDOL puts on monthly inspections of fire extinguishers.
V. TRAINING IDEAS: None.
VI. DISCUSSION OF SAFETY SUGGESTIONS: None.
VII. GENERAL DISCUSSION:
1. IRMA Drive for 25 Program-2002-2004:
Assistant Village Manager Crotty indicated that IRMA's previous campaign, Strive For
25, to reduce slips, trips and falls was successful and the current campaign, Drive For 25,
strives to reduce auto claims. He referred to a previous memo distributed to the
Committee that explained the campaign. He noted that he would be sending posters to
the departments advertising the campaign. IRMA indicates that each member not
meeting their annual target will receive an on-site visit to assist in identifying problem
areas and providing additional recommendations to assist in achieving objectives.
Assistant Village Manager Crotty indicated that the Village of Oak Brook is in Group 3,
which is a good group with a five year auto claim average below 100% of IRMA's target,
and probably will not have an on-site visit. The Village's goal for the years 2002, 2003
and 2004 is 13 or fewer accidents.
`-' Assistant Village Manager Crotty noted that IRMA's Video Library has a kit available on
defensive driving,train the trainer.
Assistant Village Manager Crotty discussed the County roadway project of widening 31st
Street and noted the danger Village employees have when exiting the Village complex.
He indicated that within the next two weeks the roadway will be re-figured, and he urged
everyone to be cautious when exiting the driveway.
Representative Naus inquired as to the status of the suggestions regarding the revisions to
the Safety Incentive bonus. Assistant Village Manager Crotty indicated that he is
drafting these suggestions. He noted that the Executive Safety Committee was receptive
at first then had some objections. He will present his draft at the next Executive Safety
Committee meeting.
Representative Naus questioned what law suits have to do with risk management.
Assistant Village Manager Crotty explained that personnel practices can affect liability,
and if the practices are poor, can result in liability costs to the Village.
VIII. ADJOURNMENT:
Motion by Gary Naus, seconded by Jay Yunker,to adjourn the meeting at 9:53 a.m.
