Minutes - 09/19/2002 - Safety Committee VILLAGE OF OAK BROOK EMPLOYEE SAFETY COMMITTEE Minutes September 19, 2002 UNOFFICIAL UNTIL APPROVED AS WRITTEN 7 OR AS AMENDED ON October 17, 2002 I. CALL MEETING TO ORDER: The Employee Safety Committee meeting was called to order at 9:04 a.m. in the Upper Level Conference Room with the following representatives PRESENT: David Zima, Administration, Finance & Engineering Departments Gary Naus, Fire Department Susan Schwartz, Library Mark Stevens, Public Works Department Greg Krob, Sports Core Departments Michael A. Crotty, Acting Village Manager Joyce Resh, Secretary ABSENT: Police Department II. APPROVAL OF MINUTES: Motion by Gary Naus, seconded by Susan Schwartz, to approve the minutes of the Employee Safety Committee meeting of May 16, 2002 as submitted. VOICE VOTE: `- Motion carried. Minutes are to be dated and posted in respective departments. III. DISCUSSION OF INCIDENTS: The incident of an ear squeeze to a firefighter during a training dive was discussed indicating that this type of incident is an inherent hazard of diving and could not have been prevented. A hand injury to a firefighter during a Fire Academy practice was discussed noting that the firefighter was training in zero visibility conditions when another firefighter knelt on his hand. It was indicated that not much could have been done to prevent this injury. It was also noted that the firefighter is fine and passed first in his class. Damage to a police vehicle was discussed noting that the police officer was backing his vehicle and struck a speed limit sign. The incident of a firefighter's left shoulder strain/sprain was discussed noting that the injury occurred while investigating an alarm when the firefighter was in structural fire fighting gear and SCBA. The firefighter had surgery and is now back to work on full duty. EMPLOYEE SAFETY COMMITTEE Page 1 of 3 September 19, 2002 Minutes A police officer's leg injury was discussed noting that the officer was conducting truck inspections and upon stepping down from the cab of the truck, his foot slipped resulting in an injury to his Achilles tendon and ankle. Acting Village Manager Crotty noted that in order to prevent injuries, we all need to be aware of our surroundings. Damage to a fire vehicle was discussed noting that the firefighter was signaling to make a left turn when a limo pulled around the fire vehicle and damaged it. It was noted that this accident was kept small due to the employee being aware of his surrounding and stopped his vehicle after he saw the limo passing in his mirror. IV. DEPARTMENTAL SAFETY INSPECTION REPORTS: Acting Village Manager Crotty discussed safety inspection reports regarding the Village Hall noting that follow up indicates corrective measures have been taken or planned to correct all items requiring attention. He reminded Committee members to continue to submit their inspection reports monthly. V. TRAINING IDEAS: No business. VI. DISCUSSION OF SAFETY SUGGESTIONS: No business. VII. GENERAL DISCUSSION: �— Acting Village Manager Crotty reminded the Committee about IRMA's "Drive For 25" program noting that the Village's goal is to have 13 or fewer vehicle accidents, and thus far for the year we only have two (2). He discussed the IRMA Quarterly Membership Loss Report noting that dollar amounts have been blacked out as a security measure because of an incident which occurred in one of the member communities. Acting Village Manager Crotty alerted Committee members that the Village of Oak Brook would be participating in the IRMA Management Assessment Program (IMAP) some time at the beginning of December. Previously, he thought the Village would not be a part of this program until 2003, but was informed by IRMA that it would be this year. He briefly indicated that the program involves the Public Works, Fire and Police departments and will consist of one and one half days. IRMA will be checking safety issues, i.e. policies and how do you implement them, looking at safety behaviors. This program is done to assist municipalities in the event that the Department of Labor would conduct an inspection. If the IRMA inspection indicates poor results, they may want to conduct classes. He indicated that as the December date in finalized, he will inform the Department Heads and the Committee and should have more information for the next Employee Safety Committee meeting.
