Minutes - 06/19/2003 - Safety Committee SAC - MIA) - & - 19 - -9ao3 VILLAGE OF OAK BROOK EMPLOYEE SAFETY COMMITTEE Minutes JUNE 19, 2003 UNOFFICIAL UNTIL APPROVED AS WRITTEN xx OR AS AMENDED ON September 18, 2003 I. CALL MEETING TO ORDER: The Employee Safety Committee meeting was called to order at 9:03 a.m. in the Upper Level Conference Room with the following representatives PRESENT: David Zima, Administration, Finance &Engineering Departments Gary Naus, Fire Department Sue Madorin, Library Norm Nemec, Police Department Greg Krob, Sports Core Departments Richard B. Boehm, Village Manager Joyce Resh, Secretary ABSENT: Public Works Department II. APPROVAL OF MINUTES: Motion by Norm Nemec, seconded by Gary Naus, to approve the minutes of the Employee Safety Committee meeting of October 17, 2002 as submitted. VOICE VOTE: Motion carried. Minutes are to be dated and posted in respective departments. III. DISCUSSION OF INCIDENTS: Representative Nemec discussed the incident of a Police Officer's injury of cuts and bruises while apprehending a criminal suspect in an armed robbery noting that the suspect was resisting arrest. Representative Naus noted that the incident of a firefighter's elbow pain while lifting a stretcher with a patient down a stairway was an old injury dating back to 2001 and he could not make a determination. Representative Madorin explained the incident of a librarian's carpal tunnel syndrome noting that the employee has an ergonomic keyboard and is now ok. Representative Nemec discussed the incident of a probationary police officer's gunshot wound to his lower right leg during training at the Academy. He noted that this incident is still under investigation. Representative Naus explained the incident of a firefighter/paramedic's back injury while removing a patient from an ambulance and noted that there is a proper procedure when EMPLOYEE SAFETY COMMITTEE Page 1 of 3 June 19, 2003 Minutes she, oili ► - G - / i - ava3 removing a stretcher with a patient from an ambulance and fire personnel received this training after this incident. Manager Boehm noted the incident of damage to a public works vehicle was determined to be avoidable. Employees need to be aware of the surroundings when backing up a vehicle. The incident of a fire captain's injury when he slipped in an icy parking lot while setting up a drill site for fire department training was discussed noting this incident was unavoidable. A police officer's traffic accident at an intersection was discussed noting that this was a new officer and with experience officers learn to watch more closely when entering an intersection. Representative Nemec also noted that the Opticom at intersections sometimes work and other times do not work. Manager Boehm noted another incident of damage to a public works vehicle that was determined to be avoidable. The incident of damage to a fire vehicle was discussed noting that the employee was instructed to be more careful when parking in the lot which is still under construction. No determination was made regarding the Fire Chief's injury since it did not occur on Village property and no medical expenses were incurred. Damage to a squad car which rear-ended a vehicle in heavy traffic was discussed noting that the officer needs to slow down in heavy traffic and be aware of surroundings. A police officer's shoulder injury was discussed noting that the injury occurred while reviewing handcuffing techniques during defensive tactics training and could not have been prevented. Representative Naus explained the incident of a fire lieutenant's lower back muscle spasm which occurred during an exercise which is conducted annually. This exercise requires crawling while wearing full gear. He suggested that perhaps the exercise could be conducted by walking or on a treadmill rather than crawling. He will submit this safety suggestion in writing. IV. DEPARTMENTAL SAFETY INSPECTION REPORTS: Manager Boehm reminded Committee members to continue submitting their monthly inspection reports. EMPLOYEE SAFETY COMMITTEE Page 2 of 3 June 19, 2003 Minutes Representative Nemec noted a safety hazard of the open space at the bottom of the planters in the Village Hall lobby area. Manager Boehm indicated that this is being addressed as part of the construction project. V. TRAINING IDEAS: Manager Boehm acknowledged Representative Naus' training suggestion as a good idea. VI. DISCUSSION OF SAFETY SUGGESTIONS: Manager Boehm noted that signage is being addressed and will be installed as part of the Municipal Complex project. The old library has been listed on the National Register of Historic Places. The building is very expensive to maintain and improvements need to be done. VII. GENERAL DISCUSSION: Manager Boehm instructed Committee members to look over the information contained in the IRMA First Quarter Membership Loss Report and Management Assessment Program packet distributed as part of the agenda packet.
