Minutes - 05/27/2004 - Safety Committee VILLAGE OF OAK BROOK EMPLOYEE SAFETY COMMITTEE Minutes MAY 27, 2004 UNOFFICIAL UNTIL APPROVED AS WRITTEN xx OR AS AMENDED ON September 16, 2004 I. CALL MEETING TO ORDER: The rescheduled Employee Safety Committee meeting was called to order at 9:09 a.m. in the Upper Level Conference Room with the following representatives PRESENT: David Zima, Administration, Finance Departments Tony Stevens, Community Development&Information Services/Purchasing & Engineering Departments (arrived at 9:10 a.m.) Michael Janney, Fire Department Marilyn Hanson, Library Darren Martens, Public Works Department Greg Krob, Sports Core Departments Jeffrey P. Moline, Assistant Village Manager Joyce Resh, Secretary ABSENT: Police Department II. APPROVAL OF MINUTES: Motion by Marilyn Hanson, seconded by Greg Krob, to approve the minutes of the Employee Safety Committee meeting of March 18, 2004 as submitted. VOICE VOTE: Motion carried. Minutes are to be dated and posted in respective departments. III. DISCUSSION OF INCIDENTS: Assistant Village Manager Moline indicated that the two police incidents will be discussed at the next meeting when a Police Department representative is present. Assistant Village Manager Moline noted that the incident of a Public Works employee's laceration to his right thumb while working on a water main was determined avoidable and the employee appealed this decision. The Executive Safety Committee discussed this appeal at their last meeting and voted to reverse the decision. Discussed the incident of a ladder blown over on a windy day and striking an employee on the head causing a concussion. It was noted that the ladder was leaning against the side of a booth. It was suggested that the ladder could have been tied down and the employee could have been wearing a hard hat. The incidents of a firefighter's cervical strain while breaking a brick wall with a sledge hammer and a firefighter's back pain while rolling and lifting a 4-inch hose during EMPLOYEE SAFETY COMMITTEE Page 1 of 2 May 27, 2004 Minutes training were discussed. It was noted that the hose is very heavy and awkward to roll and pick up as it weights 100 lbs. and is slippery when wet. The use of a hand truck was suggested, but this may be difficult on a call; although it could be used during training. IV. DEPARTMENTAL SAFETY INSPECTION REPORTS: Departmental reports are due the second Friday of each month. V. TRAINING IDEAS: None. VI. DISCUSSION OF SAFETY SUGGESTIONS: None. VII. GENERAL DISCUSSION: Assistant Village Manager Moline brought to the Committee member's attention IRMA's Drive for 25 Program which indicates that the Village of Oak Brook's level is at "needs improvement". He noted that the previous report indicated a"superior" level. He related the increase in accidents due to the winter weather, but stressed that we all need to prevent accidents. Assistant Village Manager Moline discussed the agenda item from the recent Executive Safety Committee which related to an employee's appeal to an incident determined to be avoidable. He noted that after discussion the Committee voted to reverse the decision and determined the incident to be unavoidable. He distributed Article VI of the Personnel Manual relating to Safety noting that this might be a good time to look at our policy. The next Committee meeting will be a workshop and we will discuss in detail Personal Protective Equipment. The review process will also be discussed. When making the decision (unavoidable or avoidable) is the Department Head, Supervisor and Committee representative looking at the Form 45 only or is the employee interview? Some interview witnesses. VIII. ADJOURNMENT: Motion by Darren Martens, seconded by Marilyn Hanson, to adjourn the meeting at 10:58 a.m. The next regular meeting is July 15, 2004.
