The Coatmittee-of-the-Whole Meeting of April 13, 1987 was called to order by
President Cerne in the Samuel E. Dean Board Roan of the village Commons at

III. THOMAS STACK - COMPLAINT DETERMINING PRICE OF DRIVING RANGE BALLS
The Village Board reviewed Mr. Stack's complaint and asked that the natter be
placed on the Agenda of the meeting of April 14, 1987 for further consideration.
ITT. PROPOSED BUDGET FISCAL YEAR 1987/88
A. PERSONNEL:
The village Board reviewed the req,.est for additional full-time positions of
Assistant to the Finance Officer, Administrative Assistant and Maintenance Man.
After considerable discussion, the Village Board authorind the inclusion of the
monies for these three full-time positions in the proposed budget.
B. CAPITAL EXPENSES:
The village Board made adjustments to proposed capital expenditures in the Water
Fund and Sports Core Fund. In addition, the Village Board directed t1w amenttwnt
of the certain capital items in the Ganeral Corporate Tw d including the sprite
Road parking lot, increase to $918,000 in the proposed budget atuOunt for tho
Streat/spring Road project and a reduction in the proposed budget for the D and
Sluice Gate project. staff was directed to balance the budget based Won thmm
inclusions and additions and presenr the budget for Village Board consideration at
the April 28, 1987 meeting.

BUILDING MAINTENANCE MAN 1
NATURE OF WORK
This is varied manual and semi-skilled level position
focusing on operation and maintenance of buildings and supporting
systems.
The employee in this class will perform manual and equipment
operation tasks below journeyman level . Work is pecformad under
the general supervision of the Building Maintenance Journeymen
and the Public Works Superintendent. Work is generally carried
out with some inde endance orticularly in specialized

w assignments such as adjustments in heating , cooling and
ventilating systems. ,ppecifin instructions will be given in new
or changed routines and assignments. Work is subject to review
through observation and .inspeaction of completed jobs.
Repair and maintenance of plumbing and electrical systems.
Maintenance of buildings incuding doors, lock systems, furniture,
painting and decorating. Adjustments to heating, cooling and
ventilating systems as well as repairs and parts replacements.
Assists in monitoring contractors performance as it relates
to landscaping and janitorial -sxervices'.

Knowledge of the tools, equipment, methods and matarials i
used -in the repair and `maintenance of buildings and there related
support systems.
Knowledge of occupational hazards involved"in the work and
of necessary safety precautions. �

Ability to carry out work assignments with little
supervision and to perform a variety of semi--sskillad and routine
tasks related to building maintenance.
Ability to deal tactfully and courteously with the public
and with other employees.

RECOMMENDATION: To add Building Maintenance.Man I Position Grade S in
the Village's Pay Plan and to change the Assistant Finance
Officer Position Classification from Grade 8 to Grade 9.

During the 1987/88 Budget review, the Board authorized the inclusion of monies
for three positions (see attached 4113/87 C.O.W Minutes). The subsequent Resolution
that was approved inadvertently omitted the position of Building Maintenance
Man I� T''hecefore, attached is the Resolution Amending the Employee Pay Plan
for 1989 to formally classify this full-time positon in Grade 5. Please note that
this position was filled ;last year.
This Resolution also reflects the Village Board's decision to change the Grade
classification of the Assistant Finance Officer from Grade 8 to Grade 9 in order
to make said salary range compatible with the Region IV Assistant Finance Officer
salary range.

Proposed resolution is required by the State of Illinois to appropriate
Motor Fuel Tax Funds for Deicer Salt, Energy costs for traffic signals
and street lighting and street improvements under the applicable
provisions of the Illinois Highway Code Prom June 1, 1989 to December
31, 1989.
