President Wence F. Cerne Village of Oak gook 1200 Oak Brook Road Oak Brook, Illinois 60521 Ij Dear president Cerne; As we have discussed, the DuFage County Regional planning commission has been asking municipalities to consider some definitive action that supports the countywide effort toward land uae planning and growth manag t, and itemizes s specific municipal policies that address local issues . ttached you will find a draft of such a resolution for Oak Brook that we would like the Village to consider. a i Although most of the development patterns in Oak Brook are set by the existing land use patterns, there still remains significant potential for development in the Village to generate Impacts, and for surrounding growth to affect Oak Brook. The following recommendations, which are reflected in the attached resolution, are presented for your consideration. j 1. Protect exietila residential alsea lower intensit nonresidential uses from redeve190ent to hixlarr intensities gently, Oak Brooks plan does not recommend any sWnificant redevalopmeat to higher intensities. However, the redevelopment of the Ernie Pyle subdivision and the expansion of the Oak Brook tenter indicate continued pressure for more intense use of the land. Therefore, the Village should remain committed to its plan through effective Implementatieft of coning and other development controls. II 2. Workins with u*i#MgrLS mWici cities develop a land useltx rtation glen that re fates the amount ion intensity of plaauted Uveloinent in the area to the capacity of the transportationrk Tine localized trans- portation a as well as CATS countywi analysts of future traffic congestion indicate that a' close look at the 'rel.ationship between land use intensity and transportation capacity is warranted. It is also important that the Village work with surrounding Mmicipilities on this plan to assure intergovernmental consensus on actions to be taken. I i CIO A f 3. Continue to Rarticipate in Municipal Cluster meet, This recommendation it holds true for all municipalities. The DuPage County Regional Planning Commission fools that this is the beat way to effectively manage growth in DuPage. Tor Oak Brook, it is not only 'important that the village work j with surrounding comisunitias on transportation issues, but it is also crucial that the Salt C%eek floodplain be managed in an intergovernmental context. The above general recommendations imply that several ,specific Factions be taken P I would encourage the Tillage to work with the Regional Planning aver time. ovemities. and the staff to obtain the needed data or analysis for addressing regional and local issues. At issue, in general was the process of requesting individual municipal commitments to certain land use policies in the form of Resolutions for each municipality instead of collective consideration of such a commitment in the Municipal Clusters. It was recognized, that key elected officials must actively participate in the Municipal Clusters ij " order for such discussions to take place, and that this approach was a far bette Lomwd one if we hope to attain our goals of intergovernmental cooperation. NAPWVNO Oak Brook In a meeting attended by DuPage County Regional Planning Cni meission Chair Mary T Eleanor tall, planning staff members Dalip Bammi and Phil Smith, dice President Bill Murphy and Executive Director Montei, it was agreed that an interim iPl &PWk resolution be prepared to reaffirms the municipalities' commitment to the Land Usm Plan Update process. The proposed resolution is attached for your consideration4 Wlmat C.P►icapa The DuPage County Regional Planning Commission has asked me to present this Whesion resolution to our member municipalities so that 13 the Commission will receive WVkywb O k your municipality's reaffirmation of commitment to the Countywide Land Use VAMW Planningaae Dmds offim~ial will$participate in this well v* nsss stface-to-f a discussion (tha Wbodddp Conference Board of Directors believes this to be the most critical element of the next phase the process) and 3) a re-emphasis of the commitment to intergovernmental cooperation will be made. The attached resolution is not identical to that resolution which municipal planners received at the June 26 meeting, of the Cluster representatives. However, it better reflects the fact that municipalities must collectively determine and agree to any recommendations for growth management policies in order for them to be effective and a true reflection of the municipalities involved. The ComenissiO4 and the Conference encourage.• adoption of this resolution by September 1, 1989. County Farm Road Wheaton, IL 60187 Re: Resolution Encouraging a Countywide Land Use Planning and Growth Management Process Dear Mr. Bam mi: our Village Board of Trustees:, at its meeting of July 25, 1989, passed Resolution R-482, copy enclosed, which supports the Countywide Land Use Planning and Growth Management Process which includes as an integral part the use of Municipal Cluster meetings in orier to develop agreed upon development strategies. Based on conversations my staff has had with your department, it is our understanding that Item 1 in the resolution would not prevent a municipality from rezoning a parcel to a higher intensity based on a demonstrated need to do so because of changed conditions surrounding the property. Further, we understand that Item 2, which indicates the Village will develop a land use/transportation plan while working with neighboring municipalities, will actually be a process fostered and coordinated by the DuPage County Development Department. it is also my understanding that Bruce Kapff has hand delivered the two certified copies of this resolution to your office as required by the resolution. Should you require anything further in this regard, please feel free to call. Very truly yours, Stephen Berley Village Manager i BFK:sb Enclosure cc; Bruce F. Kapff, Assistant Village Manager • Ii I
