WHEREAS, the DuPage County Regional planning commission is updating the
countywide land use plan in a cooperative effort with all the municipalities
in the county; and
WHEREAS, the Municipal Cluster process used to update the plan has been
successful. in generating intergovernmental discussion on land use and growth
managemBnt issues in DuPage and has yielded useful areavide and countywide
information on the impacts of growth; and
WHEREAS, the Village of Oak Brook has actively participated in this
update process; and
WHEREAS, the land use update process has resulted in a draft countywide
land use plan that is under review by the municipalities and the County; and
WHEREAS, analysis of the cumulative impacts resulting from the
implementation of the plan has raised concerns about the changing character of
the county and the negative impacts of continued rapid growth that can only be
addressed by local governments working together.
NOW, THEREFORE, BE IT RESOLVED that it is in the best interest of the
Village of Oak Brook, as well as the County as a whole, that the Village
continue its participation in the Municipal Clusters and work toward further

land use plan modifications and countywide growth management strategies.
BE IT FURTHER RESOLVED that as part of this countywide cooperative growth
management effort, the Village of Oak Brook adepts the following as
development policies for the Village.
1. Consistent with its Comprehensive Plan, existing residential uses and
lower intensity nonresidential uses will be protected from
redevelopment by discouraging rezoning to higher intensity uses.
2. Working with neighboring municipalities, the Village will develop a
land use/transportation plan that relates the amount and intensity of
planned development in the area to the capacity of the transportation
network.
BE IT FURTHER RESOLVED that the Village of Oak Brook will continue to
review its Comprehensive Plan to make it stronger and more effective as a
growth management tool, and to encourage consideration of the regional impacts
of development, as well as local impact consistent with its approved
Comprehensive Plan.
BE IT FURTHER RESOLVED that certified copies of this Resolution be sent
to Mary Eleanor Wall, Chairperson, DuPage County Regional Planning commission,
421 North County Farm Road, Wheaton, IL 60187; and Dalip Bammi, Director,
DuPage County Regional Planning Commission.
PASSED AND APPROVED this 256h day of July 1989, by
the President and Board of Trustees of the Village of Oak Brook, Dupage and
Cook Counties, Illinois, according to a roll call vote as follows:

As we have discussed, the DuFage County Regional planning commission has been
asking municipalities to consider some definitive action that supports the
countywide effort toward land uae planning and growth manag t, and itemizes
s specific municipal policies that address local issues

find a draft of such a resolution for Oak Brook that we would like the Village
to consider.

Although most of the development patterns in Oak Brook are set by the existing
land use patterns, there still remains significant potential for development in �
the Village to generate Impacts, and for surrounding growth to affect Oak
Brook. The following recommendations, which are reflected in the attached
resolution, are presented for your consideration. j

However, the redevelopment of the Ernie Pyle subdivision and the expansion

county are being asked to take a definitive action supporting the countywide
land use planning effort as further detailed in the June 2 letter.

The attached resolution has been only slightly modified from the draft submitted
by DuPage county in that it indicates that Oak Brook will cooperate with the
countywide growth mwmigeownt effort to the extent that it in consistent with
our Comprehensive Fla. Other points to note in the resolution include a
willingness of the Village to develop a land use transportation plan in
conjunction with neighboring municipalities such that both the aasasutst and
intensity of planned l nt in the area coincide with the capacity of the
transportation network. Oak Brook is also stating by means of this resolution
its willingness to continue its participation in the municipal cluster program
with the County toward further County land use plan modifications and growth
management strategies.

In response to the concerns of member municipalities and those voiced by the
Conference Board of Directors, some work has been done on the proposed resolutions
which were offered by the DuPage County Regional Planning Commission at their
municipal meetings over the last several months. At issue, in general was the
process of requesting individual municipal commitments to certain land use policies
in the form of Resolutions for each municipality instead of collective
consideration of such a commitment in the Municipal Clusters. It was recognized,
that key elected officials must actively participate in the Municipal Clusters ij
" order for such discussions to take place, and that this approach was a far bette
Lomwd one if we hope to attain our goals of intergovernmental cooperation.

it better reflects the fact that municipalities must collectively determine and
agree to any recommendations for growth management policies in order for them to
be effective and a true reflection of the municipalities involved. The ComenissiO4
and the Conference encourage.• adoption of this resolution by September 1, 1989.

PROPOSED RESOLUTION IN SUPPORT OF THE UPDATE OF
THE COUNTYWIDE LAND USE PLAN AND THE DEVELOPMENT OF
INTERGOVERNMENTAL GROWTH MANAGEMENT STRATEGIES
WHEREAS, a balance of transportation capacity, housing opportunities,
employment opportunities, public utilities, flood control, solid waste
management and open space and recreation opportunities is necessary to
preserve the quality of life and healthy viable economy for Dupage County
residents, and
WHEREAS, an up-to-date land use plan for all of Dupage County is
necessary in order to maintain and plan for a balance of the above
factors; and
WHEREAS, in 1985, by combined action by the Dupage County Regional
Planning Commission, the Dupage Mayors and Managers Conference, and the
Dupage County Board an Issues paper was adopted to guide the update of the
countywide/comprehensive land use plan for Dupage County which called for
a. discussion and resolving of land use planning issues through
intergovernmental groups called Municipal Clusters;
b. ext involvement;of elected officials in the process; and
c. development of procedures for management of growth on an
intergovernmental level; and
WHEREAS, a draft of said countywide plan has been developed through 1
the Municipal Clusters by synthesizing individual municipal plans into a
unified draft that is now under review; and
WHEREAS, an analysis of the cumulative impacts resulting from the
implementation of the plan has highlighted the need for continued
intergovernmental efforts toward land use planning and growth management*
NOW, THEREFORE BE IT RESOLVED that the (City/Village of ) is
supportive of the work of the Dupage County Regional Planning Commission
and the Municipal Clusters in developing a countywide land use plan.

our Village Board of Trustees:, at its meeting of July 25, 1989, passed
Resolution R-482, copy enclosed, which supports the Countywide Land Use
Planning and Growth Management Process which includes as an integral part the
use of Municipal Cluster meetings in orier to develop agreed upon development
strategies.
Based on conversations my staff has had with your department, it is our
understanding that Item 1 in the resolution would not prevent a municipality
from rezoning a parcel to a higher intensity based on a demonstrated need to
do so because of changed conditions surrounding the property. Further, we
understand that Item 2, which indicates the Village will develop a land
use/transportation plan while working with neighboring municipalities, will
actually be a process fostered and coordinated by the DuPage County
Development Department. it is also my understanding that Bruce Kapff has hand
delivered the two certified copies of this resolution to your office as
required by the resolution.
