S-188 - 06/10/1969 - BOARDS & COMMISSION - Ordinances _37%A ►0, tq(V ORDINANCE N0. _ { AN ORDINANCE ADOPTING AN OFFICIAL COMPREHENSIVE PLAN- AND OFFICIAL MAP FOR THE VILLAGE OF OAKBROOK ,�� DU PAGE COUNTY, ILLINOIS Whereas, the President and Board of Trustees"' of-the Village o f4y Oakbrook have heretofore initiated the preparation of an Official Comprehensive Plan and Official Map for the Village of Oakbrook by requesting the Plan Commission of the Village of Oakbrook to prepare such an Official Comprehensive Plan and Official Map; and Whereas, the Plan Commission for the Village of Oakbrook, pur- suant to said request, has made a thorough and comprehensive study of the economic and physical factors of the Village of Oakbrook; and Whereas, the Plan Commission for the Village of Oakbrook has had the benefit of the services of traffic consultants and land planners, and the same have furnished the Village with a zoning ordinance, a zoning district map, including the area within one and one-half (1-1/2) miles of the Village of Oakbrook, and unin- corporated territory, and proposed amendments to the zoning ordin- ance of the Village of Oakbrook and subdivision control regulations and a proposed ordinance for the same all to aid the Plan Commission in the development of an Official Comprehensive Plan and Official Map for, the Village of Oakbrook; and Whereas, pursuant to the statutes of the State of Illinois made and provided, the Plan Commission held a public hearing on April 14, 1969, on the proposed Official Comprehensive Plan and Official Map for the Village of Oakbrook; and Whereas, the Plan Commission for the Village of Oakbrook has submitted to the corporate authorities of the Village of Oakbrook its recommendations for the adoption of an Official Comprehensive Plan and Official Map for the Village of Oakbrook, all in conform- ance with the provisions of the statutes of the State of Illinois as made and provided; and Whereas not ;Wore than ninety'.'(90). days" have' elapsed since tY�� ` , r hearing on' said proposed Offici' 0,inp phe#�s ve . Description of the Village - Oak Brook is currently charac- terized by single family dwellings, privately owned, on relatively large residential lots. Homes of architectural variety and character, well landscaped grounds, are typical It is the intent of the corporate authorities and Plan Com- mission of the Village of Oak Brook, as evidenced in public compatible V` hearings held b these bodies to g Y , preserve the Immmm= char- acter of the Village of Oak Brook and its environs and to discourage the development of low-quality housing or high- density housing. Attempts are already being made to develop both multi-family and high-rise buildings in the unincorporated areas on the periphery of Oak Brook. These efforts are considered neither desirable nor necessary and should be discouraged in every possible way. ' The unincorporated areas on the periphery of the Village should be encouraged to adopt zoning categories which are equivalent to those on adjacent land in Oak Brook. These would be as indicated on the enclosed official map. By careful selection and location of industrial and commercial sites, Oak Brook has succeeded in establishing a very desirable economic balance. 1 Pay e 2 S- 181 1 81 Oak Brook is currently bisected by several major highways causing a fragmentation of the Village and traffic problems, It is anticipated that the traffic problems will become more severe as land lying to the west of the Village which is currently vacant becomes developed. In order to maintain the desirable characteristics and expand upon them as well as solve present problems and anticipate future problems, a comprehensive plan for the present and future development of the Village of Oak Brook has been drawn which includes the following: A. "The Oak Brook Zoning Ordinance" passed and approved March 22, 1966, B. the official map of the Village of Oak Brook and environs passed and approved, C. the Ordinance establishing regulations for the subdivision and planning of land, etc. passed and adopted on April 10, 1962, D. any amendments made to the above ordinances. II. The official comprehensive plan as adopted includes and recognizes the following objectives: A. that the character of the Village of Oak Brook and its environs as essentially a single family residential com- munity with large individual lots be encouraged and perpetuated. y B. that the currently desirable economic base be maintained and that consideration of any future annexations, rezonings, developments, etc. take this into consideration. The } Page: 3 existing ratio of industrial to residential property provides a sound tax base and every effort should be made to maintain this ratio as the Village develops. i C. that it is in the interest of the Village that its _ I boundaries be regular, easily identifiable and conform f i where possible to either natural or man-made lines and. _ that the eventual boundaries of the Village of Oak Brook be as follows: I ' Beginning at the southeast corner of the Village at the intersection of Salt Creek and the DuPage County line, from this point north following the DuPage County line to the southern right of way Of Roosevelt Road. West along the southern right of way of Roosevelt Road to the intersection of the westerly right of way of Spring Road. South on Spring Road following the eastern boundary of I Oak Brook Terrace. West at the northern boundary of the Kieft property following the Oak Brook ? Terrace city line to the eastern right of way of Route 83. South on the eastern rightcf way of �- Route 83 to the intersection of the northern boundary i of Ernie Pyle Estates. From this point following j the present Oak Brook Village line to the point where it intersects Route 83 and the southern right of way of 22nd Street. West along the southern right of way of 22nd Street and following the present ' Village boundary line, north to the intersection with the southern right of way of Butterfield Road. Southwest along the southern right of way of Butterfield Road to a point which intersects the extention of Fairview Avenue. From this point following the current western boundary of Oak Brook south to the intersection of 35th Street and Fairview Avenue. From this point south along the eastern right of , way of Fairview Avenue to the intersection of Fairview and 39th Street. East on the northern right of way of 39th Street to the eastern right of way of Cass. Avenue. South along the eastern right of way of Cass Avenue to the northern right of way of Ogden Avenue. East on the northern right of way of Ogden across Route 83 to the intersection with the present Hinsdale Village line. East following the ' g present Hinsdale Village line as published in 1969 across York Road continuing to follow the Hinsdale boundary to the intersection with the DuPage County line. i It is considered desirable to annex those lands within the defined boundaries which are not currently, in the Village �. limits prior to their development, This will permit Village standards to be applied as the land is developed, D, It is in the best interest of all residents of the Village that a local roadway system be established which is both safe and convenient and enables children as well as adults to move in safety throughout the Village, The system should attempt to make it attractive for non-local traffic to use roads which by-pass the Village and at the same time provide for quick, safe ingress and egress for local traffic, E. The official comprehensive plan contemplates that the Village and its environs shall be divided into zoning categories as follows; 1, four (4) residential classifications 2. four (4) commercial classifications 3, three (3) office, research and assembly classi- fications 4, one (1) office district. The rules, regulations, and requirements of the aforesaid districts are those included under each district in the "Oak Brook Zoning Ordinance" as amended. The districts are geographically shown on the official map of the \- Village of Oak Brook which is attached hereto and by this reference made a part hereof. 3 • � day` a � S—`g$ `,. F.
