AN ORDINZI NCE 11ROVIDINC FOR THE SUBMISSION TO Tr.E VOTERS
OF THE VILLAGE OF OAK BROOK, DU PAGE. COUNTY, ILLINOIS ,
THE QUESTION OF ISSUING $4,000 ,000 WATERWORKS AND SEWERAGE ,
REVENUE BONDS AT A SPECIAL ELECTION TO BE HELD IN AND FOR
SAID VILLAGE ON TUESDAY, THE 20th DAY OF APRIL, 1971
'w'rIEREAS, the Village of Oak Brook on March 2, 1971, adopted
a:, ordinance s=titled "AN ORDINANCE authorizing and providing for
the issue of $4,000,000 Waterworks and Sewerage Revenue Bonds ,
Series 1971, of the Village of Oak Brook, DuPage County, Illinois,
for the purpose of defraying part of the cost of purchasing a com-
bin,�d waterworks and sewerage system and constructing improvements
and extensions to said system, prescribing all the details of said
{ bonds, and providing for the collection, segregation and distribu-
tion of the revenues of the combined waterworks and sewerage system
of said Village for the purpose of paying the cost of the operation
and maintenance thereof,* providing an adequate depreciation fund
therefor and paying the principal and interest of said Waterworks
and Sewerage Revenue Bonds" ; and
WHEREAS, said ordinance provided, among other things, that
after its passage by the President and Board of Trustees and for a
period of twenty-one (21) days after publication .in the "Oak Brook
Doings" , said publication having been made on March 4 , 1971, that
fifteen percent (15%) of the voters voting for President of said
village at the last preceding general municipal election could
petition the Village of Oak Brook to submit the question of issuing
said revenue bonds -to the electors of the municipality; and
WHEREAS, .there Was filed with the Village Clerk of the Village
of Oak Brook, on March 22, 1971, .a petition requesting said question
be submitted to the electors of the: muni,cipality, said petition
having been signed'by the requis.ite. number of electors, to-wit:

WHEREAS, Section 11-139-6 of the Municipal Code makes it man-
datory upon the corporate authorities upon receipt of a legally
sufficient petition to call a special election, in the manner pro-
. vided by law, to vote. upon .that question;
NOW, THI�EFORE, BE .IT ORDAINED .by the President and Board of
Trustees of the Village of Oak `Brook,'.- DuPage •County, Illinois, as
follows :
Sectiori '1 - That the question of issuing said $4 ,000 ,000 Water
works and Sewerage Revenue Bonds of said village as described in
Ordinance No.' ' 'S=214 ' '.......
be submitted- to the legal voters of said
village at a special election which is hereby called to be held in
and for said village on Tuesday, the 20th day of April, 1971, between
the hours of 6:00 o'clock A.M. and 6:00 o'clock P.M. of said day.
Secti n *2. That for the purpose of said election the corporate
limits of the Village of Oak Brook shall constitute the boundaries
of a single election precinct, and the polling place for° said elec-
tion is hereby established at the Fire Station, 1212 Oak Brook Road,
in said village.
Section 3. That the Village Clerk of said village be and..she,_
is hereby ordered and directed to cause notice of said election to
be given by publishing notice thereof once in the "Oak Brook Doings",
being a newspaper published and of general circulation in said
village. The date of such publication of said notice shall be not
more than thirty (30) days nor less than fifteen (15) days prior to
the date set for said special election, and said notice as published
shall be .in substantially the following form:
NOTICE OF SPECIAL ELECTION to vote
upon the question of issuing
$4,000 ,000 Waterworks and Sewerage
Revenue Bonds of the Village of
Oak Brook, DuPage County, Illinois.
Public notice is hereby given that a special election
will be held .in and for the Village of Oak Brook, DuPage
County, Illinois, on Tuesday," thd- *20th day of April, 1971,
at which time there will be submitted to the electors of
Said village the following question:
t. Shall revenue bonds -in the principal amount of
$4,000,000 be 'issued by the Village of Oak Brook
for the purpose 'of paying part of. the cost of
acquiring and constructing improvements and
extensions of the waterworks and sewerage system
now owned by the Oak Brook -Utility Company and
acquiring the ownership of the underlying lands
now owned by Chicago Title and Trust Companyr an
Illinois corporation as trustee under a trust
agreement dated June' 8 , 1964, and known as Trust
No. 46940, said revenue bonds to bedesignated
"Waterworks and Sewerage Revenue Bonds , Series
1971" , and to bedated May 1, 1971, bearing
interest not to exceed seven percent (7%) per
annum, payable November 1, 1971, and semi-
annually thereafter until paid and maturing
serially on- May 1 of -each of the years 1976 to
2000 , inclusive, provided bonds due in 1987 to
2000 are subject to redemption prior to maturity
at the option of the village on any interest
payment date on or after' May 1, 1986 , said re-
demption to be at par and accrued interest to
date of redemption, all as provided in Ordinance
No. 5-214, adopted by the Village of Oak Brook
on March 2, 19711
That for the `purpose of said election the corporate
limits of the Village of Oak Brook shall constitute the
boundaries of a single election precinct, and the polling
place of said election shall be at the Fire Station, 1212
Oak Brook Roadr in said village.
The polls of said election will be opened at 6:00
o' clock A.M. and will be closed at 6:00 o'clock P.M. on the
date of the election. All persons qualified to vote at
regular village elections are qualified to vote on said
question.

Sectiori '5. That said election shall be held and conducted
and the returns thereof duly canvassed, all in the manner and time
as provided by law, and all persons desiring to vote at such .elec-
tion, upon presenting themselves at the polls, shall first request
of the Judges of the election and sign an affidavit which shall
contain the following: (a) the name and address of the voter, (b)
a statement that the voter resides within -the limits of such village,
(c) that he is registered to vote in general elections from such
address, and (d) a statement that such person so desiring to vote
at said election is a qualified voter; and that such affidavit shall
be in substantially the following form:

Section 7. That the Village Clerk is hereby ordered to cause
a sample of the ballot to be published once in the "Oak Brook r
Doings" , being a newspaper published and of general circulation
in said village, the date of such publication to be not less than
five (5) days prior to the date set for the election, and to pro- '
cure and prepare all necessary election material for holding
conducting said election.
Section 8. That this ordinance shall become effective im-
mediately upon its passage and approval.
