that the Special Use Permit, Ordinance No. S-301 , be amended to grant a
two (2) year extension to the restriction for the removal of the existing

SUBJECT: Oak Brook Christian Center - Special Use; Rezone from R-1 and
R-2 to INST. (3100 Midwest Road)
The Oak Brook Christian Center has made application for two separate and distinct
forms of relief:
1) Rezoning of the property from the R-1 and R-2 Single-Family Detached Residence
Districts to the Institutional District, and
2) Release of two specific conditions to the Special Use Permit granted in 1976
as follows:
a) Prohibition of overnight parking of buses on the Church property.
b) Requirement that the existing white frame structure located at the corner
of Oak Brook Road and Midwest Road be removed.
REQUESTED REZONING
The property in question comprises approximately 17 acres located within both the
R-1 and R-2 Zoning Districts at the southwest corner of Oak Brook and Midwest Roads.
Since church uses are Special Uses within Residential Districts, the Church applied
for and received a Special Use Permit in 1976 for construction of a church and
church school. The Church has made application to have its entire property rezoned
to the Institutional District, within which District such church uses are Permitted
Uses.
The Plan Commission, at its March 19, 1984 meeting and the Zoning Board of Appeals,
at its April 3, 1984 meeting, both recommended denial of the requested rezoning.
It should be noted that if the property is rezoned to the Institutional District,
the above mentioned conditions, which were attached to the 1976 Special Use Permit,
would automatically be eliminated, since church uses are Permitted Uses within the

Institutional District and do not require a Special Use Permit.
REQUESTED CHANGES TO EXISTING 1976 SPECIAL USE PERMIT
The Village Board, on April 23, 1974, passed Ordinance S-301 which granted a Special
Use Permit for construction and operation of "a church and school of Oak Brook Center
Church" subject to approval of a Final Site Plan. The Final Site Plan was approved
by the Village on October 26, 1976 subject to certain conditions including the
following:
1) The existing frame building on the property, located at the corner of Oak Brook
and Midwest Roads, be razed not later than 24 months from the issuance of an
Occupancy Permit for Phase One of the Church's construction, and
2) The Site Plan contain a note prohibiting overnight parking of buses.
Although the above conditions were not created to eliminate specfic zoning violations,
they must be complied with since they were explicit conditions of the Special Use Permit
and subsequent Site Plan approval.
It should also be noted that the Church has, to date, only received a Temporary
Occupancy Permit for the work encompassed by Phase One construction. According to
our Engineering Department, a culvert under one of the driveways along Midwest Road
has yet to be installed as required by the Village's 1976 Site Plan approval.
The Plan Commission, at its March 19, 1984 meeting and the Zoning Board of Appeals, at
its April 3, 1984 meeting, both recommended the granting of an additional two-year
extension at the end of which time the existing frame building must be removed.
The Zoning Board of Appeals further recommended that the two-year extension be granted
on the condition that the structure be removed at the sooner occurrence of either a
two-year period or the completion of the next phase of church expansion.
The Plan Commission, at its March 19, 1984 meeting and the Zoning Board of Appeals, at
its April 3, 1984 meeting, both recommended continuation of the prohibition of overnight
parking of buses on the Church property.

The Secretary noted that the required Legal Notice was published in the Oak Brook
DOINGS on December 15, 1983 and that surrounding property owners were notified of
this hearing on December 8, 1983.
Pastor Dave Scott was present representing this application. He stated that their
request is threefold in nature, including a request to rezone their property from
its current residential classification to the Institutional Zone and, also, for
relief from two specific conditions attached to the 1974 Special Use Permit granted
to the Church, these conditions being that an existing white house located at the
corner of Midwest Road and Oak Brook Road be torn down and, furthermore, that buses
not be permitted to park overnight on the church property.
He stated that with respect to their rezoning request, to his knowledge the church
would not have the ability to do anything more than presently permitted under the
Special Use classification within a Residential District. He also noted that the

use of the property is presently and intended for the future to be institutional in
character and, therefore, the zoning classification should reflect same. It is for
that reason that he has applied for a rezoning of the property to the Institutional
District.
He noted that with respect to the 1976 Special Use Permit which permitted
construction of a church and school within a Residential District, the Village had
attached two specific conditions on that Special Use Permit. Concerning the house,
the Church had every intent to comply with the condition that the white house be
removed within two years following completion of the first phase of church
construction. The present problem relates to a slower than projected rate of
growth in both church and school attendance and, therefore, the lack of funds to
proceed with future phases of the overall site development. It is this lack of
funds which creates the need to retain the house.
Pastor Scott also noted that the house was the original building used for church
activities prior to completion of the first phase of the new church structure.
This house is presently used approximately 100 hours per week for family
counselling, housing six full and part time staff members. He estimated that
approximatly 80 percent of the persons utilizing the counselling service are not
members of the Church and that it would create a serious hardship if the Village
required removal of the house as these necessary counselling services would have to
be terminated.
He noted that they are requesting permission to continue parking the school buses
at the back of their property, since these buses are used frequently during the
week for both school, day care, and first and second grade activities. He noted
that the buses are screened adequately from the West by a berm and that passersby
on both Midwest and Oak Brook Roads would be hard pressed to see the buses. He
stated that they would be willing to install a greater degree of berming and
screening should the Village desire same. He also noted that they had attempted to
find another location to park the buses within the general vicinity and only
located one potential site in Westmont which was not utilized due to the likelihood
of vandalism. He noted that the Church, in previous years, housed the buses in a
garage in Chicago, although this location was abandoned due to the constant need
for bus transportation at the Oak Brook site.
Pastor Scott indicated that all surrounding property owners had been notified of
the Plan Commission hearing in March, and that no residents came to that meeting
objecting to either the continued location of the house or parking of buses.
He noted that the Church' s request is for an extension of time to keep the house,
as the church is willing to remove the structure at some time in the future.
In response to Member Reynolds, the Secretary noted that Bronswood Cemetery is the

only area within the Village presently zoned Institutional.
Member Reynolds inquired as to whether the Church would be able to comply with the
100-foot setback requirement of the Institutional Zoning classification.
Pastor Scott indicated that those standards could easily be met by existing and
future phases of construction.
In response to Member Reynolds, the Secretary noted that the existing setback from
31st Street is 110 feet measured from the center line of that roadway which makes
the current location of the house existing nonconforming, as it lies within that
setback area.
In response to Member Reynolds, Pastor Scott indicated that the Church no longer
owns its Chicago property.
Member Crouch noted that the file contained a letter of September 19, 1979 from
Marianne Lakosil indicating that the buses were to be removed.
Pastor Scott indicated that he had responded to that letter indicating their
difficulty in finding alternative locations for the buses. He further note that
subsequent letters from the Village's Building Department reiterated the
requirement to remove the buses and also directed the Church as to the correct
procedure for requesting relief from the requirements of the 1976 Special Use
Permit.
Chairman Baroni inquired as to why the Church is interested in a rezoning of the
property.
Pastor Scott indicated that the Church had once before inquired as to a rezoning of
the property, although Village Staff, at that time, suggested that due to a number
of rezonings in the area, including the Franciscan properties, such a rezoning of
the Oak Brook Christian Center site would not have been viewed favorably at that
time.
In response to Chairman Baroni, Pastor Scott indicated that the Church had no
difficulty with the conditions of the Special Use Permit, since their long range
plans were to fully improve the property and remove both the house and find another
location to park the buses.
Member Reynolds noted for Zoning Board members that the indicated rezoning of
Franciscan properties occurred in 1977 in conjunction with various amendments to
the Village' s Comprehensive Plan. She noted that a great deal of rezoning in the
central part of the Village was going on at that time and that the Village would,
most likely, have been unreceptive to a rezoning of the subject property. She
further noted that the Village's desire at the time to impose the 1976 Special

Use Permit conditions was to retain the character of a high-class residential area
which necessitated a relocation of the buses and destruction of the old frame
house.
In response to Chairman Baroni, Pastor Scott stated that he was unaware until
recently that the church had yet to obtain a Final Occupancy Permit relative to the
lack of installation of an 18-inch culvert under their driveway along Midwest Road.
He stated his recollection that at the time of construction of the new church
building, a representative from the Village met on the site and agreed that the
culvert could be left out of the required improvements, although he has nothing in
writing to that effect. He also noted that at the Plan Commission meeting, Village
Engineer Durfey showed him a memo from Chuck Littleton stating a problem with
ponding in the general area of the required culvert. Pastor Scott stated that to
install such a culvert now would, perhaps, be inappropriate from an engineering
standpoint and also be very costly due to the need to tear up existing pavement.
He stated a willingness to, in some manner, solve the drainage problem at some
future time when the South end of the church property is fully developed. He
stated his agreement to the fact that water does pond in the area of the required
culvert.
Chairman Baroni noted that with respect to the house, although the Church states
that they do not want to get rid of the house at this time due to its current heavy
utilization, he noted that the Church might, at some time in the future following
full development of the property, plead the same hardship.
Pastor Scott indicated his willingness to have the house removed following their
next phase of development.
The Chairman noted that there were no members of the audience indicating support
for or opposition to the Church' s requests.

President and Board of Trustees denial of the requested rezoning from the R-1 and
R-2 Single-Family Detached Residence Districts to the Institutional District for

SUBJECT: Oak Brook Christian Center - Special Use; Rezone from R-1 and
R-2 to INST. (3100 Midwest Road)
The Oak Brook Christian Center has made application for two separate and distinct
forms of relief:
1) Rezoning of the property from the R-1 and R-2 Single Family Detached Residence
Districts to the Institutional District, and
2) Release of two specific conditions to the Special Use Permit granted in 1976.
REQUESTED REZONING
The property in question comprises approximately 17 acres and is located within both
the R-1 an U
d R-2 Zoning Districts stricts at the southwest corner of 31st Street and Midwest
Road.
The Church received a Special Ilse Permit in 1976 for construction of a church and
church school within the R-1 and R-2 Residence Districts.
The Church has made application to have its property rezoned to the Institutional
District within which district such church uses are permitted.
The Plan Commission, at its March 19, 1984 meeting, recommended denial of the requested
rezoning.
REQUESTED CHANGES TO EXISTING 1976 SPECIAL USE PERMIT
The Village Board, on April 23, 1974, passed Ordinance S-301 which granted a Special
Use Permit for construction and operation of "a church and school of Oak Brook Center
Church" subject to approval of a Final Site Plan. The Final Site Plan was approved by
the Village on October 26, 1976 subject to certain conditions including the following:

1) The existing frame building on the property (at the northeast corner of the
property at 31st Street and Midwest Road) be razed not later than 24 months
from the issuance of an Occupancy Permit for Phase 1, and
2) The Site Plan contain a note prohibiting overnight parking of buses.
Although the above conditions were not created pursuant to specific zoning violations,
they must be complied with since they were listed conditions of the Special Use Permit
and Site Plan approval.
It should also be noted that the Church has, to date, only received a temporary Occupancy
Permit for occupation of the church building.
According to our Engineering Department, a culvert under one of the driveways has yet
to be installed as required by the Village's 1976 Site Plan approval.
The Plan Commission, at its March 19, 1984 meeting, recommended the granting of an
additional two-year extension at the end of which time the existing frame building must
be removed.
The Plan Commission further recommended denial of the requested overnight parking of
buses.
It should also be noted that if the property is rezoned to the Institutional District,
the above mentioned conditions of the 1976 Site Plan approval would automatically be
eliminated.

The Plan Commission, at its regular meeting of March 19, 1984, considered the request
of the Oak Brook Christian Center for relief from Special Ilse restrictions on parking
of buses and razing of small white house on corner and to rezone the property from
R-1 and R-2 to Institutional.
The Plan Commission recommends to the President and Board of Trustees denial of the
requested rezoning from R-1 and R-2 to Institutional.
This recommendation was made on a motion by Member Beard, seconded by Member O'Brien
and approved on a Roll Call Vote of six (6) ayes: Members Beard, Bushy, Marcy, O'Brien,
Ramm, Chairman Reece; zero (0) nays; one (1) absent: Member Antoniou.
The Plan Commission also recommends to the President and Board of Trustees denial of
the requested waiver of the condition prohibiting the overnight parking of buses.
This recommendation was made on a motion by Member Marcy, seconded by Member Bushy
and approved on a Roll Call Vote of five (5) ayes: Members Beard, Bushy, Marcy, O'Brien,
Ramm; one (1) nay: Chairman Reece; one (1) absent: Member Antoniou.
The Plan Commission further recommends to the President and Board of Trustees that an
additional two-year extension be granted to allow the church to continue to 'utilize
the existing frame building, but that the building be razed not later than the end of
the two-year extension.
This recommendation was made on a motion by Member O'Brien, seconded by Member Marcy
and approved on a Roll Call Vote of six (6) ayes: Members Beard, Bushy, Marcy, O'Brien,
Ramm, Chairman Reece; zero (0) nays; one (1) absent: Member Antoniou.

IV OAK BROOK CHRISTIAN CENTER - SPECIAL USE: REZONE FROM R-1 AND R-2 TO INST.

Dave Scott, pastor of the Oak Brook Christian Center Church, gave a presentation
of his application and also Presented a brief history of his site and handed out
copies of the Minutes of the Zoning Board of Appeals meeting of April 2, 1974 and
the Village Board meeting of April 9, 1974. Pastor Scott requested that the Plan
Commission waive the previously imposed condition which prohibits overnite park-
ing of buses so that the church can keep utilizing the buses since they have been
unable to find an appropriate off-site parking area. Pastor Scott also requested
that the Plan Commission waive the previously placed condition of razing the ex-
isting frame building on the property since it is presently being utilized and is
vital to many of the church programs.
In response to a question from Chairman Reece, Pastor Scott replied that they
thought it appropriate to seek a rezoning to institutional because that is, in
fact, the use the land is being utilized as.
Chairman Reece inquired as to the Church's long range plans, with Pastor Scott
replying that they plan additional buildings on the site to house a worship center,
offices counseling g

Member Ramm asked if there was a master lan for the eighteen p g acres, with Pastor
Scott replying that there was and that it was d'

mittal before the Village Board back in 1974.
Member O'Brien stated his concern that, if the rezoning was accomplished, it wo;;.' ,'
appear that an island of Institutional Zoning would exist within residential zoning.
In response to a question from Chairman Reece, Acting Village Attorney Martens
explained the salient points within the Institutional Zoning category.
Member Marcy stated his concern with allowing the rezoning since the Institutional
Zoning category would allow very little control to the Village. Regarding the
building issue, he stated that he would be in favor of an extension of time so
that the church could continue to utilize the building but that some time limit
should be placed so that the building is removed. Regarding the bus issue, he
stated that the Village has tried to keep views open within residential areas
without vehicles cluttering up the landscape.
In response to a question from Member Bushy, Pastor Scott stated that the church
did not have a permanent occupancy permit for its present building site. General
discussion then ensued regarding this issue.

this issue.
A motion was made by Member O'Brien, seconded by Member Marcy, to recommend to the
President and Board of Trustees an additional two year extension to allow the church
to continue to utilize the existin- frame building but that the building be razed
not later than the end of the two year extension.
Trustee Maher inquired as to the restrictions of use of the building and any use
conditions which the Village may have previously placed on this frame building,
with Chairman Reece replying that none appeared within the October 26, 1976
Minutes of the Village Board meeting.

this subject. John Hober, from Brook Forest, stated that when the buses are parked
behind the church building, they are not visible from any street.
Member Beard inquired whether a future building which would house buses is contem-
plated within the future expansions of the site, with Pastor Scott replying that

such a building would be very expensive.
Members Marcy and Bushy both commented that this area is surrounded by residential
districts and that the granting of the requested waiver would set a dangerous
precedent of eroding the zoning standards regarding the parking of extraneous
vehicles and other items.
A motion was made by Member Marcy, seconded by Member Bushy, to recommend to
the President and Board of Trustees, denial of the requested waiver of the condi-
tion prohibiting the overnite parking of buses.

Oak Brook Christian Centre Church.
Acting Chairman Fraser procezded to swear in Rev. David Scott, pastor of the
proposed church. Rev. Scott explained his request for a Special Use Permit for
a church at Oak Brook Rd. and Xidwest Rd. Rev. Scott presented interior and exterior
site plans (exhibits A, B, and C) for the proposed church. Mr. Fraser asked whether
a school was included as a part of the church. Rev. Scott answered affirmatively.
Plan Commission member Anderson noted that the size of the church and school had been
increased. Rev. Scott explained that the expansion from 500 to 750 seats was to
anticipate growth over a number of years. Plan Commission member Scott asked ,.,,hether
a basement would be included. Rev. Scott answered negatively. Plan Commission
member Wunderlich asked hoar many services there would be on Sunday. Rev. Scott
answered two. Mr. I.-funderlich asked whether there was adequate parking space for the
proposed construction. Rev. Scott indicated that there were 360 parking spaces
provided and at two people per car, the parking available would exceed the present
requirements.
Zoning Board of Appeals member Muschler asked Rev. Scott if he was aware of Oak
Brook height limitations on construction. Rev. Scott indicated that he understood
that there was a 45 foot limitation. Plan Commission member Wunderlich noted that
the site plan that had been provided inciated the construction of a height greater
than 45 feet. kev. Scott agreed that, yes this was the case but that he anticipated
applying for a variation at the apporiate time.
Zoning Board of Appeals member Lavery noted that there was a proposed high school
site in the immediate vicinity of the proposed church. Mr. Lavery asked %rJhether
Rev. Scott anticipated any problems with the high school being in the immediate
vicinity. Rev. Scott indicated that he didn' t see any problems and that he would
be very glad to see the high school constructed. Plan Cor.�mission member Wunderlich
noted that the church t•;ould increase traffic problems on Oak Brook Rd. and Midwest
Rd. , especially after the high school were built, due to the fact that the Rev.
expected as many as three hundred students to attend the school and the church.
Plan Commission member Wunderlich asked the Rev. whether he had a school and church
in Chicago' of' similar purpose. Rev. Scott answered affirmately. Plan Co!,,.mission
member Wunderlich asked whether this would be considered a branch of that church then.
Rev. Scott answered affirmatively. Plan Commission Chairman Barton asked that the
letter he had written to the Zoning Board of Appeals on Mlarch 27, 1974 be entered as
an exhibit in. this case in order to explain the Plan Commission ' s stand in regard
to the Oak Brook Christian Centre Church. Plan Commmission Chairman Barton noted that
the information that had been received was different in one respect, i .e. , the
construction of the building tirculd involve the need for a variation for height.
Chairman Barton noted that the construction site hud been moved from 80 to 110 feet
from the road. Chairman Barton also noted that the proposed construction met
Oak Brook Zoning and Building requirements R,J th the exception of the height variation.
Plan Commission member Wunderlich asked how solid the architectural renderin g was
in terms of architectural 'change. Rev. Scott replied that the exterior -in terms of
height was the only change that might be anticipated, but the basic construction
a:ould remain the same. Zoning Board of Appeals member Skinner noted from the

architectural rendering it appeared that the height would be 75 feet. Rev. Scott
indicated that the building would be essentially as presented on the site plan.
Acting Zoning Board of Appeals Chairman Fraser asked if there were any further
questions. No one responded. The acting Chairman then requested from anyone in
the audience opposition to the plan, as proposed. Mr. James Murphy, an attorney for
the .St. Joseph Franciscan Seminary, was sworn in by Chairman Fraser, Mr. Murphy
noted that neither he nor the Franciscan Fathers were opposed to the concept of a
church at the proposed site, but that the Franciscan Fathers did have a concern
about the set back requirements from Oak Brook Rd. and Midwest Rd. He noted that the
set backs had been improved since the original rendering and that this particular
objection was largely abrogated. However another item that had given the Franciscan
Fathers some concern was the water runoff from the increased ground coverage as a
result of the construction. Mr. Murphy indicated that before construction the
Franciscan Fathers would like to know about the drainage potential and its potential
impace on St. Joseph Franciscan property.
Chairman Fraser asked for any further opposing comments from the audience. No one
appeared. Mr. Fraser then asked if there were any further arguments in favor of the
proposed construction.
Mr. Albert, a resident of Oak Brook was sworn in. Mr. Albert indicated that Mr.
Murphy's drainage concern was unfounded in view of the fact that the drainage was
north rather than south in the area of concern. Mr. Albert suggested that Bronson's

�een the north and south drainage and that what drainage
would result from the construction would go north rather than south of the Franciscan
Father property.
Chairman Fraser thanked the participants for their imput and proceeded to explain
the purpose of this joint meeting. Chairman eraser noted that it was designed to
expedite matters regarding the Oak Brook Christian Centre Church proposal . Acting
Chairman Fraser suggested that the Plan Commission move on this issue first and then,
the Zoning Board of Appeals would act. Plan Commission Chairman Barton concurred.
Plan Commission member Wunderlich expressed concern over the potential traffic
problem created by the Oak Brook Christian Centre Church proposal . Plan Commission
Barton asked whether local busses were considered by Rev. Scott. Rev. Scott ans,,;ered
the possibility was there, and that any bussing would be oriented to local residents
rather than out of town residents. Chairman Barton suggested that height should
be considered in a recommendation from the Plan Commission. Chairman Barton noted,
however, that a reduction of height might not be aesthetically pleasing.
Acting Chairman Fraser of the Zoning Board of Appeals suggested that it would
not be appropriate at this time to consider the height issue. Mr. Fraser suggested
that the height issue would have to be resolved after action vias taken for the
Special Use. Permit. The Plan Commission Chairman Barton concurred, Plan
Commission member Scott recom^,ended that a Special Use Permit be granted according
to the site plans (as submitted in Exhibits A, B, and C. ) and that the permit be
granted with no conditions attached. Plan Commission member Anderson seconded.

access onto Route 83. To permit a patchwork system of the widening of Oak
Brook Road would divide the Village and change the character of Oak Brook
without measurably improving the traffic flow.

Trustee Swain stated it would be 30 days before a full board is to meet, which
could cause a delay of approximately three months, because the S phase detour
road needs a determination point. In view of the circumstances, and the
fact that a two-third vote is required to execute a contract, Trustee Swain
stated he would change his vote to expedite the project, even though he felt
the proposed improvement is not adequate and long range appraisal will prove
this a mistake.
President Howell called for a second roll call vote.

C. 31st Street (Oak Brook Road) - Route 83 to Midwest Road
Trustee Swain commented on the proposed four lane improvement of Oak Brook Road
nest of Route 83. The County is to advertise for bids on April 26, 1974, with
the award to be made within 7 to 10 days and construction to begin as materials
are available. The County feels traffic counts have juStified.this addition of
two lanes and plan for the work to coincide with the Route 83 overpass. A
Pathway System will be provided approximately 20 feet south of the pavement
Line and the preliminary engineering plans have been submitted to the village
for review.
Trustee Brown commented that historically the village has responded to the
requests of the residents and opposed any widening of York Road and/or Oak Brook
Road. At the meeting of March 12, 1974, this subject was tabled until Trustee
Swain could meet with the DuPage County Highway Department.

That the Village Officials contact the County to review their position and
change their plans to leave Oak Brook Road from Route 83 to Midwest Road as
2 lanes.

Each trustee was provided with a copy of the minutes of the Zoning Board of
Appeals meeting of April 2, 1974, at which the Play_ Coumission was also in
attendance. The Plan Conunission had recommended that a Special Use Permit be
granted according to the site plans submitted, with no conditions attached,
and the Zoning Board of Appeals also recommended that a Special Use Permit be
granted with no conditions or restrictions.
Tnustee Rush recommended that this be returned to the Zoning Board of Appeals
until sudi time as plans have been finalized to take into consideration height
variations or any other variations that would be requested as their plans
Manager Cannignani stated the request is for.approval of a Special Use fur
the concept of a church and school on the subject- property. if permitted, then

it is the petitioners responsibility to develop plans that will conform to all
the regulations of the Zoning District, and if the plans do not conform, the
petitioner would have to apply for a variation. The Building Department will
review the finalized plans for compliance with the Zoning Ordinance. Reverend
Scott indicated his agreement with this, and at this time would like to ]mow
if the Village would approve the use of the site for a church and school.

That the concept of a church and school as a Special Use request of the
Oak Brook Christian Centre Church, essentially as shown on Exhibit A,
be approved, subject to approval of final plans by the Plan Commission,
the Zoning Board of Appeals and the Village Board.

E. Campus Teams
President Howell commented on the recent developments of Campus Teams.
Hinsdale, to control development, took action to annex approximately 100 acres
of Campus Teams property. Campus Teams, to keep maximum flexibility of their
plans, approached Westmont for annexation. Oak Brook has informed Campus Teams
of their continued interest in working with Campus Teams to see what develop-
ment can be planned with the Oak Brook zoning standards. This is in keeping
with the position previously taken by the Board to hold to the zoning standards
with any property within the Village limits and try to keep the development
of property outside the limits compatible. Also, any effort for de-annexation
would be opposed.
President Howell requested a meeting be arranged prior. to the Westmont Zoning
Board meeting with the Village Managers and Village Attorneys of the three
rrulicipali,ti_es,and Trustee Rush.
Trustee Swain moved - seconded by Trustee Hayes...
That a representative be sent to the Westmont Zoning Board meeting of
April 24, 1974 to inform them of Oak Brook's concern over this matter and
reouest iSestront Zoning Board not to take action and further that a joint
meeting of Oak Brook, Hinsdale, and Westmont be established to try to
resolve the jurisdiction of the property.

The Plan Commission, at its February 20, 1984 meeting, tabled this matter, since
the applicant was.out of town and unable to attend the meeting.
I would refer you to Dale's and my memos of January 12, 1984 for the specifics
concerning this matter. In the last paragraph of page 2 of my January 12th memo,
I had stated that any potential rezoning of the property would not eliminate the
particular restrictions concerning overnight parking of buses and removal of the
existing frame building on the property.
Following a further review of this subject with the Village Attorney, it is now
clear that a rezoning of the property would eliminate these particular restrictions.

SUBJECT: Oak Brook Christian Center - Special Used Rezone from R-1 and
R-2 to INST. (3100 Midwest Road)
The Oak Brook Christian Center has made application for two separate and distinct
forms of relief:
1) Rezoning of the property from the R-1 and R-2 Single-Family Detached Residence
District to the Institutional District, and
2) Release of two specific conditions to the Special Use Permit issued in 1976.
REZONING
The property in question is approximately 17 acres in size and is located within
both the R-1 and R-2 Zoning Districts at the southwest corner of 31st Street and
Midwest Road, as noted in orange on the attached Zoning Map.
The Church received a Special Use Permit in 1976 for construction of a church and
church school pursuant to the provisions of the Zoning Ordinance which lists such
uses as Special Uses within Residential Districts.
The Church's application is to be rezoned to the Institutional District which lists
churches and parochial schools as Permitted Uses. The particular section of the
Institutional District states as Permitted "Churches, chapels, temples and synagogues
on lots not less than 300 feet in width and not less than 2 acres in area and one
additional acre for each 120 seats in the sanctuary over 240 seats. Where churches
and parochial elementary schools are on the same land, not less than 8 acres in area;
and in the case of junior and high schools, not less than 25 acres in area."
REQUESTED CHANGES TO EXISTING 1976 SPECIAL USE PERMIT
The Village Board, on April 23, 1974, passed Ordinance S-301 which granted a Special
Use Permit for construction and operation of "a church and school of Oak Brook Center
Church" subject to approval of a Final Site Plan. The Village approved the Final Site

Plan on October 26, 1976 subject to certain conditions including the following:
1) The Existing frame building on the property (at the northeast corner of the
property at 31st Street and Midwest Road) be razed not later than 24 months
from the issuance of an Occupancy Permit for Phase 1, and
2) The Site Plan contain a note prohibiting overnight parking of buses.
Although the above conditions were not created pursuant to specific zoning
violations, since they were listed conditions of the Special Use Permit and Site
Plan approval, they must be complied with.
It should also be noted that an Occupancy Permit for the Church has never been
granted, although the Village is in possession of a Performance Bond dated June 2,
1978 as a part of the Building Permit requirements. Items holding up approval of
the Occupancy Permit are not related to the construction of the building per se
but rather are certain engineering items relating to the improvements. It should
also be noted that any proposed rezoning of the property would not eliminate these
particular restrictions.

The following items, as stipulated within Sheet Al of the said permit, have
not been complied with in the construction of the above stated site:
1. An eighteen (18") inch culvert was to have been constructed under
the driveway on the west side of Midwest Road. As a result, water
frequently ponds in the southwest quadrant of the intersection of
the driveway/Midwest Road.
2. The existing frame house was not demolished and removed; subsequently,
the parking lot was not constructed as large as anticipated.

The Village Board of the Village of Oak Brook at its December 13, 1983 meeting
considered your request as contained in your letter of November 10, 1983 for a
waiver of the fees required by Ordinance for your pending Zoning Special Use
application.
The Village Board at that time approved a waiver of these fees based upon the
standards of Section 2-226 of the Code of Ordinances of the Village of Oak Brook.
Thus, no fees will be due to the Village of Oak Brook regarding the application
fee for your pending Zoning application.

SUBJECT: Oak Brook Christian Center - Request to Waive Zoning Fees
Attached please find a letter from Pastor Dave Scott of the Oak Brook Christian
Center requesting a waiver of the fees relating to their application for
a modified Special Use Permit and a rezoning of their property to Institutional.
The particular fees involved are $400.00 for a Special Use Permit and $650.00
for the requested rezoning, for a total of $1,050.00.
Should the Village Board wish to grant this request, they are empowered to do
so pursuant to Section 2-226 of the Village Code which states in part "any
governmental unit or any charitable organization may request waiver of any fees
established in this Article. Upon such request, the President and Board of
Trustees may, in its discretion, waive any such fees imposed pursuant to the
terms of this Article."

It has been brought to our attention that buses are parked on
your property on.a more or less permanent basis. Though this
is notIa zoning violation, it is�within `our responsi ili to
notify you that this is an infraction of the condition o
approval of the site plan that was submitted for approval prior
to construction of Phase I, of Oak Brook Christian Center.
Special Use Ordinance S-301, approved 4/23/74, was conditioned_- --__
to final glans being developed and reviewed by the various.
Boards for approval. On 10/26/76 the Board of Trustees acted
upon the recommendation the Plan Commission made at their
meeting on 10/18/76, and the Board approved the site plan with
certain conditions. One of the stipulations was thatthe site
plan contain a note prohibiting the overnight parking"of buses.
We therefore would request your cooperation in making other
arrangements for the parking of these vehicles, and any relief

C. Oak Brook Christian Center Church-Site Plan Approval
Trustee Brown reviewed the Special Use Ordinance S-301 approved April 23, 1974,
which was subject to further approval upon final plans being developed. On
October 18, 1976 the Plan Commission approved the site plan subject to:
the existing frame building on the property be razed not later than
24 months from the issuance of an occupancy permit for Phase I; that
the site plan contain a note prohibiting overnight parking of buses;
the design and relocation of driveways be in accordance with the
Village Engineer's .recommendation in a:letter*dated October' 14, 1976;
and that berms and plantings be installed in accordance with the

A Variation is a zoning adjustment which permits minor changes of district require-
ments where individual properties are both harshly and uniquely burdened by the

1. A Variation recognizes that the same district requirements do not affect all

of the map or the text of the Zoning .Ordinance.
2. You must prove that the combination of the Zoning Ordinance and the uncommon
conditions of your property prevents you from making any reasonable use of your
land as permitted by your present zoning district. Since zoning regulates land and.
not people, the following conditions cannot be considered pertinent to the applica-
tion for a Variation: (1) Proof that a Variation would increase the financial re-
turn from the land, (2) Personal hardship, (3) Self-imposed .hardship. In the last
case, the recognition of conditions created after the enactment of the Zoning Ordi-
nance-would encourage and condone violation of the law.
3. No Variation may be granted which would adversely affect surrounding property
or the general neighborhood. All Variations must be in harmony with the intent and
purposes of the Zoning Ordinance.

Reference: Request from Oak Brook Christian Center
for relief from conditions tied to

eration of zoning change.
To expand our application statement regarding action
requested, we are asking the Village to give us relief
regarding the conditions that were attached to our
special use permit. At the time of our agreement we
were dealing with different needs and conditions than
we are at the present time.
Regarding the parking of our two church buses. At the
time we agreed to not park buses on our property, we
owned a garage in Chicago and did not often use the
buses, so it was not inconvenient for us to transport
them back and forth. We sold the garage in 1978 and
now, because of our school and church requirements,
the buses are used often two or three times a week.
We have no place to park them other than on our prop-
erty and to have them somewhere else, would create not
only an unusual inconvenience, but also a financial
hardship.
The small frame white house is being used now as
offices for our counseling department, as well as for
one of our associate pastors. We desperately need
that space. To not have it would make it necessary
for us to stop our counseling programs, which provide
approximately ninety hours of service per week. We
have no available space in our main building for any of
the staff or programs that are available because of the
availability of that building.

Neither of the above are really stipulations of the special
use ordinance, but as you know, were added conditions. We
are petitioning you to please grant us permanent relief of
these two previously agreed upon conditions. Not to do so
does impose on the church some very real hardship.
We are further petitioning the boards to consider changing
our zoning to Institutional . That categorically is where
churches are provided for in the existing zoning ordinance
and certainly seems like the logical , most conforming zoning
for our property.
At the time we originally petitioned the -Village for use of
this property we asked for Institutional zoning, however
they were reluctant to do so because of the uncertainty of
other property disposition in the Village. Those questions
have now been settled and the matter now should be viewed
differently.
The Oak Brook Christian Center Sub Division is comprised of
approximately eighteen (18) acres and there are no plans that
would ever change the use of this property. It would cer-
tainly be less cumbersome for the Village to recognize this
property under its provided ordinance zoning provision, which
is Institutional rather than have to deal with the church
under residential zoning. We believe there are advantages
in favor of this rezoning, both for the Village and the church.
Your consideration of this proposal will be greatly appre-
ciated.

It has been brought to our attention that buses are parked on
your property on a more or less penianent basis. Though this
:.s not a zoning violation, it is within our responsibility to
notify you that this is an infraction of the condition of
approval of the site plan that was submitted for approval prior
to construction of Phase I, of Oak Brook Christian Center.
Special Use Ordinance S-301, approved 4/23/74; was conditioned
to final plans being developed and reviewed by the various
Boards for approval. -On 10/26/76 the Board of Trustees acted
upon the recomnendatian the Plan Connission made at their
meeting on 10/18/76, and the Board approved the site plan with .
certain conditions. One of- the stipulations was that the site
plan contain a note prohibiting the overnight parking of buses.
We therefore would request your cooperation in making other
arrangements for the parking of these vehicles, and any relief
you would seek would have to be granted by the Board of Trustees.

OAK BROOM CHRISTIAN CENTER - SITE PLAN RECOMMENDATION
Pastor Dave Scott and Jim Smith, the architect for
the proposed church were present to discuss tbe. proposed
development with the Plan Commission.
Mr. Smith pointed out that when completed the
entire facility will have approximately 65,000 square feet,
but that the first phase will have approximately 21,000. Rq. ft.
The entire acreage is 11.634. They will provide for 150
parking spaces at the start of development.
It-was pointed out that a special use application
for the Oak Brook Christian Center was approved in April
of 1974 in Ordinance S-301. It was also noted that they
are coning in now with a different site plan. Member
Reynolds questioned whether the Plan Commission would besetting a
precendent -in recommending approval of a site plan when the previously granted
special use was• based on a,preliminary site plan.•(Mr. Carmignani. stated that the
Pla n Commission does have the option of requiring Oak
Brook Christian Center to apply for another public hearing
and to, in fact, start from the beginning, if the Commission
does indeed feel that the plan- that is being ..proposed this
evening is drastically different from what was originally
proposed.)

Chief Ehle stated .that he did not see any problems with '

Chairman Scott referred to Mr.. Littleton's Memo -

and Mr. Littleton have discussed the drainage problems.
and that- the Church is well aware of what needs to be
done.
Mr. Smith stated that they would be berming the parking
area on Midwest and Oak Brook Road.
The frame house that is presently- on the premises
was an issue. Pastor Scott stated that at the present
time they are using this as offices . Member Bowman suggested
that there be a time limitation as to how long this . house
could remain on the property. The Commission was concerned
that this structure could be a detriment to the aesthetics.

Another question that was raised was the question of
allowing the church bus to be parked on the premises 'over-
night. pastor Scott stated that this bus is _ used
for bringing children to the church and also for teen activates.
Mr. Littleton' s letter of October 14, 1976 was discussed
and Mr. Smith stated. that. he did not see any problems with
meeting the requirements raised in said letter.
After considerable discussion the following motion
was made:
Member Bowman moved that the' Plan Commission, recommend
to the Village Board approval of the site plan
submitted by the Oak Brook Christian Center Church
with the provision that the site plan include a
note that the existing frame buildingson the property
be razed not later than 24 months from the issuance
of an occupancy permit for Phase I; further that
the site plan contain a note prohibiting overnight

RE: Oak Brook Christian Center Church
Attached is. a memo to* the Zoning and Planning Committee dated April 29, 1974. The
comments still apply except those referring to driveways and parking.
The parking has been expanded from.360 spaces to 518. As a consequence the lots are
now closer to-Midwest Road, Oak Brook Road, the east side of the residence and
Midwest Golf Course.
The. future drive to .0ak Brook Road should be located opposite the west bay of parking
to provide sufficient stacking space on. 0ak Brook Road between the drive and .
Midwest Road.
All driveways should be provided with medians.
Since the main entry off Midwest Road has been moved closer to Oak Brook Road it
falls just south of the transition from four lanes to two lanes. The outside south-
bound lane on Midwest Road should be extended to the drive and marked "right turn
only". A study of this drive should be made. It is. possible that a left turn bay
from- the south would also be required.

3. Engineering plans for the Summit Avenue & Oak Brook
Road intersection prepared by Dui'age County Highway Department,,
dated 1972

A. Driveway location and parking:
There should be no problem with the location
of either the driveway exiting to Oak Brook Road br the driveway
exiting to Midwest Road. Both locations appear to be satisfactory.
There is a nine to ten car storage length in eastbound Oak Brook Road.
for cars turning right from the driveway to- Oak Brook Road. There is
approximately a five car length storage bay for cars turning into
this driveway from Oak Brook Road. The distance -from this drive to
the driveway serving the- private residence to the west is almost 200
feet.
I am not in agreement with the geometry of these driveways as
- I feel that they could be confusing to the motorists , however,. I
believe this is a detail .that could be worked out at the time of
final plan submittal .
I would like to recommend that the. parking areas visable from
Midwest Road , Oak Brook. Road , and the private residence to the
northwest of the Church be screened by a berms plantings or both.
B. Drainage :
The site is split into two sub-water sheds by a ridge line
that runs approximately in the center of the property in a north/
south direction . There is a minimum about of off site- storm drainage
to this property. from the south. The general direction of run off is
to the north.
The easterly half of the site drainage is directed to the
ditch on the west side of Midwest Road. This ditch flows, northerly
to an inlet constructed by the County when they improved the inter-
section . This inlet is located about 370 feet north of the center
line of Oak Brook Road . It crosses under Midwest Road to a 24 inch
storm sewer located on the east side of Midwest Road. This storm sewer
flows north emptying into a ditch along the west side of Brook Forest
which eventually. drains into Ginger Creek. It is a safe assumption
that the capacity of this 12 Inch sewer and the 24 inch sewer -into
which it drains is insufficient to take a direct runoff from this

property, therefore a detention/retention basin will have to be pro-
vided to regulate the flow of storm water into. this system. The
west half of the property drains to a swale that leads to Midwest
County Club at a point about 170 feet south of the northwest corner.
This swale terminates at a low point in the golf course and the
drainage from that point is undetermined . It should be noted that
there is a depressed area on the private residence property
approximately one hundred thirty feet north at the north west corner
along the Midwest Country Club property line.
There are three culverts under Oak Brook Road at the west
line of the property extended north . Two of these culvers are 18 inch
and 24 inch corrugated metal pipe. They outlet on the north side of
: 31st Street. The third pipe is a 18 inch vitrified clay pipe, the
outlet of which is unknown : The outlets from the ditch that the
18 inch and 24 inch CMP drain into is not readily apparent. Any
development plans for this property should indicate 'the -eventual: outlet.
for storm water.
Due to the uncertainities of the storm water outlets for the
east half of the property it is difficult to determine at this time
wether the Village would require detention/retention basins,. 'If
this area -is annexed to the Hinsdale Sanitary District then detention
would be required. by their ordianance.
3. Water Supply: .
According to Chief Ehle an 8 inch fire line an
4500 gallon .per minute fire flow are. requ-ired for a building of. this
type..
The existing water distribution system located on the west side
of Midwest Road,. ends at Mockingbird Lane . The size of the dis-- .
tribution system at this point is 8 inches. It is my recommendation
that this main be extended from Mockingbird Lane down the west side
of ' Midwest Road to a point. necessary to serve .the Church with a 12
inch water main. extension. This line will give as good a water- supply
as can be expected under present conditions . A fire flow of 4500
gallons per minute will not be ottainable until the existing system
is .reinforced. The system, with the installation of the 12 inch maim ,
will be cable of delivering 1200 gallons per minute to this site. The
proposed 12" water main will be compatable to. the ultiment water
distribution system for. Oak Brook.
4. Sanitary Sewer : _
Rev. Scott has indicated the desire to obtain
service from the Hinsdale Sanitary District rather than installing a
septic system. I would . strongly recommend that .this be done if
possible .

Recently in a letter dated October 16 , 1979 , you wrote to Mrs .
Lakosil concerning your need for parking of buses on the Church
parking lot . As Mrs . Lakosil previously communicated to you in
a letter dated September 19 , 1979 , the property in question is
subject to a special use permit pursuant to Ordinance S-301 .
According to the site plan incorporated pursuant to that Ordinance,
the overnight parking of buses on the sight is prohibited. In
order for you to be allowed to park buses as requested it would be
necessary that the special use mentioned herein be amended. The
procedure for requesting such an amendment is similar to that re-
lating to any other zoning relief. An application must be filed
with the requisite filing fee and a public hearing will be schedu-
led before the Plan Commission and Zoning Board of Appeals . The
Village Board then will consider the recommendation of these bodies .

our property. The situation has changed considerably. There
is ample screening to the west of our parking lot. We are
screened from the east by our building and according to ordinance
we are parking at the rear of our property.
We desperately need relief in this condition since we use these
buses in conjunction with the ministry of our church and school .
I'm sure you can appreciate the need to have the option of park-
ing on our own property.
We are keeping one bus off site but need to be able to have one
easily accessible on almost a daily basis.
I will be happy to meet with staff, the committee of the whole,
or whomever to present our request. Your kind consideration of
this request will be appreciated.

It has been brought to our attention that buses .are parked on
your property on a more or less permanent basis. Though this
is not a zoning violation, it is within our responsibility to
notify you that this is an infraction of the condition of
approval of the site plan that was submitted for approval prior
to construction of Phase I, of Oak Brook Christian Center.
Special Use Ordinance S-301, approved 4/23/74, was conditioned
.to .final plans beiro developed and reviewed by the various
Boards for approval. On 10/26/76 the Board of Trustees acted
upon the recommendation the Plan. Commission made at their
meet-Lng on 10/18/76, and the Board approved the site plan with
certain conditions. One of the stipulations was that the. site '
plan contain a note prohibiting the overnight parking of buses.
We therefore ux)uld request your cooperation in making other
arrangements for the parking of these vehicles, and any relief .
you would seek would have to be granted by the Board of Trustees.

SUBJECT: OAK BROOK CHRISTIAN CENTER, 3100 Midwest Road
On 8-31-79, I had a metting with Rev. Dave Scott, relative to
proposed signage. Upon review of his request, it was determined
that a permit could not be issued on his submittal, and he was
informed a variation would be required.
The question arose regarding the sign allowance of InstitutionalI
zoning compared-.to the non-residential restriction of Residential
zoning. Rev Scott indicated that it would be in his best interest
to seek a zoning amendment to rezone the church property from R-2
and R-3 to Institutional, thereby aleviating some of the problems
he faces in future construction. I implied that there might be some
difficulty in rezoning, in light of the fact that the village
recently rezoned certain Institutional property to Residential, -
however, that was his decision to make. I further suggested that
if he proposes to follow this path, that it would be most prudent
that he contact you as soon as possible to discuss the matter.
The advantages he refers to of Institutional zoning over
Residential are:

Pastor Dave Scott and Jim Smith, the architect for

entire facility will have approximately 65,000 square feet,
but that the first phase will have approximately 21,000. sq. ft.
The entire acreage is 11. 634. They will provide for 150
parking spaces at the start of development.
It - was pointed dut that a special use application
for the Oak Brook Christian Center was approved in April
of 1974 in Ordinance B-301. It was also noted that they
are coming in now with a different site plan. Member
Reynolds questioned whether the Plan Commission would be
setting a precedent of approving a special use which has
a different site plan. Mr. Carmignani stated that the
Plan Commission does have the option of_ requiring Oak
Brook Christian Center to apply for another public hearing
and to, in fact, start from the beginning, if the Commission
does in deed feel that the plan that is being proposed this
evening is drastically different from what was originally
proposed.
Member Reynolds also noted that they are proposing
,just one driveway for phase 1. She questioned Chief
Ehle as to whether or not this would be a fire hazard .
Chief Ehle stated that he did not see any problems with
this.
Chairman Scott referred to Mr. Littleton' s Memo
dated April 29, 1974, which among other things dealt with
the drainage problem. It was pointed out that Mr. Smith
and Mr. Littleton have discussed the drainage problems
and that the Church is well aware of what needs to be
done.
Mr. Smith stated that t y would be berming the parking
area on Midwest and Oak Bro k Road.

was an issue. Pastor Scott stated that at the present
time the y are using si g this as offices . Member Bowman suggested
that there be a time limitation as to how long this house
could remain on the property. The Commission was concerned
that this structure could be a detriment to the aesthetics
of this corner. Member Marquardt also felt strongly that
there should be a time limitation. The feeling ".of some

of the Commission ?embers was that one year should be the
limitation. Mr. Smith stated that this would probably not
be enough time and that he would like to see a limitation
of at least two years. Pastor Sco<;t; stated that they are
as anxious to see this building come down as is the Village.
Another question that was raised was the question of
allowing the church bus to be parked on the premises all
the time. Pastor Scott stated that this bus is _ used
for bringing children to Church and also for teen activities .
Mr. Littleton's letter of October 14, 1976 was discussed
and Mr. Smith stated that he did not see any problems with
meeting the requirements raised in said letter.
After considerable discussion the following motion
was made :
Member Bowman moved that the Plan Commission recommend
to the Village Board approval of the site plan
submitted by the Oak Brook Christian Center Church
with the provision that the site plan include a
note that the existing frame building on the property
be razed not later than 24 months from the issuance
of an occupancy permit for Phase I; further that
the site plan contain a note prohibiting overnight
parking of buses on the property; further that the
design and relocation of driveways be in accordance
with recommendations of the Oak Brook Engineering
Department ea set forth in engineers letter dated
October 14, 19'76; further that berms and plantings
or both be installed in accordance with engineering
recommendations to the Zoning and Planning Committee
dated. April 29, ' 197+ .

BUILDING PROGRAM
Overview: To design and develop an integrated complex
that would serve the religious needs of a
congregation of approximately 2500 people.
The ultimate development of this complex
would incorporate four basic elements in its
composition; namely, worship area, educational
center, recreational amenity and administrative/
support facilities. The complex would be
constructed in one, two or three phases, depend-
ing upon economic considerations and is to be
developed on a site of approximately 12 acres
located on the southwest corner of 31st Street
and Midwest Road in Oak Brook, Illinois.
Objectives: First, to establish a long range building
program by developing a "master site plan"
that would encompass all theelements required
in the finished complex. Second, to establish
priorities as to the most needed facilities,
determine a logical construction sequence
that would allow the development to be built
in phases. Each phase would become a reality
as needs and economics dictated. Third, to
design the layout of the complex in such a

manner as to provide maximum flexibility in
the use of the spaces already built with
minimum disruption in the function of these
areas as new construction takes place. Each
building phase would provide for the present
needs with some cushion for internal expansion
and would be a logical extension of what had
been built previously. The buildings would
have one design motiff that would be dominate
throughout the complex and provide an archi-
tectural descipline that would give the project
continuity and order.
1st Phase Requirements: The first phase of construction must provide
enclosed, conditioned and finished spaces to
provide for the needs, both religious and
educational, for a congregation of approximately
800 people. With the above in mind the following
areas should be considered in this building plan,
1. Large multi-purpose area capable of seating
approximately 800 people on movable chairs for
worship services. This space would, also, be
used for educational/recreational purposes,
banquet dining and general reception/meeting
area. This area would occupy approximately

7000 to 8000 sq. ft. and have a ceiling
height of at least 20 feet. In addition
necessary support facilities would be
provided including small kitchen, nursery,
storage rooms, coat room, etc.
2. Small Multi-purpose Area - flexibile enough
to use for a number of activities. This
space would be approximately 1500 to 2000
sq. ft. with a minimum ceiling height of
9'0" suitable for educational purposes as
well as day care activities, group meetings,
conferences and library functions. The space
could be divided as needed by mobile casework
and/or movable partitions.
3. Office Area - one space approximately 250 to
300 sq. ft. for the staff director and secretary.
This area could be shared space in the small
multi-purpose area or possibly a separate room
convenient to the main entrance.
4. Conference Room - the temporary location
would have to be "shared space", possibly using
a portion of the small multi-purpose room or
the choir/prayer room. The area required for
conferences would be approximately 200 sq. ft.

5. ' Library - again this function would have
to share space probably in the small
multi-purpose room. In its temporary
location the library could be quite small
with the shelving occupying just one wall
or corner of the room close to the conference
or study tables.
6. Choir Room - with music and robe storage
areas and adjacent to multi-purpose room.
This space would be about 350 sq. ft. with
a ceiling height of at least 9 feet. This
room would, also, be used for small group
meetings and as one of the required educational
rooms.
7. Prayer Room - approx. 300 sq. ft. with 8
to 9 foot ceiling height. This room would,
also, be used as a small chapel and for
small group meetings and as one of the required
educational rooms.
S. Entry, Narthex, Corridors, Washrooms, etc. -
approx. 1,500 sq. ft. each adequately sized
to service the anticipated "people load".
9. Parking - provide a minimum of 200 parking
spaces on site and arranged in such a manner

as to facilitate easy access to the first
phase buildings and be located so as to
not interfer with subsequent construction
phases.
As determined by the above space requirements, the first phase of
construction will provide approx. 12,000 sq. ft. at a total budget cost
of $400,000.00. This cost figure is, also, to include the cost of
landscaping, paving, and all necessary site work for this first phase
of construction. Off-site utility construction, architectural and
other fees and interior furniture and furnishings is not included in
the budget cost.
Ultimate Requirements: The completed Oak Brook Christian Center
complex will ultimately be developed to
provide for the spiritual, education and
social needs of a religious community
approaching 2500 people. Therefore, the
following facilities would be anticipated
in making up the completed development.
1. Sanctuar�g_(Worship Center) - this would be
a specific area of approximately 22,500 sq.
ft. with a ceiling height of at least 15
feet and fixed seating for approx. 2,000
people. The seating arrangement would be
"in the round" with the floor stepped to
provide optimum visability to the slightly

raised altar/pulpit platform in the center.
Space would be provided for the choir and
organist with anti-rooms for meetings and
prayer, music, robes and storage. The pos-
sibility of using movable walls to allow
other spaces to open up into the sanctuary
could be a possible way of increasing the
space at particular times when needed.
2. Educational Center - this space which
would probably have some of its area
converted from other uses or duplicity
of use as constructed in earlier phases,
would ultimately be capable of handling an
enrollment of 750 children in grades K
through 8. These facilities could be shared
with adults for their educational programs.
This element of the complex would be made up
of 10 to 12 rooms or spaces with separate
toilet rooms, kitchen and storage areas and
encompassing approximately 9000 sq. ft.
3. Administration Area - most of this space
would be built in a future phase of con-
struction probably at the same time the
educational "wing" is developed. The new
administration area would be composed of a

general office adequately sized to contain
5 to 6 work stations, pastor's office with
private toilet and closet, 4 additional
private offices and a conference room large
enough to seat 10 to 12 people. A small
waiting/reception area and a secretarial
storage room would be required. This new
administration area would be in the neigh-
borhood of 3,000 sq. ft.
4. Recreational Facilities - this amenity would
pretty much be contained in the space that
was constructed in the "first phase" and
designated multi-purpose area. It would be
up-graded and the necessary accessories added
to make it a 100% functional gymnasium. This
area would, also, serve for banquet dining.
In addition it would be necessary to add adequate
locker rooms, toilets and showers for men and
women with the possibility of, also, adding an
indoor swimming pool, handball/racquet ball
courts, exercise/work-out room, sauna and
steam rooms. The area required for the total
recreational facility would be around 16,000
sq. ft.

5. Chapel - this would be a separate room
situated in close proximity to the main
entrance foyer to the sanctuary and sized
to hold 150 to 200 people in fixed seating
facing a small lectern/altar platform.
The "feel" of the room, which would be
about 1800 sq. ft. would be quiet and
inspirational.
6. Entrance foyer, corridors, washrooms, service
areas, etc. would all be adequately sized to
provide for their anticipated use. The entry
foyer adjacent to the sanctuary would be
quite large so that it could be used as a
reception/circulating area. The total space
requirement for these areas would be a minimum
of 5,000 sq. ft.
7. Site Development - the final, completed
complex would provide on-site paved parking
for at least 500 cars with adequate paved
driveways and service/loading areas. In
addition to the parking and if space permitted
it would be wise to consider some outdoor
amenities, such as: one or two tennis courts,
swimming pool, playground area, etc. The
landscaping would be architecturally done and

in such a manner as to give the feeling
to the complex that it is situated in a
parklike setting. With the arrangement
of the buildings and their intergration
with the site and its development, we
anticipate achieving a mini-campus effect
for the over-all project.
The final, completely developed complex would have approx. 50,000 sq.
ft. of enclosed finished space with the entire 11.634 acres improved
with required parking, curbing, sidewalks, possible recreational amenities,
and landscaped green areas. An estimate of probable cost for the entire
finished complex would be in the range of $2,000,000.00 based on today's
costs.

RE: Oak Brook Christian Center Church
Attached is a memo to the Zoning and Planning Committee dated April 29, 1974. The
comments still apply except those referring to driveways and parking.
The parking has been expanded from 360 spaces to 518. As a consequence the lots are
now closer to Midwest Road, Oak Brook Road, the east side of the residence and
Midwest Golf Course.
The future drive to Oak Brook Road should be located opposite the west bay of parking
to provide sufficient stacking space on Oak Brook Road between the drive and
Midwest Road.
All driveways should be provided with medians.
Since the main entry off Midwest Road has been moved closer to Oak Brook Road it
falls just south of the transition from four lanes to two lanes. The outside south-
bound lane on Midwest Road should be extended to the drive and marked "right turn
only". A study of this drive should be made. It is possible that a left turn bay
from the south would also be required.

Site Plan Recommendation
Gentlemen and Mrs. Reynolds:
Enclosed please find materials relating to the Special Use Application for
the Oak Brook Christian Center. As you will recall, this application was
approved on April 23, 1974 in Ordinance S-301, and was passed by the Board
of Trustees.
Section 1. of that Ordinance requires that the Oak Brook Christian Center
Church must appear before the Plan C"ommis-sizsn for approval of a final site
plan prior to the issuance of a building and commencement of construction
thereto. The site plan and the Bureau of Inspection Report is submitted
for your review and information along with background materials related to
the original application. An engineering report is also attached.
The ordinance floes not require a reapplication by the property owner,
although I understood that Mr. Jim Smith of Smith and Stevens Architects
will be present to review the site plan proposal with the Plan Commission
and will answer any questions pertaining thereto.

Comments from Chief Ehle , a review of the following documents ,
and an on site inspection are summarized below:

prepared by Webster & Associates , dated March 17 , 1967 .
3. Engineering plans for the Summit Avenue & Oak Brook
Road intersection prepared by DuPage County Highway Department ,
dated 1972

A. Driveway location and parking :
There should be no problem with the location
of either the driveway exiting to Oak Brook Road or the driveway
exiting to Midwest Road . Both locations appear to be satisfactory.
There is a nine to ten car storage length in eastbound Oak Brook Road
for cars turning right from the driveway to Oak Brook Road . There is
approximately a five car length storage bay for cars turning into
this driveway from Oak Brook Road . The distance from this drive to
the driveway serving the private residence to the west is almost 200
feet .
I am not in agreement with the geometry of these driveways as
I feel that they could be confusing to the motorists , however ,' I
believe this is a detail that could be worked out at the time of
final plan submittal .
I would like to recommend that the parking areas visable from
14idwest Road, Oak Brook Road , and the private residence to the
northwest of the Church be screened by a berm plantings or both.
B . Drainage :
The site is split into two sub-water sheds by a ridge line
that runs approximately in the center of the property in a north/
south direction . There is a minimum about of off site storm drainage
to this property. from the south . The general direction of run off is
to the north .
The easterly half of the site drainage is directed to the
ditch on the west side of Midwest Road . This ditch flours northerly
to an inlet constructed by the County when they improved the inter-
section, . This inlet is located about 370 feet north of the center
line of Oak Brook Road . It crosses under Midwest Road to a 24 inch
storm sewer located on the east side of Midwest Road . This storm sewer
flows north emptying into a ditch along the west side of Brook Forest
which eventually. drains into Ginger Creek . It is a safe assumption
that the capacity of this 12 Inch sewer and the 24 inch seater into
which it drains is insufficient to take a direct run off from this

property, therefore a detention/retention basin will have to be pro-
vided to regulate the flow of storm water into this system. The
west half of the property drains to a swale that leads to Midwest
County Club at a point about 170 feet south of the northwest corner .
This Swale terminates at a low point in the golf course and the
drainage from that point is undetermined . It should be noted that
there is a depressed area on the private residence property
approximately one hundred thirty feet north at the north west corner
along the Midwest Country Club property line.
There are three culverts under Oak Brook Road at the west
line of the property extended north . Two of these culvers are 18 inch
and 24 inch corrugated metal pipe. They outlet on the north side of
31st Street. The third pipe is a 18 inch vitrified clay pipe , the
outlet of which is unknown . The outlets from the ditch that the
18 inch and 24 inch CMP drain into is not readily apparent. Any
development plans for this property should indicate the eventual outlet
for storm water.
Due to the uncertainities of the storm water outlets for the
east half of the property it is difficult to determine at this time
wether the Village would require detention/retention basins . If
this area is annexed to the Hinsdale Sanitary District then detention
would be required by their ordianance.
3 . Water Suppler:
According to Chief Ehle an 8 inch fire line and
4500 gallon per minute fire flow are required for a building of this
type
The existing water distribution system located on the west side
of Midwest Road , ends at Mockingbird Lane . The size of the dis-
tribution system at this point is 8 inches . It is my recommendation
that this main be extended from Mockingbird Lane down the west side
of Midwest Road to a point necessary to serve the Church with a 12
inch water main . extension . This line will give as good a water supply
as can be expected under present conditions . A fire flow of 4500
gallons per minute will not be ottainable until the existing system
is reinforced . The system , with the installation of the 12 inch main ,
will be cable of delivering 1200 gallons per minute to this site. The
proposed 12" water main will be compatable to the ultiment water
distribution system for Oak Brook.
4. Sanitary Sewer :
Rev . Scott has indicated the desire to obtain
service from the Hinsdale Sanitary District rather than installing a
septic system. I would strongly recommend that .this be done if
possible .

had appointed qualified applicants for the positions of Lieutenant and Sergeant
from the present eligibility list.

Trustee Swain stated it would be 30 days before a full board is to meet, which

road needs a determination point. In view of the circumstances, and the
fact that a two-third vote is required to execute a contract, Trustee Swain
stated he would change his vote to expedite the project, even though he felt
the proposed improvement is not adequate and long range appraisal will prove
this a mistake.

C. 31st Street (Oak Brook Road) Route 83 to Midwest Road
Trustee Swain commented on the proposed four lane improvement of Oak Brook Road
west of Route 83. The County is to advertise for bids on April 26, 1974, with
the award to be made within 7 to 10 days and construction to begin as materials
are available. The County feels traffic counts have justified this addition of
two lanes and plan for the work to coincide with the Route 83) overpass. A
Pathway System will be provided approximately 20 feet south of the pavement
line and the preliminary engineering plans have been submitted to the village
for review.
Trustee Brown commented that historically the village has responded to the
requests of the residents and opposed any widening of York Road and/or Oak Brook
Road. At the meeting of ?March 12, 1974, this subject was tabled until Trustee
Swain could meet with the DuPage County Highway Department.
Trustee Brown moved - seconded by Trustee Rush. . .
That the Village Officials contact the County to review their position and
change their plans to leave Oak Brook Road from Route 83 to Midwest Road as
2 lanes

D. Oak Brook Christian Centre Church
Each trustee was provided with a copy of the minutes of the Zoning Board of
Appeals meeting of 'April 2, 1974, at which the Plan Commission was also in
attendance. The Plan Commission had recommended that a Special Use Permit be
granted according to the site plans submitted, with no conditions attached,
and the Zoning Board of Appeals also recommended that a Special Use Permit be
granted with no conditions or restrictions.
Trustee Rush recommended that this be returned to the Zoning Board of Appeals
until such time as plans have been finalized to take into consideration height
variations or any other variations that would be requested as their plans

Scott indicated his agreement with this, and at this time would like to know
if the Village would approve the use of the site for a church and school.

That the concept of a church and school as a Special Use request of the
Oak Brook Christian Centre Church, essentially as shown on Exhibit A,
be approved, subject to approval of final plans by the Plan Commission,
the Zoning Board of Appeals and the Village Board.

E. Campus Teams
President Howell commented on the recent developments of Campus Teams.
Hinsdale, to control development, took action to annex approximately 100 acres
of Campus Teams property. Campus Teams, to keep maximum flexibility of their
plans, approached Westmont for annexation. Oak Brook has informed Campus Teams
of their continued interest in working with Campus Teams to see what develop-
ment can be planned with the Oak Brook zoning standards. This is in keeping
with the position previously taken by the Board to hold to the zoning standards
with any property within the Village limits and try to keep the development
of property outside the limits compatible. Also, any effort for de-annexation
would be opposed.
President Howell requested a meeting be arranged prior to the Westmont Zoning
Board meeting with the Village Managers and Village Attorneys of the three
municipalities, and Trustee Rush.
Trustee Swain moved - seconded by Trustee Hayes. . .
That a representative be sent to the Westmont Zoning Board meeting of
April 24, 1974 to inform them of Oak Brook's concern over this matter and
request Westmont Zoning Board not to take action and further that a joint
meeting of Oak Brook, Hinsdale, and Westmont be established to try to
resolve the jurisdiction of the property.

April 2, 1974
Oak Brook Christian Centre Church.
Acting Chairman Fraser proceeded to swear in Rev. David Scott, pastor of the
proposed church. Rev. Scott explained his request for a Special Use Permit for
a church at Oak Brook Rd. and Midwest Rd. Rev. Scott presented interior and exterior
site plans (exhibits A, B, and C) for the proposed church. Mr. Fraser asked whether
a school was included as a part of the church. Rev. Scott answered affirmatively.
Plan Commission member Anderson noted that the size of the church and school had been
increased. Rev. Scott explained that the expansion from 500 to 750 seats was to
anticipate growth over a number of years. Plan Commission member Scott asked whether
a basement would be included. Rev. Scott answered negatively. Plan Commission
member Wunderlich asked how many services there would be on Sunday. Rev. Scott
ansti-.,eyed two. Mr. Wunderlich asked whether there was adequate parking space for the
proposed construction. Rev. Scott indicated that there were 360 parking spaces
provided and at two people per car, the parking available would exceed the present
requirements.
Zoning Board of Appeals member Muschler asked Rev. Scott if he was aware of Oak
Brook height limitations on construction. Rev. Scott indicated that he understood
that there was a 45 foot limitation. Plan Commission member Wunderlich noted that
the site plan that had been provided inciated the construction of a height greater
than 45 feet. Rev. Scott agreed that, yes this was the case but that he anticipated
applying for a variation at the apporiate time.
Zoning Board of Appeals member Lavery noted that there was a proposed high school
site in the immediate vicinity of the proposed church. Mr. Lavery asked whether
Rev. Scott anticipated any problems with the high school being in the immediate
vicinity. Rev. Scott indicated that he didn't see any problems and that he would
be very glad to see the high school constructed. Plan Commission member Wunderlich
noted that the church would increase traffic problems on Oak Brook Rd. and Midwest
Rd. , especially after the high school were built, due to the fact that the Rev.
expected as many as three hundred students to attend the school and the church.
Plan Commission member Wunderlich asked e Rev.ev. whether he had a school and church

Rev. Scott answered affirmatively. Plan Commission Chairman Barton asked that the
letter he had written to the Zoning Board of Appeals on March 27 1974 be entered as

an exhibit in this case in order to explain the Plan Commission's
p stand in regard
to the Oak Brook Christian Centre Church. Plan Commission Chairman Barton noted that
the information that had been received was different in one respect, i.e. , the
construction of the building would involve the need for a variation for height.
Chairman Barton noted that the construction site had been moved from 80 to 110 feet
from the road. Chairman Barton also noted that the proposed construction met
Oak Brook Zoning and Building requirements with the exception of the height variation.
Plan Commission member Wunderlich asked how solid the architectural rendering was
in terms of architectural change. Rev. Scott replied that the exterior in terms of
height was the only change that might be anticipated, but the basic construction
would remain the same. Zoning Board of Appeals member Skinner noted from the

architectural rendering it appeared that the height would be 75 feet. Rev. Scott
indicated that the building would be essentially as presented on the site plan.
Acting Zoning Board of Appeals Chairman Fraser asked if there were any further
questions. No one responded. The acting Chairman then requested from anyone in
the audience opposition to the plan, as proposed. Mr. James Murphy, an attorney for
the St. Joseph Franciscan Seminary, was sworn in by Chairman Fraser. Mr. Murphy
noted that neither he nor the Franciscan Fathers were opposed to the concept of a
church at the proposed site, but that the Franciscan Fathers did have a concern
about the set back requirements from Oak Brook Rd. and Midwest Rd. He noted that the
set backs had been improved since the original rendering and that this particular
objection was largely abrogated. However another item that had given the Franciscan
Fathers some concern was the water runoff from the increased ground coverage as a
result of the construction. Mr. Murphy indicated that before construction the
Franciscan Fathers would like to know about the drainage potential and its potential
impace on St. Joseph Franciscan property.
Chairman Fraser asked for any further opposing comments from the audience. No one
appeared. Mr. Fraser then asked if there were any further arguments in favor of the
proposed construction.
Mr. Albert, a resident of Oak Brook was sworn in. Mr. Albert indicated that Mr.
Murphy's drainage concern was unfounded in view of the fact that the drainage was
north rather than south in the area of concern. Mr. Albert suggested that Bronson's
was the dividing line between the north and south drainage and that what drainage
would result from the construction would go north rather than south of the Franciscan
Father property.
Chairman Fraser thanked the participants for their imput and proceeded to explain
the purpose of this joint meeting. Chairman Fraser noted that it was designed to
expedite matters regarding the Oak Brook Christian Centre Church proposal. Acting
Chairman Fraser suggested that the Plan Commission move on this issue first and then
the Zoning Board of Appeals would act. Plan Commission Chairman Barton concurred.
Plan Commission member Wunderlich expressed concern over the potential traffic
problem created by the Oak Brook Christian Centre Church proposal. Plan Commission
Barton asked whether local busses were considered by Rev. Scott. Rev. Scott answered
the possibility was there, and that any bussing would be oriented to local residents
rather than out of town residents. Chairman Barton suggested that height should
be considered in a recommendation from the Plan Commission. Chairman Barton noted,
however, that a reduction of height might not be aesthetically pleasing.
Acting Chairman Fraser of the Zoning Board of Appeals suggested that it would
not be appropriate at this time to consider the height issue. Mr. Fraser suggested
that the height issue would have to be resolved after action was taken for the
Special Use. Permit. The Plan Commission Chairman Barton concurred, Plan
Commission member Scott recommended that a Special Use Permit be, granted according
to the site plans (as submitted in Exhibits A, B, and C. ) and that the permit be
granted with no conditions attached. Plan Commission member Anderson seconded.

Oak Brook Christian Center Church Appeal - Sign
The reason the Oak Brook Christian Center Church was here
was to appeal a ruling made by the Building Commissioner with
regard to the sign on their property.
Chairman Frazer asked those who wish to appear on behalf
of the Oak Brook Christian Center Church to come forward.
Mr. Dave Scott was duly sworn in. Mr. Scott pointed out
that the reason they are in need of having the sign is because
they have to help their constituents find their Church property.
He pointed out that they are having difficulty finding the
correct property of the Church. They are now providing a bible
study on the property.
Mr.. Lavery asked if the Church has applied for building
permits. Mr. Scott stated that they have not yet done so.
Mr. Lavery asked if he could give his timetable on it. Mr.
Soctt stated that by Spring they hoped to be able to start
building.
Chairman Frazer pointed out to Mr. Scott that the Church is
a non-residential use in residential zoning and they must
meet the requirements of the Ordinance to that specific section.
Chairman Frazer asked those who wish to speak in favor of
the appeal to be sworn in. The following persons were sworn in.
Robert Pristo - Stated that he was with the Pastor Scott
here before. He stated that they were given permission to
build a church.
Goerge Welk - Glen Ellyn. He stated that he belongs to this
Church. Stated that by having the sign up some people having
seen the sign have joined the Church. He felt it was a real
asset to the community.
Chairman Frazer asked those speaking in opposition to
come forward. No one appeared.
Mr. Lavery moved that the appeal to over turn the
decision of the Building Commissioner be denied because
the petitioner has not sustained his appeal.

SUBJECT: Oak Brook Christian Center Sign
PETITIONER: Mr. David Scott
LOCATION: Midwest and Oak Brook Roads - Southwest corner.
ZONING: R-2
REQUEST: Appeal of Building Commissioner' s Decision.
COMMENT: Sign was erected in early December witli6ut the required
permit.
A phone message was left for Mr. Scott that the sign was
in violation of the Zoning Ordinance.
Sign was "red tagged" December 30, 1975.
Upon his return from a seminar in the first week of
January, Mr. Scott returned the call and informed us he
would immediately write a letter requesting board appro-
val for the sign.
We did not hear from Mr. Scott until after the sign was
carefully removed on January 17, by the village, and he
was notified of this action by phone.
In approximately half an hour, Mr. Scott delivered the
attached letter and picked up the sign.
The Bureau of Inspections does not have the authority to
grant his request as presented, nor, can we grant his
request to waive all fees.

January 24, 1975 of the reasons for not approving said
request.
Section XIV, B, 120, further defines a sign not to include
any display of any court, public, or official notice, nor

political unit, school, religious or charitable institut-
ion or organization.
Should the appeal be denied, Mr. Scott indicated he would
apply for a variation.

Gentlemen: .
We are appealing the decision_ of the Building Commission-
er to remove the sign we had placed on our property.
We are appealing this decision for the following reasons:
1) We have felt a need to be able to identify our
specific location to our constituents who are
interested in being able to identify the future
location of Christian Center. Since there are
very few residences adjacent to our property
and since there is another parcel which can
easily be mistaken for our property, we feel
it is very important to, in some way, identify
the specific parcel.
2) A church is unique, though understandably not
exempt, from ordinance, in that it is and shall
bring to the community services that no other
business per se offers . For that reason, it
was our opinion that perhaps some special con-
sideration should be made.
3) After reading the ordinance, it was my opinion
that we had complied with all requirements for
the placing of the sign. We did comply with
size, location, etc. , requirements.
4) The Building Commissioner cited that the reason
for the removal was that we were not in compli-
ance with Sec. V, G-1, which seems to deal. with
compatability of principal use and establish-
_ ment prior to principal use.

We are meeting regularly in the existing
residence for a Bible study which certainly
is a part of principal use. We have one
of our young men living in the residence so
as to maintain the property until construc-
tion is begun.
4) Since we have been meeting in the Paul Butler
School, 2801 South York Road since October 13 ,
1974, we consider ourselves to be a permanent
part of the community and thus, the identity
of our location is very critical to our success.
5) You all are obviously aware that we have in-
vested a great deal of time and a significant
sum of money in this ministry, and so it is
very important that we have every possible
opportunity to make our presence known while
not being offensive.
6) Finally, we do want to be cooperative and not
insist on special considerations , but it is
our opinion that our request, if granted, will
certainly be in keeping with the intent and
spirit of all related ordinances.
Any and all considerations will be deeply appreciated.

Dear Mr. Scott,
The Special Use that had been granted to Christian Center Church
was for the concept of a church and school as per the site plan
submitted, with final plans, in compliance with the Zoning ordi-
nance, to be reviewed by the Plan Commission, Zoning Board of
Appeals, and Board of Trustees.
Where the use of land or structures are more restrictive or less
restrictive than comparable standards imposed by any other pro-
visions of the zoning ordinance or any other law, ordinance, re-
solution, rule, or regulation of any kind, the regulations which
are more restrictive or which impose higher standards or require-
ments, shall govern.
Section VII, C, 1, d, permits nameplates and signs in R-2 zoning,
however, the Building Code requires a permit to be obtained in
advance of a structure being erected.
Section VII, B, 2, e, permits identification signs for non-resi-
dential uses, not to exceed 16 square feet, and not to be located
closer to the front lot line than one-half the depth of the re-
quired front yard.
A sign, by definition, is an "accessory structure" directing at-
tention to the principal use or activity conducted on the sane
lot upon which the sign is located.

Section V , G, 1, restricts accessory structures from being established
prior to the establishment of the principal use.
Therefore, considering the fact that a residence still exists on the
property and that a building permit has not been applied for, an
application for a "temporary sign" to be erected prior to the con-
struction of the principal use or drawing attention to the use being
held in another location, would not be approved.
An application can be filed to either appeal this decision or request
a variation. The filing date for a variation is the first day of any
given month for a public hearing in the following month. We are en-
closing an application for your convenience, and if you have any
further questions, please feel free to call.

Dear Mr. Ehle:
I am writing on behalf of Oak Brook Christian Center.
to request permission from the Village to leave
a sign on our property at Oak Brook Road and
Midwest Road. .
When we placed the sign, we carefully read the ordi-
nance regarding signs and felt we had fully com-
plied. I was surprised to discover that we were
perhaps in violation of ordinance and also had
been remiss in not first consulting the Village
before erecting the sign.
I am enclosing some polaroid shots of the sign. The
dimensions of the sign are 4 ' X 7 ' and it is less
than ten feet above the ground.
Gentlemen, we consider the display of this sign very
vital to the effectiveness of our ministry in
Oak Brook, and are asking for a special consider-
ation from the governing body regarding the con-
tinued display of the sign. I feel confident
that you will give this request an equitable
consideration since we are most definitely not a
commercial institution and our purposes are cer-
tainly in harmony with the highest interest and
