ORDINANCE NO.
AN ORDINANCE ESTABLISHING RULES AND PROCEDURES
GOVERNING THE OPERATION OF THE FACILITIES
KNOWN AS THE SPORTS CORE

WHEREAS, the Village of Oak Brook has acquired by contract the 269
acres of property and improvements heretofore known as the Butler Inter-
national Sports Core; and
WHEREAS, the Corporate Authorities of the Village have considered
establishing and now desire to establish definitive rules and regulations
governing the operation of those facilities and their use; and
WHEREAS, the Corporate Authorities of the Village deem the passage
of this Ordinance to be in the best interest and in furtherance of the general
welfare of the citizens of the Village of Oak Brook,
NOW, THEREFORE, RE IT ORDAINED BY THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK

SECTION 1: The provisions of the preamble hereinbefore set forth are hereby
restated as though herein fully set forth.
SECTION 2: There are hereby established rules and regulations governing the
operation of the facilities consisting of 269 acres previously known as the
Butler International Sports Core and the use of the same, the said rules and
regulations being those set forth in the attachment hereto, which by this reference
is incorporated herein and identified as Exhibit A hereto. f
SECTION 3. The rules and regulations set forth in Exhibit A hereto shall remain
in full force and effect until such time as the same are modified or amended by
action of the Corporate Authorities of the Village of Oak Brook

SECTION 4: This Ordinance shall be in full force and effect from an after its �
passage and approval as provided by law. This Ordinance shall be published in
pamphlet form.

OAK BROOK SPORTS CORE
GENERAL POLICIES
1. Insurance
Insurance is currently provided through policies purchased by the Butler Company.
The Village of Oak Brook is named as an additional insured for Sports Core related
coverage.
As these policies fall due for renewal, coverages for the Sports Core shall be
separated from other Butler Company operating coverages. At that point, the
Butler Company would continue to be the policy holder of policies unique to the
Sports Core, with the Village listed as an additional insured.
All policies have been reviewed and the coverages and fees found to be satisfactory.
2. Open Field Utilization
Requests to utilize the open field areas for recreational sporting events shall
be scheduled by the Sports Core Manager. Any non-sport open field use shall be
approved by the Village in coordination with the Sports Core Manager. Requests
shall be made at least 30 days in advance of an event. There shall be a user fee
of $20 per field (approximately 12 acres) for the first four (4) hours of. use
plus $5 for each additional hour or fraction thereof.
There shall be no camping or picnicing on the Sports Core. No events shall be
authorized or scheduled which require the installation of permanent facilities
or the alteration or obstruction of open field areas.
Cross-country skiing shall be permitted on any area of the Sports Core except
on the golf course greens.
Snowmobiles, motorbikes, motorcycles, and other off-the-road vehicles shall
not be operated on the Sports Core.
3. Airfield
The airfield certification will be transferred to the Village of Oak Brook.
The field will continue to be operated as a private facility under certifica-
tion as a Restricted Landing Area.
The airfield will be closed from November lst through April 30th. No refueling
facilities will be provided. The tie-down locations will be available to
Oak Brook residents upon application for $40 per month on a first-come, first-
serve basis. Anyone desiring to land at the facility shall first receive the
'*►' written permission of the owner or its manager following application and certi-
fication of appropriate insurance. All non-airfield based aircraft shall pay:
A $5 landing fee upon application for permission to land;
$10 for an overnight tie-down;
$15 for a weekend tie-down.
Airfield Building
The ding located at the south end of the airfield was not included in the
Sports Coi chase. The current occupant/owners shall be charged a. ground
lease of $240 p--el-month from November 1, 1977, through March 31, 1978, by which
time the building shams ave been removed from the premises.
5. Horse Show Facility:, \`
The horse show facility shall be available, on a-xental basis, for horse shows
in accordance with the following fees: -
Base charge: $1,000
Daily charger $ 500
plus any expenses incurred, including set-up and clean-up expenses.
The horse show facility shall be available for non-horse show events, for
$250 per day.

6. Redieh`s .House
The house, currently occupied by Mr. Rediehs, shall be rented to Mr Rediehs
from November 1, 1977, through May 31, 1978, .at a monthly rent of $25.
7. Rental. Insurance
Any person renting Sports Core facilities shall be required to provide proof
of insurance for the proposed event, indicating coverage of any risk not
adequately covered by the current Sports Core policies.
8. Bridle Paths
Sports Core bridle paths shall be open to the general public. All operators
of commercial stables shall pay a $500 annual fee for utilization of the
Sports Core bridle path system.
9. Monthly Reports
Certain reports and information regarding the Sports Core will be forwarded
monthly, on a timely basis, by the Butler Company for Village Board review;
such information includes:
a) A Profit and Loss Statement - indicating revenues by type and expenses by
category for each of the six activity areas including the monthly, year-
to-date, and budget figures.
b) An Operating Statement - indicating revenue and expenses for each of the
six activity areas including the monthly, year-to-date, and budget figures.
c) Weekly Revenue Reports - listing revenue for all significant sources of
revenue.
d) An Aged Accounts Receivable Report - including the number of accounts with
unpaid balances over 30 days old, the number over 60 days old, the number
of accounts whose charging privileges have been terminated, and the total
anounts delinquent.
e) A listing of the number of season memberships in the Bath and Tennis Club
and the Golf Course by type.
f) A Sports Core Calendar listing scheduled Sports Core activities for the
upcoming month including who, what, when, and where. This could be the
normal membership calendar and should not include any private Saturday
evening rentals of the Club House.
g) Special Events Report - listing all Special Events which were actually
held during the previous month, including private rentals of the Club
House facility indicating who, what, when, and where. '
h) Golf Activity Report - indicating the number of rounds of golf played that
month and year-to-date broken down as follows:

10. Application Forms
The following application forms are felt to be necessary for operation of the
Oak Brook Sports Core for 1978. Applications for B f T and Golf Club Member-
ship will be prepared by the Village in conjunction with the 1978 information
brochure. The other forms should be submitted for Village Board review by the
Manager:
a) Bath and Tennis Season Membership Application
b) Golf Course Season Membership Application
c) Open Field Use Application
d) Airfield Tie-down Application
e) Airfield Landing Application
f) Club House Use Application

Season Member Definitions:
Unlimited Season Member - permits holder to play at any time course is open.
Reserved starting times are required on weekends and holidays before noon.
Limited Season Member - permits holder to play at any time course is open on
weelOays and after 12 noon on weekends and holidays. Holder can play before
noon on weekends and holidays by paying one-half of the prevailing greens fee.
Resident - any person permanently residing within the corporate limits of
the 7111age of Oak Brook.
Non-resident - any person residing outside the corporate limits of the
Vi llge o-'-Oak Brook.
Family - a husband, wife, and their children. Children 16 years of age and
younger are not permitted to play: 1) before noon on weekends or holidays;
or 2) on Wednesdays. Children under the age of 14 years are not permitted
to play after 3:45 p.m. on weekdays unless accompanied by an adult. Children
shall -include any natural or adopted children or wards who are unmarried
and under 21 years of age.
Junior - a minor child eleven (11) to seventeen (17) years of age. Junior
mT em e s may play any time except: 1) Wednesdays; 2) weekends and holidays
before noon; 3) if 13 years of age or under, after 3:45 p.m. on weekdays
unless accompanied by an adult.
Senior - any person 65 years of age or older. Senior members may play any
Tune except: 1) Wednesdays; or 2) weekends and holidays before noon.
`Resident Identification Card -`permits holder to play for prevailing Resident
greens fee rate. _
POLICIES:
1. Oak Brook Businesses
Businesses within the corporate limits of the Village of Oak Brook, or their
employees, shall be entitled to purchase Single Resident Memberships to the
Oak Brook Golf Club. Anyone purchasing a season membership under this policy
shall be required to present-a current certification of employment from his
employer. Businesses, or their employees, not holding a season membership
will pay the Non-resident greens fee rates.

2. Golf Club Season Membership
A Golf Club Season Membership shall include a Social Season Membership to the
Bath and Tennis Club entitling members to utilize the Club House dining facilities
�-- throughout the season and to invite unlimited dining guests. Season Members
will be issued a plastic card indicating the type of season membership and
the member's name. Such cards will be used for identification and for charging
at the Oak Brook Golf Club and the Oak Brook Bath and Tennis Club. All accounts
will be payable upon receipt of statements. Any balance not paid within 30 days
shall be charged an interest fee of 1.5% (18% annual rate) . Charging privileges
on any accounts with unpaid balances over 60 days old will be canceled.
3. Resident Identification Cards
A resident of Oak Brook who does not hold an annual Golf Club Season Membership
shall obtain an annual Resident Identification Card to qualify for resident
greens fee rates. Such cards shall be issued through the Village Hall without
charge upon application and verification of residency.
4. Bath and Tennis Club
Season Memberships at the Bath and Tennis Club shall not include Season Member-
ship privileges at the Oak Brook Golf Club. However, Bath and Tennis Club
Season Membership Cards can be used at the Oak Brook Golf Club to qualify
for appropriate greens fee rates and may also be used for charging privileges
at the Oak Brook Golf Club.
S. Golf Leagues
All golf leagues shall be charged Resident rates. Golf league tee times will
not be scheduled on Wednesdays or Thursdays, or after 6 p.m.
6. Golf Outings
No golf outings will be scheduled until the Oak Brook Golf Club has been ex-
panded to 18 holes.
7. Golf Lessons
Lessons will be available for a fee through the Oak Brook Golf Club pro.
8. Golf lesson fees shall be posted at the Oak Brook Golf Club pavilion.
9. Charges for golf. lessons shall be paid for or charged through the Oak Brook
Golf Club.
10. Golf Season
The Oak Brook Golf Club shall be open from April lst until November lst.

Season Membership Definitions:
Famil y Season Member - will include husband, wife, unmarried sons and
UEFgFters to their 26th birthday, and married sons and daughters and their
families until the 21st birthday of the husband. Membership will entitle
the participant to utilize all the facilities at no additional charge:
except for food, beverage, and special charges for private services
throughout the season.
Individual Season Member - will be an individual at least 21 years of;age.
- Membership will entitle the participant to utilize all the facilities at no
additional charge: except for food, beverage, and special charges for
private services throughout the season.
Social Season Member - will include husband,. wife, unmarried sons and
daughters to t eir 26th birthday. Membership will entitle participants
to utilize the Club House dining facilities throughout the season and to
invite unlimited dining guests.
Bath and Tennis Guests - will be individuals registered by a Family or -,d
Individual Season Mem er to utilize the tennis courts or swimming pools
and shall be limited to five visits per season. Guests may not charge
vouchers and must be accompanied by the member at all times.
Dining Guest - will be an individual accompanied by a Season Member who
wwill 'tted to utilize the Club House dining facilities. There shall
be no limit on the number of visits; but a guest may not charge vouchers,-_------
and must be accompanied by a member at all times.
POLICIES - General: ,
1. The Club Managerts primary responsibility shall be t management and operation
of the Club House facilities and luncheon and-di -16.c programs. In order to
maximize the potential for success in t' -: operations, the Club Manager shall
have an extensive resta t capability.

5. Food and beverage charges at the Barbecue shall be paid for by utilizing "chits"
worth 25¢ each. A $10 book of chits (40) can be purchased at the Club House
by utilizing a Season Membership card.
6. All charges for lessons shall be charged through the Bath and Tennis Club.
7. Fee schedules for lessons shall be posted at the Club House.
8. Seasonal locker rentals shall be on a first-come, first-serve basis. Not more
than 600 of the lockers shall be rented.
POLICIES - Club House:
1. The Club House will be open to members beginning Memorial Day. Operating hours
will be:
9:00 a.m. 8:00 p.m. Tuesday, Wednesday, Thursday,
Friday and Sunday
9:00 a.m. -` 5:00 p.m. Saturday
CLOSED Monday, except Holidays
2. The locker facilities will be open to members beginning Memorial bay. Operat-
ing hours will be:
7:00 a.m. - dark Seven days a week
3. The Club House facility will be available for rental by Members or Non-members
for private parties or events through application to the Sports Core Manager.
Prior to Memorial Day the facility will be available for rental any day for the
following fee:
a) Cleaning performed before and after, no kitchen use

After Memorial Day the facility will be available for rental on Saturday after
5:00 p.m. for the following fee:
a) $150 Members or Residents
b) $250 Non-residents
Persons renting the Club House facility for a catered meal or private party
with catered food shall use a caterer who has been approved by the Club Manager.
Any expenses incurred in conjunction with a Club House facility rental shall
be charged to the persons renting the facility, in addition to the prevailing
Club House rental fee.
4. Club House food service facilities shall be available to Family, Individual,
and Social Season Members and their guests beginning Memorial Day as follows:
Barbecue: Seven days a week 11:00 a.m. - 7:00 p.m.
Bar Service: Tuesday through Friday, $ Sun. 12:00 noon - 8:00 p.m.
Saturday 12:00 noon 5:00 p.m.
Luncheon Service: Tuesday through Sunday 12:00 noon - 2:30 p.m.
Dinner Service: Thursday, Friday, and Sunday 6:00 p.m. - 9:00 p.m.
Bar and luncheon service will be available on Holidays. Reservations for groups
over six persons shall be required for the luncheon and dinner service.
A 15% service charge for tips and gratuities will be added to all luncheon,
dinner, and bar charges. This service charge will be distributed to employees
by the Club Manager on an appropriate basis.
POLICIES - Swimming Pools:
l. The pools will be operated beginning on Memorial Day and closing the day after
Labor Day. They will be open to Family and Individual Season Members seven
days a week from 1:00 p.m. to 8:00 p.m.
2. The time period from 9:00 a.m. to 1:00 p.m. will be available to Family or
Individual Season Members for swimming and diving lessons from Club instructors
or for the scheduling of special events. A time schedule will be established
setting aside the lesson and special event time blocks. The time period from
8:00 p.m. to 12:00 a.m. will be available for private parties.
3. Anyone scheduling the pools before 1:00 p.m. or after 8:00 a.m. , except for
instructional purposes, will be charged $30 per hour for their use. This
fee includes the provision of lifeguards for the scheduled hours.
POLICIES Tennis Courts:
1. The tennis courts may be utilized by Family or Individual Season Members. The
tennis courts will be operated from May 15th through September 15th. The nets
will be up and the courts open on a first-come, first-serve basis from May lst
to May 15th and from September 15th to October 15th. The courts will be open
seven days a week from 7:00 a.m. until dark. Tennis lessons can be scheduled
through a Club instructor.
