S- 444 AN ORDINANCE AMENDING ORDINANCE S-438 , "AN ORDINANCE ESTABLISHING RULES AND REGULATIONS GOVERNING THE USE AND OPERATION OF THE FACILITIES KNOWN AS THE SPORTS CORE," AND ESTABLISHING POLICIES FOR THE OAK BROOK GOLF CLUB WHEREAS, the Village of Oak Brook has heretofore acquired 269 acres of property and improvements previously known as the Butler International Sports Core, and now known as the Oak Brook Sports Core; and WHEREAS, the President and Board of Trustees of the Village of Oak Brook have previously established rules and regula- tions governing the operation of the Sports Core facilities through ` the adoption of Ordinance S-438, passed and approved August 26, 1979 ; and WHEREAS, the said President and Board of Trustees deem the amendment, of those rules and regulations established pursuant to Ordinance S-438 to establish specific policies for the use and opera- tion of the municipal golf course known as the Oak Brook Golf Club to be in the best interests and in furtherance of the general wel- fare of the citizens of the Village of Oak Brook. NOW,. THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows : Section 1: That the provisions of the preamble herein- before set Wirth are hereby adopted as though herein fully set forth.. Section 2 : That Ordinance S-438 be and is hereby amended by adding thereto and incorporating therein Oak Brook Golf Club Basic Policies , the said Policies being those attached hereto, labelled Exhibit - 111 11, consisting of 7 pages, and hereby made a pant hereof. Section 3: That all ordinances or parts thereof in conflict with the provisions of this Ordinance be and the same are hereby repealed to the extent of such conflict. Section 4': That the provisions of this Ordinance are deemed severable-and the validity or invalidity of any part thereof shall not affect the validity of the remaining provisions thereof. Section S That the Village Clerk is hereby authorized and directed to pub lish this Ordinance in pamphlet form in the ;manner provided by law. Section 6 That this Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form, all as required by law.. Definitions Unlimited Season Membership - permits holder to play at any time course is open. Reserved starting times are required on weekends and holidays before noon. Limited Season Member - permits holder to play at any time course is open on weekdays and after 12 noon on weekends and holi- days. Holder can play before noon on :weekends and holidays by paying one-half of the prevailing greens fee. Resident - any person permanently residing within the cor- porate limits m is of the Village of Oak Brook. Non-resident - any person residing outside the corporate-. limits of the Vi` 11age of Oak Brook. Corporate Resident Employee - any person employed on a full time basis whose primary place of employment is within the corpor- ate limits of the Village of Oak Brook. Junior - a minor child eleven (11) to seventeen (17) years of age. Junior members may play any time except: 1) Wednesdays ; 2) weekends and holidays before noon; 3) if 13 years of age or under, after 3: 45 p.m. on weekdays unless accompanied by an adult. Senior any person 60 years of age or older. Senior members may play any time except weekends and holidays before noon. Resident Identification Card - permits holder to play for prevailing Resident greens fee rate. There is no charge for this card. Junior and Senior Resident Identification Card - permits holder to qualify for the ten (10) percent discount rate when applicable. There is no charge for this card. Holder must be a Village Resident . Season Member persons paying season pass fees . B. Policies : 1 . Oak Brook Businesses Employees of businesses within the corporate limits of the Village of Oak Brook shall be entitled to purchase Resident Season Memberships to the Oak Brook Golf Club. Anyone purchasing a season membership under this policy shall be required to present a current certification of employment from his employer. Employees not holding a season member- ship will pay the Non-resident greens fee rates. 2 . Golf Club Season Membership A Golf Club Season Membership shall include a Social Season Membership to the Bath and Tennis Club entitling members to utilize the Club-House dining facilities throughout the season and to invite unlimited dining guests . Season Members will be 'issued a plastic card indicating the type of season membership and the member's name. Such cards will be used for identification and for charging at the Oak Brook Golf Club and the Oak Brook Bath and Tennis Club . All accounts will be payable upon receipt of statements. Any balance not paid within 30 days of the billing date shall be charged an interest fee of 1. 5% (180 annual 'rate) . Charging privileges on any accounts with unpaid balances over -60 days old will be canceled, E X H I .B I T 11<< Page 1 of 7 3, Identification Cards A resident of Oak Brook who does not hold a current Golf Club Season Membership Card or a current Bath and Tennis Club Member- ship Card must obtain an annual Resident Identification Card to qualify for resident greens fee rates . Junior or Senior residents must obtain an annual Junior or Senior Identification Card to qualify for discount rates as ,.applicable . Such cards shall be issued through the Village Hall without charge upon application and verification of residency or age. 4. Bath and Tennis Club Season Memberships at the Bath and Tennis Club shall not include Season Membership privileges at the Oak Brook Golf Club. However, Bath and Tennis Club Season Membership Cards can be used at the Oak Brook Golf Club to qualify for appropriate greens fee rates and may also be used for charging privileges at the Oak Brook Golf Club. S. Golf Lessons Golf League tee times will be scheduled only between the following times : Monday 7: 30 AM - 9 : 30 AM 4 : 00 PM - 6 :00 PM Tuesday 7 : 30 AM - 9 :30 AM 4 :00 PM - 6 :00 PM Wednesday --- --NONE--- ----- Thursday 7 : 30 AM - 9 : 30 AM Friday 7 : 30 AM 9 : 30 AM ' 4 :00 PM - 6 :00 PM 6 . Golf Outings A golf outing. may be arranged through the Golf Pro/Manager if, in the Pro/Manager' s judgement, such a function will not significantly affect daily fee play. 7 . Golf Lessons Lessons will be availabe for a fee through the Oak Brook Golf Club Building. 8. Golf Season - The Oak Brook Golf Club Driving Range shall be open from April 1st until November 1st. The golf course will be open daily for play as soon after July 6 , 1980 , as construction and weather permits . SEASON MEMBERSHIP FEE SCHEDULE - 1980 The following season membership fee schedule can best be analyzed in terms of the number of 18 hole rounds of golf required to be ' I before the purchaser of such a membership breaks even over paying the regular green fee rate. The weekend rate was utilized for unlimited and limited regular memberships since most such rounds will be played in this prime time. The weekday rate was utilized for limited Junior and Senior memberships. Resident Non-Resident Unlimited $300 $400 Limited 250 350 Junior 150 •250 Senior 150 250 There are 30 weeks between April 1st and November lst. It is currently anticipated that the course will open on July 7, 1980 immediately following the Western Open Golf Tournament. From that date to November 1st includes 17 weeks (65% of the season) and 16 weekends (53% of the season) . Since these rates must be established at an early date, only fifty (50) percent of the above rates would be charged for the 1980 season. E X H I B I T "I" Page 4 of 7 E. PERMANENT RESERVED WEEKEND STARTING TIMES Tee times will be available for 18 holes from 5: 30 a.m. to 12 :00 p .m. on Saturdays , ' Sundays, and Holidays . Times will be scheduled 6 minutes apart teeing off 9 foursomes per hour and leaving one tee time unassigned as the "starters time" for adjust- ments . Foursomes only will be scheduled for these times. The permanent reserved weekend starting time draw would be held in March 1980 after the brochure is mailed. The order of draw- ing would be as follows : 1. Unlimited Resident Season Members 2 . Unlimited Corporate Resident Employee Season Members 3. Unlimited Non-Resident Season Members 4. Limited Resident Season Members S . Limited Corporate Resident Employee Season Members •" 6 . Limited Non-Resident Season Members 7 . Residents 8 . Corporate Resident Employees 9 . Non-Residents The drawing is proposed to be held under the following conditions : 1 . One person of a foursome can qualify for a drawing category. 2 . One person of a foursome must be present at the drawing. 3 . Only foursomes may apply for the drawing. 4. A person may apply as a member of only one foursome. 5 . A deposit must be paid at the drawing upon assignment of a tee time for each player in the foursome on the following basis : Unlimited Member - No deposit Limited Member - $ 5 . 50 deposit non-resident $4. 50 Resident All others $11.00 deposit non-resident -$9.00 Resident 6. If all tee times are filled the drawing would continue to establish a stand-by list of golfers . These stand- by foursomes could fill in any times that are cancelled before the golf course opens or could fill in those times that are cancelled during the playing season. 1 E X H I B I T "1" Page 5 of '7 1 _ _ t The deposit would be handled as follows : If a tee time is not cancelled at least 7 days prior to play, and the foursome does not show for play, the deposit would be forfeited. Also, if less than a foursome shows for play, the deposits for persons not showing would be forfeited unless these spots are filled in by other golfers . If a forfieted deposit is not replaced within 48 hours , that tee time would become available to foursomes on the waiting list for permanent assignment . Non-permanent weekend and holiday starting :times can be re- served 7 days in advance on a first-come, first-serve basis to any twosome, threesome, or foursome . These reservations can be made in person or by telephone . Each week the times available would include the morning times not taken in the permanent draw if any, and all afternoon times . Reservations would not be needed during the week when times would be available on a first-come, first serve basis . E X H I B I T "I" ; Page 6 of 7 i i F. GOLF LEAGUES A Golf league is any group of golfers of significant size for which a standard block of starting times is reserved on a consistent basis , normally weekly. There would be two golf league categories , twilight golf leagues and morning golf Leagues . Twilight golf leagues would be scheduled on Mondays, Tuesdays , and Fridays between the hours of 4: 00 PM and 6 :00 PM. These times would be assigned to Oak Brook businesses or Oak Brook organi- zations on a first-come, first-serve basis . If these times are not filled by Oak Brook businesses or organizations by May 1, 1980 or by September 30th in any normal full year, these league times would then become available to any group on a first-come, first serve basis. Morning leagues would be scheduled on Mondays, Tuesdays , Thurs- days , and Fridays from 7 : 30 AM through 9 : 30 AM. These league times would be assigned for 1980 first to those leagues who had times at the old Oak Brook Executive Golf Course in 1978 and then to all other groups on a first-come, first-serve basis. The golf league schedule times listed above may be extended for an Oak Brook organization or business golf league, provided the golf manager, with the concurrence of the Sports Core Manager, deter- mine that such an extension is into a time period with a low level of play where daily fee use would not be significantly effected. Golf league participants would pay the applicable resident green fee rate. Under this policy the golf league schedule would currently appear as follows : Twilight Leagues : Monday - 4: 00 F??
