S-908 - 07/28/1998 - LIBRARY - Ordinances ORDINANCE 98-LY-E1-S-908 AN ORDINANCE ADOPTING A POLICY FOR USE OF PUBLIC ACCESS COMPUTERS AND ELECTRONICALLY-DELIVERED INFORMATION FOR THE OAK BROOK FREE PUBLIC LIBRARY WHEREAS, in an endeavor to fulfill its mission, the Oak Brook Public Library seeks to develop quality collections, resources and services designed to meet local needs including access to the electronic libraries in the delivery of quality services for its patrons; and WHEREAS, the Oak Brook Public Library provides personal computers which have access to electronically-delivered information generated through the Internet, on-line subscription services, CD- ROMs and Library catalogs; and WHEREAS, one of the chief recommendations contained in Serving our Public is that library governing boards adopt and periodically review their written policies for the operation of their libraries; and WHEREAS, it is in the best interests of the Village of Oak Brook that the attached Policy For Use Of Public Access Computers And Electronically-Delivered Information For The Oak Brook Free Public Library be adopted. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: That the provisions of the preamble hereinabove set forth are hereby adopted as though fully set forth herein. Section 2: That the Policy For Use Of Public Access Computers And Electronically-Delivered Information For The Oak Brook Free Public Library, a copy of which is attached hereto and incorporated herein as Exhibit A, is hereby approved and adopted in its entirety. Section 3: That the Village Clerk is hereby authorized and directed to publish this ordinance in pamphlet form in the manner provided by law. Section 4: That this ordinance shall be in full force and effect from and after passage and approval pursuant to law. Section 5: That all ordinances or parts thereof in conflict with the provisions of this ordinance be and the same are hereby repealed to the extent of such conflict. Approved as to Form: Wm (.,t- Village Attorney Published 7/29/98 Pamphlet Form Date Paper Not Published EXHIBIT A Policy for Use of Public Access Computers and Electronically-delivered Information Mission In endeavoring to fulfill its mission, the Oak Brook Public Library seeks to develop quality collections, resources and services designed to meet local needs including access to the electronic information which is deliverable through the Internet and other publicly accessible information systems. Definition of Electronically-delivered Information OBPL provides personal computers which have access to electronically-delivered information generated through the Internet, online subscription services, CD-ROMs and Library catalogs. Use of Computers and Electronic Resources The use of Library equipment and all electronic resources shall be in accord with procedures established by the Library Director. Each person must complete the OBPL user form prior to first use of equipment. Users under 18 years of age are required to have a parent/legal guardian sign the user form in person in the Library. Library computers and electronic resources may be used for legal purposes only. Users may not upload anything onto Library equipment. Use of personal software is not permitted. Users may not alter or attach equipment to the Library's hardware. No files may be saved on Library computers. Unacceptable uses include, but are not limited to: harassment of other users; libeling or slandering of other users; destruction of or damage to equipment, software, or data belonging to the Library or other users; disruption or unauthorized monitoring of electronic communications; or unauthorized copying of copyright-protected material. Internet Disclaimer As an unregulated medium, the Internet differs from the Library's collection in that it is not organized, cataloged, or evaluated by the Library staff. The Library has no control of the Internet and its resources and assumes no responsibility for the quality, accuracy, or currency of any Internet information. OBPL assumes no responsibility for any damages, direct or indirect, arising from use of its Internet services. It is the responsibility of the Library user to check all computer files and software retrieved via the Internet for viruses before loading them onto his or her personal computer system. OBPL does not monitor and has no control over information accessed through the Internet and cannot be held responsible for its content. As with other Library materials, restriction of a child's access to the Internet is the responsibility of the parent/legal guardian. E-mail The Library does not offer electronic mail accounts. Review of Policy This policy shall be reviewed biennially.
