RECOMMENDED MOTION: Move to approve Ordinance 2015-TC-RR-G-1058 an
ordinance amending Schedule VII("Parking Prohibited at all times on certain streets") of
Section 7-2-1 ("Traffic Schedules") of Title 7("Motor Vehicles and Traffic")
of the Village Code of the Village of Oak Brook in relation to Posted No Parking.
Background/History:
Butler School District 53 reconfigured the parking and access to Brook Forest Elementary
School over the 2015 Summer break. There is a new traffic pattern that includes an enlarged
parking lot and queuing lane. This configuration now extends through a curve in the roadway of
Regent Drive. The Superintendant has requested that we erect no parking signs to prohibit
parking on the school side of the roadway for just an hour in the morning and in the evening
during drop offs and pickups to increase sight lines and enhance traffic safety. The Police
Department would concur with the request. Public Works has advised that the prohibition would
require the erection of eight(8)no parking signs at a cost of$300.00.
Recommendation:
Request the Village Board approve the attached ordinance prohibiting parking on the North side
of Regent Drive between the eastern parking lot driveway access and the western main circle
drive access of Brook Forest Elementary School and post the appropriate signage "No Parking
On School Days 7AM—8AM 3PM—4PM"

AN ORDINANCE AMENDING SCHEDULE VII ("PARKING PROHIBITED
AT ALL TIMES ON CERTAIN STREETS") OF SECTION 7-2-1
("TRAFFIC SCHEDULES") OF TITLE 7 ("MOTOR VEHICLES AND TRAFFIC"),
OF THE VILLAGE CODE OF THE VILLAGE OF OAK BROOK
WHEREAS, pursuant to Section 11-42-12 of the Illinois Municipal Code, 65 ILCS 5/11-42-12, the
Village has the authority to regulate parking within the Village; and
WHEREAS, Butler School District 53 has requested that, to increase traffic safety, the Village
prohibit parking on the north side of Regent Drive in front of the Brook Forest Elementary School during
certain hours of the school day ("Parking Regulations'; and
WHEREAS, the President and Board of Trustees of the Village deem it advisable and in the best
interest and in furtherance of the general welfare of the citizens of the Village that the Village Code be
amended to adopt the Parking Regulations;
NOW THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Ordinance as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Amendment to Schedule Section 7-2-1. Schedule VII, entitled, "Parking
Prohibited At All Times On Certain Streets," of Section 7-2-1, entitled "Traffic Schedules," of Title 7,
entitled "Motor Vehicles&Traffic,"of the Village Code shall be, and is hereby, amended as follows:

Section 3: Severability. If any provision of this Ordinance or part thereof is held invalid by a
court of competent jurisdiction, the remaining provisions of this Ordinance shall remain in full force and
effect, and shall be interpreted, applied, and enforced so as to achieve, as near as may be, the purpose
and intent of this Ordinance to the greatest extent permitted by applicable law.
Section 4: Effective Date. This Ordinance shall be in full force and effect from and after its
passage, approval, and publication in the manner provided by law.

Dear Chief Kruger,
We would like to recognize the extraordinary efforts of the Oak Brook Police Department and
their dedication to ensure student safety in Butler School District#53. Deputy Chief Cates has
been instrumental in guiding our staff to improve our Crisis Response Plan. He provided the
leadership and conducted the staff training for the active shooter drills conducted at Butler Jr.
High School and at Brook Forest School in August. Officer Garrett Church has completed an
outstanding year of student support and education related to safety, following in the esteemed
footsteps of Officer Erica Huff. Officer George Peterson has also provided substantial onsite
support to students and staff. Our students, families, and staff have all benefited from the
extraordinary efforts of your officers.
With our new Brook Forest and Butler Junior High parking and traffic procedures in place, your
staff was again on site to help improve traffic safety. It was clearly noticed that it would be very
advantageous for parents and community safety if parking restrictions were enforced on the
northbound side on Regent Drive during schools hours. We respectfully request that parking
signage be added in front of school grounds along the northbound side of Regent Drive. The
signage should read: No Parking Per Police Order 8:00 a.m. — 9:00 a.m., 3:00 p.m. —4:00 p.m.
Monday through Friday. We hope that you will be able to accommodate this important request.
We also offer our sincere thanks for protecting the well-being of our children, families, and staff
and for offering exceptional enforcement services to our community.
