SUBJECT: Award of Contract—Police Department Livescan Fingerprint and Mugshot
Booking System

RECOMMENDED MOTION: I move that the Village Board waive further bidding since
the State of Illinois already conducted the bid process and approve a Professional Service
Agreement in the amount of$23,060 with iTouch Biometrics for the Livescan Fingerprint
& Mugshot System and approve Resolution 2015-PD-LIVESCAN-PG-R-14$9.
Background/History:
The Village of Oak Brook purchased the original Livescan fingerprint system in 1999 from
Identix. In 2005, both the Livescan fingerprint and mugshot systems were upgraded with new
hardware and software. On March 31, 2016, Identix will also no longer provide a maintenance
agreement for the current system—as a result these systems will need to be replaced.
Over the past year, the DuPage County law enforcement community has been working on a
countywide solution to replace the aging and inefficient law enforcement records system. This is
the main records and police report writing software used by 90% of agencies in DuPage County
that also allows for information sharing between agencies. Several police departments have been
in need of new Livescan technology but had been waiting for the new records management
system to be identified by project managers. Simultaneously a subcommittee chaired by Oak
Brook Police put together demonstrations of several Livescan vendors to determine if we could
achieve economies of scale in both the purchasing of the equipment and the integration costs of
the Livescan data with the records system. This investigation has led us to recommend the
iTouch system. The company has offered Oak Brook and the other DuPage County communities
a competitive price at state bid pricing. Purchasing iTouch will also allow for the cost sharing of
interface software and setup between their equipment and the new records system with our
partners across the County. There may also be an opportunity for the ETSB to pick up these
costs in the future.
Recommendation:
That the Village Board waive further bidding since the State of Illinois already conducted the bid
process and approve a Professional Service Agreement in the amount of$23,060 with Much

A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING
AND AUTHORIZING THE PURCHASE OF A BIOMETRICS AND LIVESCAN FINGERPRINT AND
MUGSHOT SYSTEM FROM (TOUCH BIOMETRICS, LLC
WHEREAS, the Village Police Department's fingerprint and mugshot system is in need of
replacement("System"); and
WHEREAS, led by the Village, several DuPage County law enforcement agencies joined together
to negotiate with iTouch Biometrics, LLC of Schaumburg, Illinois ("iTouch'% a competitive price for the
purchase of the System equal to the prices negotiated by the State; and
WHEREAS, due to the large number of municipalities joining in the negotiation, purchasing the
System through iTouch likely will result in significant savings for the Village; and
WHEREAS, because the State of Illinois already negotiated a competitive price for the System,
the Village staff has recommended that the Village waive competitive bidding and approve the purchase
of the System from iTouch; and
WHEREAS, the President and Board of Trustees, being fully advised in the premises, have
determined that it is in the best interests of the Village and its residents to so waive competitive bidding
and to approve the purchase of the System from iTouch;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding
requirements for the purchase of the System is hereby waived in accordance with Section 1-7-4 of the
Village Code.
Section 3: Authorization of Purchase of the System. The President and Board of Trustees
hereby approve the purchase of the System from iTouch for a price not to exceed $23,060.00.
Section 4: Authorization and Execution of the Agreement. The Village Manager and Village
Clerk shall be, and hereby are, authorized to execute the agreement attached hereto as Exhibit A after
receipt of the final agreement fully executed by iTouch.
Section 5: Effective Date. This Resolution shall be in full force and effect from and after its
passage by two-thirds of the Trustees and its approval in the manner provided by law.
