1. CALL TO ORDER:
The regular meeting of the Oak Brook Commercial Revitalization Committee of the
Village of Oak Brook was held in the West Wing Conference Room of the Butler
Government Center and called to order by Chairman Jeff Kennedy at 3:05 pm.
2. ROLL CALL:
Secretary Linda Gonnella called the roll with the following persons:
PRESENT: Chairman Jeff Kennedy, Joe Endress, Dennis Hiffman, Raj Lal, Tracy
Mulqueen, Harry Peters, Robert Sanford, Jeff Shay.
ABSENT: Champ Davis, Chuck Fleming and Marcia Tropinski.
IN ATTENDANCE: Gopal Lalmalani, Village President; Trustee Michael Manzo; David
Niemeyer, Village Manager and Robert Kallien, Community Development Director.
3. APPROVAL OF MINUTES
A. Review of the January 17, 2012 Meeting Notes (No Quorum)
Motion by Member Hiffman, seconded by Member Peters to approve the Meeting Notes
of the January 17, 2012 Commercial Revitalization Committee as presented. VOICE
VOTE: Motion carried.
4. UNFINISHED BUSINESS
A. Promenade Signage Update
Manager Neimeyer discussed gateway signage into the Village to improve Oak Brook's
image. Chairman Kennedy explained that Dennis Hiffman has offered to pay $25,000 for
gateway signage to the Promenade. He commended him for his offer and would hope that
other entities in Oak Brook would consider this. Lighting would be included on the
signage as well as the Village logo. It was a consensus of the Committee to accept his
proposal.
5. NEW BUSINESS
A. Election of a Vice Chairman
Chairman Kennedy requested that a Vice Chairman should be elected to the Committee in
his absence. Motion by Member Peters, seconded by Member Lal, to elect Jeff Shay Vice
Chairman of the Committee. VOICE VOTE: Motion carried.
B. Traffic Roundabout at York& Harger Roads Presentation
Public Works Director Houlihan gave a PowerPoint presentation of a proposed
roundabout at York and Harger roads. The objectives were to eliminate the jug handle at
Woodside and Harger roads, allow access to I-88 ramp from York Road northbound and

provide for future access to property east of York and Harger roads. Some of the issues of
the proposal are the easements and right-of-way required from York Township and the Du
Page Forest Preserve; modifications to Roosevelt Road off ramp requires IDOT approval
and traffic modeling required to ensure adequate flow. The next step requires a consensus
for design and facility confirmation of a $14,000 facility study and coordination with
York Township, the Tollway Authority and IDOT. Chairman Kennedy indicated that this
would go before the Village Board for their approval of a $14,000 facility study to look at
the geometries of the proposal.
Motion by Member Sanford, seconded by Member Endress, to approve the $14,000
facility study of the roundabout to be presented to the Village Board for their approval.
VOICE VOTE: Motion carried.
6. OTHER
A. Discussion of Other Projects
1. Modifications to the Signage Ordinance
Community Development Kallien discussed several items in the signage ordinance that
need to be updated. Such items mentioned were banner, monument and temporary signs,
wall signs and variance in parking lot grades of commercial buildings.
Motion by Member Sanford, seconded by Member Endress that the proposed
modifications by Community Development Kallien would be forwarded to the Plan
Commission for their review and then return to the Committee with their findings. VOICE
VOTE: Motion carried.
2. Cleaning up of the Commercial District Zoning Ordinances
Chairman Kennedy discussed the inconsistency of some of the commercial zoning
districts that need to be updated. Such items included names of entities, update of special
events, fast track certain types of items between zoning and special uses.
Motion by Member Sanford, seconded by Member Lal that Community Development
Kallien address the Commercial District Zoning Ordinances to reduce its complexity and
redundancy. VOICE VOTE: Motion carried.
3. Any other projects
Community Development Director Kallien gave an update of the Pinstripes project
indicating that its proposed opening is in September, Hub wishes to take down the
building at 2000 Clearwater and should receive a permit in two weeks. John Buck has
contacted the Village and plan to bring some small retail stores to their property.
Chairman Kennedy explained that he and Community Development Director Kallien were
interviewed as the Village of Oak Brook is one of three finalists being considered for a
municipal development award.

Motion by Member Lal, seconded by Member Peters to adjourn the Regular Meeting of the
Commercial Revitalization Committee at 4:20 p.m.
