A RESOLUTION APPROVING AN AGREEMENT BY AND BETWEEN
THE VILLAGE AND CHARLES PIPAL, A.I.A. FOR ARCHITECTURE AND PROJECT MANAGEMENT
SERVICES FOR THE OAK BROOK HERITAGE CENTER DRAINAGE IMPROVEMENT PROJECT
WHEREAS, the Oak Brook Heritage Center ( "Center") was constructed in 1922 and added to
the National Historic Register in 2003, and
WHEREAS, the Center is both home to the Village historical artifact collection and serves as a
community meeting space; and
WHEREAS, the Village has been engaged in renovating the Center; and
WHEREAS, the Village applied for, and was awarded, a $75,000 grant from the Illinois
Department of Commerce and Economic Opportunity ( "IDCEO") to improve the drainage in the Center
( "Grant"); and
WHEREAS, the Village has received the proposal attached hereto as Exhibit A from Charles
Pipal, A.I.A. ( "Pipal ") for Pipal to provide architecture and project management services for the drainage
improvement project at the Center ( "Services") for a fee not to exceed $15,000.00; and
WHEREAS, pursuant to Section 1 -7-6 of the Village Code, the Village is not required to put
contracts for the services of architects, engineers and land surveyors out for competitive bid or proposal;
and
WHEREAS, the President and Board of Trustees, being fully advised in the premises, have
determined that it is in the best interests of the Village and its residents to approve an agreement
between the Village and Pipal for Pipal to provide the Village the Services ( "Agreement ");
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are incorporated into, and made a part of, this
Resolution as the findings of the Village President and Board of Trustees.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby
approve the Agreement in a final form acceptable to the Village Manager and the Village Attorney and in
an amount not to exceed $15,000.00.
Section 3: Authorization and Execution of the Agreement. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the final Agreement on behalf of the Village after
review and approval of the final form of the Agreement by the Village Manager and the Village Attorney.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.

1. Project Team and Roles
Charles Pipal, AIA— Project Architect
Charles Pipal is a licensed architect and educator with extensive experience in historic
preservation. As an ardent advocate for heritage preservation for over two decades, he
has taught at the School of the Art Institute of Chicago's Historic Preservation Program
Master of Science Program, served on numerous preservation advocacy boards, and
has been involved in all aspects of the construction process. His recent relevant
building projects include the rehabilitation of Immanuel Hall in Hinsdale for the Hinsdale
Historical Society, where he acted as architect and the conversion of a storefront
garage building at 39 East Quincy Street in Riverside into a viable commercial building,
where he acted as owner, architect and general contractor.
Mr. Pipal will serve as Project Architect and will be responsible for the architectural bid
package including specifications and drawings required for work. Specifically, Mr. Pipal
will provide on site measuring, drawing and photography, perform limited archival
research and develop design solutions appropriate to the task and historic nature of the
property. In addition, Mr. Pipal will work with the Oak Brook Historical Society, the
Village of Oak Brook, and the Illinois Historic Preservation Agency to evaluate potential
design solutions as they relate to the grant specifications, historic context of the
property and functionality museum. During the construction phase, Mr. Pipal will be
available on an as- needed basis to help resolve technical issues.
Dan Ruzic — Project Manager
Dan Ruzic has served as President of Chicago Project Management, a company he
founded in 2003. His particular area of expertise is historic structures. His building
projects include the restoration of numerous religious properties in the near western
suburbs, Immanuel Hall in Hinsdale, and the La Grange Theater Building.
Mr. Ruzic will serve as Project Manager and will help facilitate the bidding and
negotiations and construction phases of work. In additional, Mr. Ruzic will consult in the
preliminary design and design development phases, provide value engineering and
technical expertise as they relate to particular design solutions. Mr. Ruzic will be the
principal party responsible for authorizing pay requests, performing field visits during the
construction process, reviewing any required submittals, and working with the general
contractor on their construction schedule. Mr. Ruzic will also perform punch lists and
project close -out services as required to complete the project.
Full curricula vitae for the two team members can be found in the attached appendix.
Additional qualified individuals may be included in the project team on an as- needed
basis only. These may include an architectural draftsperson and an associate project
manager. Additionally, during the initial pre - design phase it may be determined that the
services of a civil engineer is required.

2. Project Scope and Definition
The project scope has been defined by the DCEO Agreement and by a preliminary
walk- through performed on December 11, 2012. In summary, the following is our
understanding of the extent of the work required under the grant:
1. Gutter and downspout repair as required
2. Crack repair and sealing of the cast in place concrete foundation on the
west wall of the basement
3. Removal of the existing small retaining wall and raised planting bed
adjacent to the lower level west entrance at the area near the crack
4. Reconfiguration of the subsurface storm drainage system along the west
exterior wall
5. Reconfiguration of the existing grade along portions of the west exterior
wall. This may include the introduction of new sidewalk drains.
6. Reconsideration of the partially exposed concrete foundation wall near the
west entry. A new solution will be proposed which will better protect the
interior from water infiltration.

3. Scope of Services
The proposed architectural services required will include the following phases:
1. Pre - design Phase — Includes site measuring and limited archival research
to obtain existing drawings and historic photographs. It is understood that
the Public Works Department and the Oak Brook Historic Society will
assist in providing electronic base information of any existing site plans
and historic photos.
2. Schematic Design Phase — Includes the production of preliminary design
solution(s) for discussion /submission purposes. It is anticipated that one
meeting with interest parties will be required during this phase.
3. Design Development Phase — Includes the production of further defined
and dimensioned design solutions for preliminary submittal to regulatory
authority review. For purposes of this proposal, it is assumed that a digital
(non - printed) submission will be acceptable. It is also assumed that the
Department of Public Works will provide review and input as to the
adequacy of the design solution.
4. Construction Documents Phase — Includes the production of a simplified
"Project Manual" format for construction documents comprised of small
format drawings and specifications required for bidding, permitting and
work. It is understood that the Public Works Department will assist in
providing the required front -end "boiler plate" specifications, as our typical
with village construction projects. Typically, these sections include
information on site access, bid procedures, prevailing wage requirements
and bonding and insurance information.
The project management services required will include the following phases:
1. Design and Construction Documents Phases — The project manager will
consult on an as needed basis with the architect regarding technical
issues and value engineering
2. Bidding and Negotiations Phase — Includes the scheduling of a pre -bid
walk- through, the establishment of bid deadlines, and the coordination and
evaluation of submitted bids.
3. Construction Management Phase — Includes the review of submittals,
review of the contractor's construction schedule, scheduled site visits to
insure compliance with the construction documents, processing and
approval of any requested change orders, and the approval of pay
requests.
4. Project Close -out Phase — Includes the preparation of a final punch list
and punch list compliance for project completion and the submittal of final
documentation in compliance with the DCEO Grant requirements.

4. Fee Basis
The project fee will be billed by its component parts (Design /Engineering and
Construction Management and Oversight) and will be calculated by direct billable time
of staff assigned to the project. The hourly rates are as follows:
Project Architect $ 110.00 1hr
Project Manager $ 110.00 /hr
Architectural Draftsperson* $ 45.00 /hr
Project Management Assistant* $ 65.00 /hr
* Only if required
The total fee will not exceed $7,500 total for Design /Engineering portion and $7,500
total for the Construction Management and Oversight Portion.
It is assumed that the interim and final Project Manual submission will be in digital
format (PDF) and the printing of the project manuals for distribution will be done by the
Village in- house.
It is understood that any typical project expenses incurred by the architect and project
manager will not be billed as reimbursable expenses and will paid as part of their hourly
fee. These include travel and vehicle costs, in house printing expenses, telephone
charges, and postage and courier fees.
It is assumed that forensic material testing and soil testing is not required. It is also
assumed that the need for illustrative renderings and perspective drawings are not
required. If the Village deems these services as required, the services can be provided
as an additional service with fees outside of the scope of this proposal.
If it is deemed by the architect, project manager and the Village that the condition of
subsurface drainage lines must be evaluated by camera or other means, it is
understood that the Village would be responsible for those services.
The fee stated does not include the services of a civil engineer. It is agreed that the
Village of Oak Brook will provide in -house technical expertise and consultation for the
civil engineering aspects of work. It is anticipated that this assistance will involve
determining the location, size, connections and adequacy of existing and modified
subsurface storm sewer lines.
Billing
One invoice will be provided each month for the work performed. Payment is due with
15 days of billing.

The documentation and restoration of historic structures is a primary focus of this

2001 -2008
The restoration and adaptive reuse of Immanuel Hall involved many phases. Included
in the project has been the evaluation of existing conditions, the development of
drawings for the Historic American Building Survey, pre- design consultation,
accessibility and reuse design development, and development of construction
documents for use as a new resource and assembly center for the Hinsdale Historical
Society.

The Mayslake Estate was saved from demolition by efforts of the Mayslake Landmark
Conservancy and the DuPage County Forest Preserve. Charles Pipal, AIA authored an
Historic Structures Report, and more recently provided the architectural services for the
restoration of the historic gate and realignment and reconstruction of the flanking
entrance walls.

For archival purposes, the owner of this 1886 Queen Anne Style home in Hinsdale was
interested in a complete set of HABS quality drawings. The documentation consisted of
a site plan and history of the property, elevation drawings, floor plans, sections, and

The documentation of the Middaugh Mansion for the Village of Clarendon Hills involved
the production of twelve 24" x 36" sheets for submittal to the Historic American Building
