RESOLUTION R- 572
STATE NMWATES REPaRX3MUM ACT RESOLUTION
WHEREAS, the State of Illinois has continuously imposed unfunded state
mandates on local governments; and
WHEREAS, the cost of unfunded state mandates has placed financial
burdens on local governments; and
WHEREAS, the opportunity to provide services is best determined by local
officials; and
WHEREAS, the continued mandated programs from the State eroded local
control; and
WHEREAS, the citizens of each and every community have direct access to
local governments; and
WHEREAS, those citizens share local elected officials' concerns about
the cost for providing vital services; and
WHEREAS, the General Assembly and Governor Edgar have provided an
opportunity for the people to speak this election year; and
WHEREAS, Public Act 87-0919 provides for an advisory non-binding
referendum to be placed on the November 3, 1992 ballot which states as
follows:
"Should the Illinois General Assembly, in order to stop increasing
property taxes due to unfunded mandates on local government,
approve a resolution for a State Constitutional Amendment
prohibiting the General Assembly and Governor from adopting new
unfunded State mandates that impose additional costs on units of
local government?"
NOW, THEREFORE, BE IT RESOLVED BY THE RE SIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAR BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS that we do
hereby unconditionally support an affirmative vote by the citizens of this
community at the November 3, 1992 election.
PASSED AND APPROVED this 8th day of September , 1992, by the
President and Board of Trustees of the Village of Oak Brook, DuPage and Cook
Counties, Illinois, according to a roll call vote as follows:
