Our. analysis of this data indicates that a 3.3% increase to all Ranges for non-union employees would be appropriate. Oak Brook Police Officer Mucha, noted the specific duties of a police dog assisting a police department. Police Chief Fleming has requested a canine unit for the Police Department as part of his budget. 1. MEETING CALL: The Committee-of-the-Whole meeting fMonday, March ho8, 1993, was tcalled to order by President Bushy in t Village Commons at 7:48 p.m. The Clerk called the roll with the following persons PRESENT: President Bushy, Trustees Bartecki, Mayer, Payovich, Shumate, Skinner and Winters. ABSENT: None. IN ATTENDANCE: Bruce F. Kapff, Acting Village Manager; Vince Long, Assistant to Village Manager; Maggie 'Powers, Finance officer/Treasurer; Charles McAdams, Sports Core-Manager; James Fleming, Chief of Police; Robert Nielsen, Fire Chief/Building Commissioner; Dale L. Durfey, Jr. , Village Engineer; Doug Patchin, Public Works Journeyman; and Lt. Allen Pisarek, Police Department. 2. ANNUAL SALARY PLAN REVIEW: Acting Village Manager Kapff comanented on the lateness of the Cook County salary range analysis. It will be reviewed when it is received by the Village. Information was presently receiveid via telephone and presented to the Board. The recommended adjustment for all non-union employees would be modified by adjusting all Ranges (1 through 13) by 3.3% effective January 1, 1993. The follcwing comments .iere addressed by Staff and the Village Trustees: Trustee Mayer requested a development of a more appropriate procedure for next year's review of the Village's Salary Administration Plan. Trustee Bartecki noted the proposed salary increase of 7.22%, health insurance increase of 20.83%, and pension increase of 5.33+ would be a 32.4% over-all increase for an employee. Trustee Bartecki vtax cannotcpayefor tthe cost Of Village's theenployeet salary and increased utility benefit increases each year. Finance Officer Powers addressed the Pension Funds. The Illinois legislature made some changes in the contributions of the State Pension Funds. State mandates a 17.25% contribution for the Firefighters Pension Fund and 14.29% for the Police Pension Fund. It was the consensus of the Village Board to accept the material received from Staff and direct the Village Attorney to draft the necessary resolution revising salary ranges for the March 9, 1993 Village Board meeting. 3. 1993 BUDGET: Finance Officer Powers discussed the Capital Equipment Replacement Fund and the Infrastructure Maintenance Fund. Due to the increase in sales tax collections, monies may be transferred from the Corporate Fund to establish these funds. Finance Officer Powers noted the Public Works infrastructure expenditures has been reduced by $1.3 million, as the expenditure has been placed in the 1994 road repair budget. Trustee Mayer requested a 5% contingency fund be placed in the budget. I j Trustee Bartecki inquired into the increase of the sales tax revenue. President Bushy stated Staff has been working with Springfield for an explanatio;. whether the increase is due to commercial residents or the Shopping Center. She has scheduled meetings with major taxpayers in the Village to ascertain whether the present tax increases-are short term in order to improve the budgeting process. Trustee Bartecki requested a Corporate Revenue Fund f $5 million itoa cover the operational needs of the Village P ace replacement fund for prioritized equipment. He noted the Village would be in dire straights without the utility tax. President Bushy requested Finance Officer Powers to remove the $40,000 income tax surcharge from the budget. Finance Officer Powers stated the Public Hearing on the budget is scheduled for March 22, 1993. The proposed budget will be on display Wednesday for public viewing. The Corporate Fund will be discussed at the Public Hearing. Trustee Shumate requested an account for all the equipment. Rapff, Acting village Manager SUBJECT: 1993 Employee Pay Plan and Salary Administration Plan Amendments for Non-Union Employees Attached for your review and approval is a resolution approving the 1993 Employee pay Plan, which incorporates the 3.3% salary range adjustment for non-union employees considered by the village Board at its C.O.W. meeting of March 8, 1993, as well as amendments to the Salary Administration Plan. During the past year we completely revised our Employee/Supervisor Performance Appraisal system. New job performance evaluation language is contained on page 5 of the salary Administration Plan. DEPARTMENTAL_REPORTS - SPECIAL AREAS: DEPARTMENTAL REPORTS Environmental Concerns & Public Works: Trustee Payovich - Requested the Village not proceed with the metric conversion without some form of governmental funding: She further noted the Stormwater Management Commission wishes to institute a user fee for its service. The Board should contact Staff if they have any questions. Finance; Purchasing; and Hotel, Convention and Visitors Committee: Trustee Bartecki - No report. Personnel & Library: Trustee Mayer - No report. Planning & Zoning: Trustee Skinner - No report. r Public Safety: Trustee Winters - The Police Department has installed operational security cameras in the V.1llage Commons. A buzzer system will be installed at the east doors after closing hours. A sign at the west door will indicate to enter at the east entrance. The 22nd Street/Butterfield Road corridor has been named a "designated driver area" with present liquor license holders encouraging patrons to participate in the designated driver program. Free soft drinks are given to the designated driver. Officer Nugent is overseeing the project. Sports Core: Trustee Shumate - No report. Village President: President Bushy - Participated in discussion with Ace Hardware relocating. Their office will remain within the Village of Oak Brook to the year 2009. Trustee Winters extended the Board's appreciation and the Village of Oak Brook for her diligence in having our commercial tenants remain within the community. i 10. UNFINISHED BUSINESS: C.
