WHEREAS, pursuant to Ordinance R-579, passed March 9, 1993, the corporate
authorities approved the Employee Pay Plan for calendar year 1993; and
WHEREAS, the corporate authorities have amended Ordinance R-579 from time to

time; and
WHEREAS the Village Manager has recommended the approval of certain change in
staffing in the Administration Department; and ,!
WHEREAS, the President and Board of Trustees have considered the proposed j.
staffing and reorganization of the Administration Department and approve its
immediate implementation.
NOW, THEREFORE, BE IT RESOLVED By THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: That the provisions of the preamble hereinabove set forth are
hereby adoptedas though fully set forth herein.
Section .2: . That the 1993 Employee Pay Plan For Non-Union Employees is amended !
by creating the position of Purchasing Director/Grants Coordinator, Salary Grade 12.
Section 3s. That the 1993 Employee Pay Plan For Non-Union Employes is further
amended by deleting the position of Assistant Finance Officer, Salary Grade 10. i
Section 4: The Village Board finds that the foregoing amendment to the 1993 j
Employee Pay for Nan--Union Employees conforms with the guidelines set forth in
the Salary Administration Plan which was previously adopted by the Board on February
28, 1984, pursuant to Resolution R-362.
Sect_ ion 5: That the foregoing amendment to the Employee Pay Plan For Non-
Union Employees for 1993 is hereby approved.
PASSED AND APPROVED this 24t day of August, 1993, by the President and Board
of Trustees of the Village of Oak Brook, DuPage and Cook Counties, Illinois,
according to a roll call vote as follows:

PURCHASING DIRECTORIGRANTS COORDINATOR
JOB DESCRIPTION
Nature of Work
This is a department head level position in charge of all purchasing and grant activities
within the Village. Responsibilities include overall management of the Village's
purchasing systems in order to take advantage of cost-saving activities. It also requires
coordination with all Village departments to assist them in obtaining grants where
available.
Examples of Work Performed
1. Manages, directs and organizes purchasing activities including centralized office
supply inventory.
Issues all purchase orders and approves all purchase requisitions, verifying the
proper selection of vendors and obtaining best prices available.
3. Prepares and reviews specifications for bids and proposals.
4. Directs and participates in the analysis review and award of all Village bids and
proposals in accordance with applicable laws, regulations and procedures.
5. Coordinates with departmental representatives to determine purchasing needs and
specifications.
6. Identifies and, as necessary, qualifies vendors and suppliers. Maintains contact
With vendors and keeps informed of new products, market conditions and prices.
7. Attends Village Board meetings as necessary to explain bids, proposals and other
unusual bid recommendations.
8. Recommends the transfer of materials, supplies and equipment to or between
departments and to trade equipment as may become surplus, obsolete or
unusable.
9. Prepares and periodically recommends modifications to the Village's purchasing
manual.
10. Prepares grant applications for submittal to appropriate agencies.
11. Meets with various Intergovemmentai agencies and Village committees in the
preparation of grant applications.
12. Handles the execution of all grant applications, contracts, documents, plans and
any other supporting material.

13. Monitors approved grant projects to insure they do not exceed specified budget
levels.
