A RESOLUTION SUPPORTING

EFFORTS TO RECLASSIFY AIR QUALITY STATUS
i

WHEREAS, protection of the environment is of critical importance to all
citizens of the State of Illinois, including Oak Brook; and
ii
WHEREAS, the Chicago Consolidated Metropolitan Statistical Area (CMSA) 9
i
has been designated by the U.S. Environmental Protection Agency as a "severe"
ozone non-attainment area under the Clean Air Act Amendments of 1990; and
WHEREAS, this classification is based upon data collected in the years
1987-1988-1989 at 24 monitoring stations in Illinois and Wisconsin; and
WHEREAS, the single monitoring station driving the severe classification it
is located at Chiwaukee Prairie in Wisconsin and, although included for !!
monitoring purposes in the Chicago CMSA, Chiwaukee is included in the
Milwaukee non-attainment area for the purpose of ozone management; and
WHEREAS, this monitoring station was shown to have faulty calibration
during a 1991 quality control test and this calibration system has since been
corrected; and
WHEREAS, the severe classification for the Chicago CMSA actually delays
the deadline for clean air ozone attainment levels from 1999 to 2007; and
WHEREAS, the severe classification mandates an unwarranted layer of
government and unnecessary, complex, and costly regulations upon the
taxpayers, the employees, and the workers of Illinois, particularly in the
Chicago metropolitan area;

NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS that, although
we understand the need to address concerns associated with the mobile source
contribution to ozone non-attainment, as well as the need to reduce traffic
congestion, we challenge the designation of the Chicago CMSA as a severe ozone
non-attainment area based upon faulty methodology and questionable data; and

BE IT FURTHER RESOLVED that we urge the Governor of the State of
Illinois, The Honorable Jim Edgar, to examine the basis and to use this
methodology and data and to request that the U.S. Environmental Protection
Agency correct the classification of the Chicago area to the appropriate non-
attainment classification of serious rather than severe; and
BE IT FURTHER RESOLVED, that the Governor of the State of Illinois also
request that, in fairness, stationary sources in the Chicago zone non-
attainment area have nine years from the date of reclassification of the air
quality in the Chicago CMSA to achieve clean air attainment; and
BE IT FURTHER RESOLVED, that suitable copies of this preamble and
resolution be sent to the Governor of the State of Illinois, the Chairman of

the Illinois Senate Transportation Committee, the Chairman of the Illinois
House Transportation and Motor Vehicles Committee, members of the Illinois
General Assembly, the Illinois Corridor Transportation Management Association,
and each member of the Illinois Congressional Delegation.
