RESOLUTION 93-EPA-R-607

WHEREAS, all employers of 100 or more employees, including municipal-
ities, are required by state law to implement trip reduction programs known as
the Employee Commute Options (NCO) law; and
WHEREAS, municipal governments are responsible for public safety in
their communities; and
WHEREAS, the effectiveness of public safety is dependent upon the
ability of fire, police and emergency medical personnel to respond to
unforeseen emergency situations; and
WHEREAS, the effectiveness of public safety employees may be diminished
by the Employee Commute Options law which restricts the employee's commute to
office or remote locations; and it
WHEREAS, the schedules and on-call nature of public safety employees are
not conducive to trip-sharing programs such as car pools;
Now, THEREFORE, BE IT RESOLVED THAT THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS urge that the
definition of "employee" in the Employee Commute Options (BOO) law be changed,
by law or rule, to exclude public safety employees; and
BE IT FURTHER RESOLVED that this resolution be sent to the Governor of
the State of Illinois, the Chairman of the Illinois State Transportation
Committee, the Chairman of. the Illinois House Transportation and motor
Vehicles Committee, members of the DuPage Delegation, Secretary of
Transportation, Chairman of the ECo Advisory Committee and the Chicago Area
Transportation Study.

SUBJECT: Clean Air Act Related Resolutions
Pursuant to your direction, I have drafted the following resolutions with respect to the
Clean Air Act.
A Resolution Supporting Efforts to Reclassify Air Quality Status
A Resolution Calling For Exemption of Public Safety Employees From
Employee Commute OWIons (ECO)
Because the resolutions addressed essentially different topics, I found that it was best to
draft two separate resolutions rather than attempt to combine them in a single
resolution.
I understand you will consider these resolutions at your November 23, 1993 regular
meeting.
