RECOMMENDATION: That the Village Board adopt the attached resolutions,which
approve the 1997 Salary Plan and Salary Administration Plan for non-union employees and
amend the Fair Labor Standards Act Policy accordingly.

In order to reflect the current content of the position,the Clerk/Typist position has been re-
titled Police Records Clerk and re-classified from Grade 1 to Grade 2. This change will not
have significant budgetary impact.
The Librarian position has been re-classified from Grade 8 to Grade 9 as the second step in a
two-step process (begun with the 1996 Salary Plan)to accurately reflect the current content of
the position and the market for masters degreed librarians. Additionally,the part-time
Circulation Services LTA and Technical Services LTA positions have been re-titled
Circulation Supervisor and Technical Services Supervisor,respectively,moved to FLSA
exempt status(40 hour applicable work week with no eligibility for overtime pay),and
classified as Grade 8 positions. This step implements the conversion of these positions to full-
time,provided that this change is approved with the 1997 Budget.

the motion to pass Ordinance 96-BU-EX3-S-865,"An Ordinance
Adopting The Budget Of The Village Of Oak Brook For 1997",as
presented and waive the full reading thereof and direct staff to notify
the Board of Trustees in writing of pending increase in personnel for
discussion with the appropriate staff or placed as an agenda item for
Village Board approval when requested. ROLL CALL VOTE:
Ayes: 5 - Trustees Kenny,Mclnemov, Payovich, Savino and
Shumate.
Nays: 0 - None.
Absent: 1 - Trustee Bartecki. Motion carried.
Village Attorney Martens clarified that the amendment to the motion
is not engrafted in the Ordinance but shown in the minutes.

The Village's Salary Administration Plan provides for paN ranges to EES FOR 1997

twelve months ending on the preceding September 30, or based on
other factors, in the Board's discretion. The Salary Administration
Plan also provides that the Salary Plan will be further monitored by
means of a consultant pay and classification study every three years
beginning in 1994. The first such review was completed in 1994 and
implemented in 1995. 'Thus, we are entering the final year of a cycle
that will involve another outside review in 1997 and implementation
in 1998.
The proposed 1997 Salary Plan reflects an adjustment of 2.8 percent
to all pay grades, consistent with the change in the relevant CI'I for
the twelve months ended September 30. Other changes reflected in
the Salary Plan are primarily of a "ltousekeepinc." nature.

1. CONCUR IN AWARD BY THE VILLAGE OF HILLSIDE- VILLAGE OF
WATER INTERCONNECTION AGREEMENT: HILLSIDE -
WATER INTER-
The Village Board, at its meeting of October 24, 1995,approved a COMOECTION 1
Municipal Water System Interconnect Agreement between the Village
AGREEMENT
of Oak Brook and the Village of Hillside. The Agreement provided
that the Village of Hillside would prepare plans and specifications and
competitively bid the project,which consists of interconnecting the
two water systems with a ten-inch water main for emergency use.
Hillside contracted with MTA, Inc. (Consulting Engineers) to prepare
plans and specifications and bids were publicly opened on November `
25, 1996.
The Agreement provided further that if construction costs exceed
$42,000, each municipality must approve going forward with the
project. The Village of Hillside did so at their November 25th
meeting and will enter into an agreement with Vian Construction once
the Village of Oak Brook concurs in the amount of contract.
