SUBJECT: 1995 Salary Plan&Salary Administration Plan
RECOMN ENDATION: That the ViLage Board adopt a resolution
approving the 1995 Salary Plan and Salary Administration Plan in the form
attached hereto.
At last night's Committee-of-the-Whale meeting, there was consensus among the Board
members present to accept our recommendation that action on the compensation plan
documents to be effective as of Jeonuary 1, 1995 be separated from any subsequent action
based on the PAR Group study,and that the Salary Plan and Salary Administration Plan be
approved as recommended.
At the meeting, I presented one additional recommendation regarding the Salary
Administration Plan, which had been overlooked inadvertently in the initial
recommendations. That recommendation concerns Section V, I, of the Salary
Administration Plan, which deals with Working out of Classification and appears at the
top of Page 5 of the document. I recommend that the threshold time period for
receiving additional compensation be changed from 30 days to 14 days. This change
will make the Salary Administration Plan consistent with the police labor agreement and
will have ordy minimal impact, as this situation arises infrequently. Fourteen days is a very
common working-out-of-class threshold period.

Once again, the other substantive features of the 1995 Salary Plan and Salary
Administration Plan are as follows:
• Position titles not in use have been deleted (e.g., Auto Mechanic, Business
Registration Clerk).
• Grades 1 through 12 have been adjusted by the recommended 4 percent.
• Grade 13 (Village Manager)has not been adjusted.
• Section H. C. of the Salary Administration Plan has been amended to clarify that
the Salary Plan may be adjusted based on factors other than the CPI and to establish
a general procedure for considering such amendments, or other amendments based
upon the triennial consultant review.
• Section V. E. of the Salary Administration Plan has been amended to provide that
Special Merit Adjustments may be approved by the Village Manager only after
notice to the Board and opportunity for the Board to disapprove the action, rather
than requiring specific Board approval.
• Section V. F. of the Salary Administration Plan has been amended to clarify the
procedure for adjusting the salary of the Village Manager and to delete provisions
calling for Board review and approval of normal salary adjustments for department
heads.
Regarding the PAR Group study, I plan to conduct a workshop with department heads
toward developing specific additional recommendations for the Board. We intend to solicit
further comments from employees and would welcome the Board's further thoughts on the j
study and the Committee-of-the-Whole discussion as we proceed.

Motion by Trustee Kenny, seconded by Trustee McInerney, to pass
Resolution 95-SAP-EX2-R-636 as presented and waive the full reading
thereof. ROLL CALL VOTE:
Ayes: 5 - Trustees Bartecki, Calzaretta, Kenny, McInerney and
Payovich.
Nays: 0 - None.
Absent: 1 - Trustee Shumate. Motion carried.
8. DEPARTMENTAL REPORTS - SPECIALTY AREAS: DEPARDIENTAL
REPORTS
Environmental Concerns and Engineering: Trustee Payovich - Deer killing in
scheduled for the Fullersburg Woods Forest Preserve in order to eliminate the
overpopulation of deer. None has been planned in the Forest Preserve near
Yorkshire Woods. The activity is handled by DuPage County.
