Pursuant to the discussion at the February l; Committee-of-the-Whole meeting, we have prepared a resolution to revise the order of succession to the Village President for purposes of disaster declaration and emergency management which would abandon the seniority method in favor of an order established by the President on the basis of availability and expressed willingness to serve. If the Board adopts this resolution, President Bushy will need to designate three Interim Emergency Successors in the immediate future. Any municipality may provide by ordinance that such method or methods shall be the exclusive method or methods for the disposition of garbage, refuse and ashes to be allowed within that municipality. Such ordinance may be enacted notwithstanding the fact that competition may be displaced or that such ordinance may have an anti-competitive effect. ..."
