RECOMMENDED MOTION: I move that the Village Board waive further bidding since
the State of Illinois already conducted the bid process and approve a Professional Service
Agreement in the amount of $50,677.84 with SEPS, Inc. for the Information Technology
Division Data Center Backup Electric Power System and approve Resolution R-1502,
Background/History:
An uninterruptible power supply or UPS is an electrical apparatus that provides emergency
power to a load when the input power source, typically the main power supply fails. A UPS
differs from an auxiliary or emergency power system or standby generator in that it will provide
near-instantaneous protection from input power interruptions, by supplying energy stored in
batteries. A UPS is typically used to protect hardware such as computers, data centers,
telecommunication equipment or other electrical equipment where an unexpected power
disruption could cause business disruption or data loss. In addition, UPS systems also provide
extended run-time capabilities until an adjunct electrical supply can be brought on-line.
The Information Technology Division currently uses rack mount UPS units that have an on-
battery runtime of only a few minutes. In addition the current units do not have fail over
capabilities. If one of the current UPS units fails, all devices powered by the UPS also fail. The
current UPS units are at the end of their life expectancy and are scheduled for replacement.
Information Technology Division staff has been researching replacement UPS systems that will
provide for extended run-time capabilities and along with other advanced features. There are
several reasons we recommend the Eaton BladeUPS data room operations:
• The current UPSs are "break in power" which can cause switches to drop during a power
disruption before the Generator kicks on. B1adeUPS is a"no break in power" system.
The transition to UPS protection will be seamless.
• This configuration will provide more runtime in the event of a generator failure—for
graceful shutdown or to allow additional time to bring an adjunct emergency generator
on-line. If needed, additional batteries can be added to extend the run-time of the system.
• The system provides an A/B environment for dual and single corded devices (fault
tolerance). If one segment of system fails, the other segment supports the load.
• The BladeUPS is modular—provides flexibility as it can be moved or reconfigured based
on future needs. Modularity also reduces the time required to do repairs, if needed.
• Conserves valuable rack space with 12 kW of power in only 6U of rack height, including
batteries.
• Accommodates growth by enabling building-block upgrades from 12 kW to 60 kW in a
single rack enclosure.
• Reduces energy costs and cooling needs through best-in-class efficiency performance.
• Delivers highest levels of reliability at the rack with patented Powerware® Hot Sync
paralleling technology and intelligent bypass design, field proven in thousands of large
data centers globally.
• Simplifies installation and service with true plug-and-power connections and hot-
swappable batteries and electronics modules.
• Increases battery life through ABM®technology, resulting in more uptime and fewer
battery replacements.
• The Eaton Intelligent Power Software Suite allows a global view across the entire
computer network from any PC. The system is extremely versatile, the software is
compatible with power devices supporting a network interface, including other
manufacturers' UPSs, environmental sensors, ePDUs, shutdown applications and more.
Recommendation:
That the Village Board waives further bidding since the State of Illinois already conducted the
bid process and approve a Professional Service Agreement in the amount of$50,677.84 with
SEPS, Inc. for the Information Technology Division Data Center Backup Electric Power System
and approve Resolution R-1502.
RESOLUTION 2015-ZO-ORD-CNSLT-R-1504
A RESOLUTION APPROVING AND AUTHORIZING THE AWARD OF A CONTRACT TO
TESKA, INC. FOR ZONING ORDINANCE CONSULTING SERVICES
WHEREAS, the Village desires to retain a planning firm to assist the Village in updating the
Zoning Ordinance of the Village of Oak Brook, Illinois of 1966,"as amended ("Services'j; and
WHEREAS, the Village issued a request for proposals to provide the Village with the Services
("RFP ); and
WHEREAS, the Village received four proposals from firms desiring to provide the Village with the
Services; and
WHEREAS, after evaluating the proposals, the Village has determined that Teska Associates,
Inc, of Evanston, Illinois ("Teska'j presented the best overall value to the Village based on factors
including, without limitation, price, qualifications, and the understanding of the Village's needs; and
WHEREAS, the Village desires to enter into an agreement with Teska to provide the Services for
$78,200.00, which agreement is attached to this Resolution as Exhibit A("Agreement'j; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Agreement with Teska;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Agreement. The President and Board of Trustees hereby approve
the Agreement with Teska in substantially the same form as attached as Exhibit A, and in a final form
approved by the Village Attorney.
Section 3: Execution of Agreement. The Village Manager and Village Clerk shall be, and
hereby are, authorized to execute the Agreement between the Village and Teska after receipt of the final
Agreement fully executed by Teska.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
