R-1017 - 05/01/2008 - GRANT-IDOT - ResolutionsRESOLUTION 2008- GR- IDOT -EX1 -R -1017 A RESOLUTION AUTHORIZING THE VILLAGE OF OAK BROOK TO APPLY FOR THE ILLINOIS TRANSPORTATION ENHANCEMENT GRANT WHEREAS, the Illinois Department of Transportation sponsors a grant program for projects under " the Illinois Transportation Enhancement Program (ITEP) which provides funding for community -based improvements expanding travel choices and cultivating the cultural, historical, aesthetic and environmental aspects of the transportation infrastructure; and WHEREAS, the President and Board of Trustees recently approved a Village -wide beautification plan in which a number of projects would be eligible for the ITEP grant funding; and WHEREAS, the target area for these ITEP Grant funds is a one -mile segment of Illinois Route 83 between 22nd Street and 31St Street in the Village of Oak Brook particularly due to heavy traffic volumes and exposure to residents and visitors; and WHEREAS, the Village would be requesting $1,189,339 through the ITEP Grant, representing eighty percent (80 %) of the total project cost of $1,486,674, and, if received, the Village would match twenty percent (20 %) of the project funds, or a maximum of $297,335, which would be an appropriate use of Village funds; and WHEREAS, the major focus of this project would be on improvements of landscape material in this corridor, and would be in accord with a goal of the Beautification Committee to improve the quality and image of its public streetscapes, as explained in the ITEP Application Narrative documents attached hereto and made a part hereof as Exhibit A NOW, THEREFORE, be it resolved by the President and Board of Trustees of the Village of Oak Brook, DuPage and Cook Counties, Illinois, as follows: Section 1: That the President and Board of Trustees for the Village of Oak Brook hereby approve and authorize the Village Manager to submit an application in the amount of $1,189,339 for an Illinois Transportation Enhancement Grant. Section 2: That the President and Board of Trustees further approve and authorize the expenditure up to $297,335 from Village funds to be allocated for the matching twenty percent (20 %) of the project funding. Section 4- That all resolutions or parts of resolutions in conflict with the provisions of this Resolution are hereby repealed to the extent of such conflict. Section 5. Hitchcock Design Group Creating Better Place so Memorandum Date: April 24, 2008 To: Dave Niemeyer From: Tom Runkle, Hitchcock Design Group (HDG) RE: Oak Brook ITEP Application Narrative Project No.: 03- 0745- 004 -01 -01 B The proposed improvements outlined in this application are a step towards Oak Brook Illinois' long -term vision to improve the quality and image of its public streetscapes, consistent with the Village's Streetscape Beautification Masterplan. This Masterplan prescribes specific strategies and standards for Streetscape improvements that can be constructed in phases over time and yield a consistent quality appearance for the community. The target area for these ITEP funds is a one mile stretch of Illinois State Route 83 between 22nd Street to 31 St Street in Oak Brook. This portion of road is a major Village thoroughfare with heavy traffic volumes, and thus, heavy exposure to residents and visitors alike. The impact of the proposed improvements would do a great deal to enhance the appearance of adjacent land -uses and the quality of the commuting experience on this arterial corridor. The existing site consists of a four -lane 45 to 55 mph road with the only intersection between 22nd Street and 30 Street being an interchange with Interstate 88. The vehicular paving is in good condition. There is a paved median separating north and south bound traffic. Lighting is adequate for nighttime traffic flows. Pedestrian use is not encouraged on site due to high traffic speeds, lack of intersections for safe crossing, and lack of access to adjacent land -uses. Due to these existing site conditions, the project's design team chose to focus improvements on landscape material at the sides of Route 83 and areas around interchanges. Due to the project site having predominately commercial adjacent land -uses to the north and predominantly residential land -uses to the south, the proposed improvements would utilize both "ornamental" and "naturalized" planting styles, which is consistent with Oak Brook's Streetscape Beautification Plan. The ornamental planting style near the commercial areas would utilize trees, shrubs, and perennial flowers in a systematic fashion to achieve a "planned, manicured" appearance. The naturalized planting style near the residential areas would utilize native plant species organized in a more random fashion in order to mimic the native landscapes of Illinois. These two planting styles would be smoothly transitioned along the length of the roadway to allow for a smooth aesthetic progression. The plant material quantities represented in this application provide a balance between bold aesthetic impact and restrained fiscal consciousness. In summary, Oak Brook's proposed improvements to Illinois Route 83 as outlined in this application are part of a carefully outlined masterplan to enhance the appearance and experience of the community as a whole while traveling the Village's roadways.
