CALL TO ORDER The Special Meeting of the Board of Trustees was called to order by President Gopal Lalmalani in the Samuel E. Dean Board Room of the Butler Government Center at 5:07 p.m. The Pledge of Allegiance was given. 2. ROLL CALL Village Clerk Charlotte Pruss called the roll with the following persons PRESENT: President Gopal Lalmalani, Trustees Donald Adler, Mark Moy, Asif Yusuf. ABSENT: Trustee John Baar Trustees Michael Manzo and Edward Tiesenga-arrived after Roll Call IN ATTENDANCE: Village Manager Rick Ginex; Finance Director/Assistant Village Manager Sharon Dangles; Community Development Director Bob Kallien; Interim Public Works Director Doug Patchin; Information Technology Director Jim Fox; Fire Chief Barry Liss; Police Chief Jim Kruger; Deputy Police Chief Jason Cates; Police Commander Tamie Madden; Library Director Sue Madorin, Human Resource Generalist Kate Andris 3. RESIDENT/VISITOR COMMENTS - None presented. 4. 2016 BUDGET WORKSHOP A. Power Point Presentation – Overview of Budget Finance Director/Assistant Village Manager Dangles narrated a comprehensive Power Point Presentation showing an overview of the budget and the challenges the Village is facing. She outlined proposed expenditures and personnel changes for 2016, as well as future expenditures. Trustee Manzo entered the meeting at approximately 5:15 p.m. The Budget Presentation continued. Questions were asked and comments made regarding employee salaries, sales tax, pension liability. Trustee Yusuf entered the meeting at approximately 5:33 p.m. B. Review of Program Goals, Objectives, and Budget Requests in the Following Departments VILLAGE OF OAK BROOK MINUTES Page 2 of 3 SPECIAL MEETING OF NOVEMBER 9, 2015 1) Development Services Community Development Director Bob Kallien discussed that a consolidation of the Community Development and Engineering Departments is being proposed, to be known as the Development Services Department, with the net result of saving the Village approximately $50,000. He talked about goals and accomplishments of both departments, and, in response to a query, mentioned an online permitting software system which is used in other municipalities. 2) Legislative and General Management Village Manager Ginex discussed the goals and accomplishments of the four programs under this item. Questions were asked and comments made regarding development, health insurance and Village Attorney fees’ decreases. 3) Financial Services Finance Director/Assistant Village Manager Dangles explained the goals and accomplishments of the Finance Department. Questions were asked and comments made regarding purchasing and financial benchmarking with other municipalities. Human Resource Generalist Andris discussed the goals and objectives of the Human Resources program. A question was asked about reducing the workers compensation costs. Information Technology Director Fox addressed the goals and accomplishments of the Information Services program. Questions were asked and comments made regarding personnel costs, security and GIS uses and benefits. Information Technology Director Fox affirmed that security penetration testing is performed every year. 4) Library Library Director Madorin discussed the ways a library has changed and the goals and challenges of the Library program. She praised her staff as well as the IT Department and the Friends of the Library. 5) Fire Fire Chief Liss explained the goals and objectives of the Fire Department program and stressed the issues of not having a Deputy Fire Chief. Questions were asked and comments made regarding the amount of the fire department budget, the Deputy Fire Chief position, overtime, and fire pension funding, and Fire Chief Liss addressed those concerns. Community Development Director Kallien explained the fire prevention budget amount between 2015 and 2016. Finance Director/Assistant Village Manager Dangles and Village Manager Ginex clarified the capital equipment budget items. 6) Police Police Chief Kruger discussed the goals and objectives of the Police Department program. Questions were asked and comments were made regarding overtime, grant monies, special details, mobile team units, training, the organization chart, funding pensions at 100% and VILLAGE OF OAK BROOK MINUTES Page 3 of 3 SPECIAL MEETING OF NOVEMBER 9, 2015 the Police Department remodeling. Discussion ensued regarding pension contributions. Deputy Police Chief Cates discussed the Emergency Management budget. 5. ADJOURNMENT Motion by Trustee Yusuf, seconded by Trustee Manzo to adjourn the Special Meeting of the Board of Trustees at 8:07 pm. VOICE VOTE: Motion carried. ATTEST: /s/Charlotte K.
