MEMORANDUM

TO: Village President and Board of Trustees
SUBJECT: Ethnic Fest Committee
RECONLMENDATION: That the Village Board approve the attached resolution, which
creates an ad hoc committee for the purpose of planning and coordinating the 1996 Oak
Brook International Ethnic Fest.
Pursuant to discussion at the September 26 meeting of the Village Board, and based on finiher
deliberations of the informal organizing group,we have prepared the attached resolution creating an ad
hoc committee solely for the 1996 Ethnic Fest.
We have included language intended to maintain proper control over expenditures of public funds and
have suggested a structure whereby the Committee would be co-chaired by elected officials of the three
sponsoring local governmental units.
Subject to any amendments suggested by the Board, I recommend approval of the resolution.
Appointments to the Committee will follow as soon as possible.

Westdale Gardens area in the event of a problem on the Oak Brook
main that runs under I-294,which serves this area.
The agreement,which was prepared by Village Attorney Martens, is
substantially identical to similar agreements the Village has in place
with the Villages of Lombard,Downers Grove,Westmont and
Hinsdale. The only substantive difference is that while such
agreements typically provide for sharing the cost of establishing the
interconnection on an equal basis,this agreement provides that Oak
Brook will bear 75 percent of the cost. This is reflective of the fact
that Oak Brook is the principal beneficiary of the interconnection.
Hillside has already executed the agreement. The Village Manager
recommends that the Village Board approve the agreement and
authorize President Bushy to execute it on behalf of Oak Brook.
Motion by Trustee Savino,seconded by Trustee Kenny,to approve
the"Municipal Water System Interconnection Agreement"between
the Villages of Oak Brook and Hillside,and authorize the Village
President to execute the agreement on behalf of the Village of Oak
Brook. ROLL CALL VOTE:

Pursuant to discussion at the September 26 meeting of the Village
Board.and based on further deliberations of the informal organizing
group, staff has prepared a resolution creating an ad hoc committee
solely for the 1996 Ethnic Fest. Included language intends to
maintain proper control over expenditures of public funds and
suggests a structure whereby the Committee would be co-chaired by
elected officials of the three sponsoring local governmental units.
President Bushy acknowledged School District 53 had outgrown their
facilities for hosting their Ethnic Fest. They approached the Village
to expand the event with the assistance of the Village. An
exploratory committee was formed of organizations in Oak Brook to
formulate ideas of an event that would bring neighbors together to
celebrate the diversity and ethnicity of Oak Brook.

The State of Illinois,Local Records Commission,only allows RECORD RETENTIC
microfilm documents to be accepted by their State Archives as a
permanent form of document retention. Municipal Clerks of DuPage
County, in a concerted effort,are asking each municipality to support
a Resolution for acceptance of optical disk storage in our Illinois State
Archives. The Local Records Commission is in favor of this request,
but it requires the introduction of new legislation.

Ordinance 95-SC-S-831 authorizes the issuance of a Sports Core
Refunding Note in the amount of$199,755.20 with Oak Brook Bank.
The original borrowing of$300,000.00 commenced in 1992 and
provided for the purchase of the Tennis Dome. The financing has
been accomplished by means of a series of 1-year notes due on
October 28 each year,with the remaining principal balance being
