A=PT DuPAGE COUNTY FLOOD PLAIN MAPS
FOR RWWAITION AND FLOOD INSURANCE PURPOSES
WHEREAS, the Village of Oak Brook is participating in the National Flood
Insuranctr Program through Ordinance R--168 dated December 10, 1974; and
WFAREAS, the County of DuPage ("COUNTY") has been granted the authority
to develop watershed plans for the purpose of stormwater management under
Chapter 55 of the Illinois Compiled Statutes, paragraph 5/5-15007, 1992; and
WHEREAS, rapid urban expansion within DuPage County over the past two 1 j
decades has zesu?.`ad in changes in land cover conditions and the construction 1
of flood control measures, which has affected the magnitude of flood flows and I
the limits of flooding; and
ii
WHEREAS, the existing Federal Emergency Management Agency ("FEHR") and
Illinois Department of Natural Resources, Office of Water Resource ("IOWR")
flood plain mapping developed in the late 1970's and early 1980's does not, in
some areas, reflect the impact of such urbanization on flood plain and
floodway limits; and
WHEREAS, the current FEMA maps are produced and updated on a community
basis rather than by watershed, and there are some inaccurate and inconsistent
flood plain limits between communities; and
WHEREAS, the current FEMA and IOWR flood plain map support information,
such as the hydrology, hydraulics and surveys, is not readily available on a {
real time basis, and in some cases does not exist, requiring additional data, j
time and cost to obtain map revisions and flood plain determinations; and

WHEREAS, such FEMA and IOWR flood plain maps do not accurately reflect
the risk of flooding and thus the property owners of the Village of Oak Brook
do not necessarily have the proper flood insurance coverage; and
WHEREAS, the Village of Oak Brook is the enforcement agency for both the
"DuPage County Countywide Stormwater and Flood Plain Ordinance" and the FEMA
regulations in the Village of Oak Brook and the outdated FEMA and IOWR flood
plain maps become inappropriate for regulation as the COUNTY develops maps
based on more current and accurate data; and
WHEREAS, the COUNTY has adopted the DuPage County Stormwater Management
Plan which recognizes the need for accurate flood mapping to reduce the flood
damage to public health, safety, life and property, and to prevent increases
in future damage; and
WHEREAS, the COUNTY has developed a methodology using the hydrologic I! i
computer program, HSPF, the hydraulic computer model FEQ, and the statistical
computer model PVSTATS, which represents storm runoff more accurately than the
current methodology used to create the current FEMA flood plain maps; and

WHEREAS, the COUNTY is in the process of using such methodology to
develop watershed plans which include generating up-to-date, accurate and
consistent flood plain maps within the DuPage County; and
WHEREAS, the County Board adopted the Ginger Creek flood plair map on
April 25, 1995 which flood flows and elevations were developed using the
County methodology; and
WHEREAS, the COUNTY methodology has been under technical review by FEMA
and IOWR since December 1991, and the Ginger Creek Flood Plain Map Revision,
using the county mapping procedures, has been under review by FEMA and IOWR
since March 1994, and has yet to be accepted by these agencies; and
WHEREAS, TEMA does not have the funding to update out-of-date mapping as
required by the "National Flood Insurance Reform Act of 199411, and the County
is able and willing to provide this service to the citizens of DuPage County
as part of the watershed planning process.
NOW, THEREFORE, BE IT RESOLVED THAT THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS have
determined that its citizens will benefit directly from the development of up-
to-date mapping and hereby supports the efforts of the DuPage County
Stormwater Committee and the COUNTY in the effort to develop current,
accurate, and consistent mapping on a watershed basis; and
BE IT FURTHER RESOLVED, that the Village of Oak Brook requests FEMA and
IOWR accept the flood plain maps generated using the COUNTY methodology as
best available information for use as both regulatory and flood insurance rate
maps in the National Flood Insurance Program; and
BE IT FURTHER RESOLVED, that the Village of Oak Brook hereby supports
the DuPage County Stormwater Committee and the COUNTY of DuPage in their
efforts to work with FEMA and IOWR to develop procedures to update and
maintain regulatory flood plan maps in a timely and cost effective manner; and
BE IT FURTHER RESOLVED, that the Village Clerk be directed to transmit
certified copies of this Resolution to Mr. Richard T. Moore, Associate
Director, Mitigation Directorate, Federal Emergency Management Agency, 500 C
Street, Washington, D.C. 10472; Mr. Brent Manning, Director, Illinois
Department of Natural Resources, 524 S. Second, Springfield, IL 62701-1787;
and to the County of DuPage, Department of Environmental Concerns, 421 County
Farm Road, Wheaton, IL 60187;
PASSED AND APPROVED this 12th day of December, 1995 by the President
and Board of Trustees of the Village of Oak Brook, DuPage and Cook Counties,
Illinois, according to a roll call vote as follows:
