RECOMMENDED MOTION: I move for the approval of the attached "Resolution for
Maintenance of Streets and Highways by Municipality Under
the Illinois Highway Code" for the 2006 MFT Crack Seal
Proj ect.
Back�Zround/History:
The 2006 Budget takes the 2006 Crack Seal Project funding from the MFT Fund. As such, we
must adhere to IDOT procedures and forms.
The attached "Resolution for Maintenance of Streets and Highways by Municipality Under the
Illinois Highway Code" and "Municipal Estimate of Maintenance Costs" are documents required-
by IDOT prior to MFT funding. The resolution appropriates the sum of $68,000 for calendar
year 2006 for the Crack Seal Project, the same amount that is within the 2006 Budget as a
transfer from the MFT Fund to the Infrastructure Fund for this work.
Recommendation:
I recommend approving the attached "Resolution for Maintenance of Streets and Highways by
Municipality Under the Illinois Highway Code" for the 2006 Crack Seal Project.

Dear Ms. Gonnella:
The Resolution adopted by the President and Board of Trustees on January 10, 2006,
received on January 13, 2006, appropriating $68,000 of Motor Fuel Tax (MFT) funds
for the maintenance of various municipal streets, from January 1, 2006 to December 31,
2006, was approved as of January 17, 2006.
The Estimate of Maintenance Cost in the amount of $68,000 for municipal streets was
approved as of January 17, 2006.
Authonzation ; for expenditure of $68-;000 for municipal maintenance, from your
uriobligated MFT_ account, is authorized and will be recorded on your next monthly
Allotment Notification Letter.

Trustee Manofsky indicated that she would like to vote against this payout
because she felt that there was some misuse of public funds. President Quinlan
asked if there was a specific concern and she responded that it was a legal issue
