AGENDA ITEM
Regular Board of Trustees Meeting
of
March 26, 2013
SUBJECT: Award of Contract - 2013 Independence Day Fireworks Display
FROM: Blaine Wing, Assistant Village Manager
Rania Serences, Senior Purchasing Assistant
BUDGET SOURCE/BUDGET IMPACT: Open Fields, Independence Day (816- 79400)
RECOMMENDED MOTION: I move that the Village Manager be authorized to execute a
a contract for the 2013 Independence Day Fireworks Display between the Village and
Melrose Pyrotechnics, Kindsbury, IN, in the amount of $23,000, and approve resolution
R -1250, pending final staff and Village Attorney approval.
Background/History:
The Village requested proposals from qualified vendors for the 2013 Independence Day
fireworks display. Three (3) vendors submitted the following proposals:
• Mad Bomber Fireworks Productions: $24,690
• Johnny Rockets Fireworks Display Company: $24,500 Premier Display or $21,500
Platinum Display
• Melrose Pyrotechnics: $23,000
Staff conducted interviews with Johnny Rockets and Melrose Pyrotechnics and was assured of
the competence of each of the vendors. After the interview process, reviewing submitted
materials, and checking references, staff determined that Melrose Pyrotechnics' proposal was the
best overall value to the Village. All fireworks used by Melrose Pyrotechnics are top grade, and
are tested and certified by the manufacturer to assure their individual quality, performance and
safety. Additionally, Melrose Pyrotechnics will provide the Village with a twenty -three (23)
minute crowd pleasing show that will be synchronized to music as well as provide a high degree
Aft
of safety. Finally, if approved, the 2013 year display will be $2,000 less than last year's $25,000
display with Johnny Rockets Fireworks Display Company.
Melrose Pyrotechnics has performed numerous Independence Day Fireworks Displays within the
Chicagoland area and more than 15 years of fireworks displays for the Village. They are a
reliable vendor that understands the event, the Sports Core property, and are able to meet the
Village's insurance requirements.
Separate from the fireworks display contract, but part of the 2013 Independence Day /Taste of
Oak Brook Celebration, the audio (music) for the fireworks display will be using the event's
audio system, which will be coordinated with Ravenswood Event Services, the Village's event
planning firm.
Recommendation:
Staff recomends that the Village Board authorize the Village Manager to execute a contract with
Melrose Pyrotechnics, Kindsbury, IN, for the 2013 Independence Day Fireworks Display in the
amount of $23,000, and approve resolution R -1250, pending final staff and Village Attorney
approval.

grand Finale
The ultimate destination and final act of every fireworks display is the grand finale. This is the segment of the show that your audience will
remember above everything else. Careful design and product selection are vital components of the process we use to customize your
grand finale. Not only sound, but color, flight time, effect duration, impact, and presentation are all criteria we consider when choreo-
graphing your grand finale.

from nautical shells, custom angled Roman candle scenes, expansive ground effect placements featuring strobes and flares, and layered

Product Description
This selection of assorted of 2%" and 3"
shells will fill the night sky with color and
sound. Laying the foundation of your
display in the canvas of the dark, our
diverse collection of colors and break
patterns look great alone or when used as
complimentary devices in combination
with effects such as candles and
multi -shot boxes.
Our catalog of 4" shells is second to none
in terms of both quality and diversity.
Whether we are enhancing a scene of low
level effects or designing a central theme
to your display with them, our 4" shells are
the layers of paint on top of the canvas
foundation. Unique to this size are
crossettes and specialty Euro -style
cylinders.
Framing the entire display are our 5" and
6" aerial shells. Because these shells
break so high and wide, they are the
perfect tool to outline the rest of the
display. Due to their large size, these
shells allow for patterns and shapes not
possible in smaller shells.
Among the largest shells in use today, our
8 " -10" aerial shells break higher and wider
than your audience can imagine.
Designed in the USA, Europe, and Asia,
our lines of 8" and 10" shells are all
manufactured exclusively for Melrose.

Event Producer with any questions or concerns.
