RECOMMENDED MOTION: I move that the Village Board award a contract to the
lowest responsive and responsible bidder, Suburban General Construction, Inc., LaGrange
Park, Illinois, subject to staff and attorney review, for the 2013 Water Main Replacement
Project based on the unit prices listed on the attached bid tabulation, for an estimated total
contract price of $141,644, and approve Resolution 2013-WA- MAIN - CNTRCT- EXI -R-
1253, a Resolution Approving and Authorizing the Award and Execution of a Construction
Contract Relating to the 2013 Water Main Replacement Project By and Between the
Village of Oak Brook and Suburban General Construction, Inc. of LaGrange Park, Illinois.
Background/History:
Fourteen sealed bids were opened on Wednesday, March 20, 2013. Bid Packages were picked
up by twenty -four companies. Thomas Engineering Group (our consulting engineer)
recommends that we award the contract to the low bidder, Suburban General Construction, Inc.
(see attached letter and bid tabulation). The bid submitted by Suburban General Construction,
Inc. in the amount of $141,644 is approximately 29% lower than the Engineer's estimate of
$199,155.50. Suburban General has performed similar work, as to the Village's scope, for other
municipalities. Thomas Enginering Group checked reference and staff is satisfied. Work to be
performed consists of replacing approximately 800 feet of water main. This work is necessary
since the existing water main location is under a steep sideslope along the north side of 22nd
Street and is very difficult to repair. Construction should begin in late April and be completed by
June 14, 2013.

RESOLUTION 2013 -WA- MAIN - CNTRCT -EX1 -R -1253
A RESOLUTION APPROVING AND AUTHORIZING THE AWARD AND EXECUTION OF A
CONSTRUCTION CONTRACT RELATING TO THE 2013 WATER MAIN
REPLACEMENT PROJECT BY AND BETWEEN THE VILLAGE OF OAK BROOK AND
SUBURBAN GENERAL CONSTRUCTION, INC. OF LAGRANGE PARK, ILLINOIS
WHEREAS, the water main located on 22nd Street between Salt Creek to Clearwater Drive is in
need of replacement ( "Water Main'); and
WHEREAS, on March 5, 2013, the Village solicited bids for the replacement of the Water Main
( "Construction Contract'); and
WHEREAS, the Village received 14 bids for the Construction Contract; and
WHEREAS, Suburban General Construction, Inc. of LaGrange Park, Illinois ( "SGC', is the
lowest price bidder for the Construction Contract; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Construction Contract with SGC consistent with SGC's bid, as attached hereto
as Exhibit A;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Purchase. The purchase of construction services from SGC to
replace the Water Main in a total amount not to exceed $141,644.00 shall be, and is hereby, approved.
Section 3: Approval of the Contract. The President and Board of Trustees hereby approve
the Construction Contract by and between the Village and SGC in a final form acceptable to the Village
Manager and the Village Attorney.
Section 4: Authorization and Execution of the Contract. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the final Construction Contract on behalf of the
Village after review and approval of the final form of the Contract by the Village Manager and the Village
Attorney.
Section 5: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.

Thomas Engineering Group, LLC (TEG) respectfully submits this letter to recommend a general contracting firm for
performing contractual water main construction and restoration services for the 2013 Water Main Project.
On Wednesday, March 20, 2013, the Village received and opened fourteen (14) bid proposals from interested
firms. A Bid Tabulation worksheet (attached) was developed for evaluation of the lowest bidder based on the bid
values submitted at the bid opening. Our evaluation of bids included consideration of the unit prices and past
performance with other municipalities. Based on the attached tabulation, Suburban General Construction, Inc.
(Suburban General) submitted the lowest overall cost proposal.
Suburban General submitted a bid proposal value of $141,644.00, approximately twenty -nine (29) percent below
the engineers total estimated cost, which was $199,155.50. The second lowest bid proposal, submitted by R.A.
Mancini Contractors, was almost $8,000 higher than Suburban General's bid proposal.
Suburban General, located in LaGrange Park, IL, has performed work similar to the Village's defined scope for other
municipalities including the City of West Chicago. Thomas Engineering staff has not worked directly with Suburban
General, but TEG called all references provided by Suburban General. All references reached by TEG indicated they
had positive experiences with Suburban General. Based on this information, TEG believes that Suburban General
performed work similar to the project's scope and has the necessary equipment and qualified personnel to
perform the required services.
Suburban General is also registered by the Illinois Department of Transportation as a prequalified contractor able
to perform earthwork, drainage, and concrete construction. This information can be found on IDOTs website at:

Therefore, TEG hereby recommends you consider awarding the contract for the 2013 Water Main Project to the
lowest responsible bidder, Suburban General Construction, Inc, for a contract amount not to exceed $141,644.00.
