Item 6.0.
AGENDA ITEM
Regular Board of Trustees Meeting
of
May 10, 2005
SUBJECT: Local Electoral and Canvassing Boards
FROM: Kevin Quinlan, Village President and Linda K. Gonnella, Village Clerk
BUDGET SOURCE/BUDGET IMPACT:
RECOMMENDED MOTION: I move to approve Resolution 2005-GL- MUN- EL -VC -R-
907, A Resolution in Opposition to Legislation Relative to Municipal Electoral and
Canvassing Boards
Background /History:
This Resolution is in opposition to House Bills 2416 and 2417 proposed by the Illinois General
Assembly. House Bill 2416, if passed, would abolish municipal, township and education
electoral boards and shift all disputes to the county electoral boards. House Bill 2417, if passed,
abolishes all municipal, township and school canvassing boards. Both bills would in effect shift
power from local electoral boards to the county boards. The Illinois Municipal League opposes
both pieces of legislation. As of the writing of this memo, House Bill 2416 passed the House
with a vote of 61 to 45 to 1 and is currently in the Senate Rules Committee, but essentially a
dead issue for this year. Similar legislation, Senate Bill 204, passed the Senate with a vote of 57
to 1, and is currently in the House Executive Committee, but will most likely also become a dead
issue for this year. House Bill 2417 passed the House with a vote of 64 to 53 and is currently in
the Senate Rules Committee.
Recommendation:
I recommend that Resolution 2005 -GL- MUN- EL -VC -R -907 be approved.

Thomas Cunningham, Board President of Grade School District 58, addressed the Board
on behalf of their Board of Education to voice their concern that the proposed TIF District
for the Promenade Project would take away tax revenue for school districts. He stated
that they perceive TIF's as being adverse to the interest of children and students in their
school districts. He explained that with the redevelopment of Ogden Avenue in Downers
Grove that the School District reached an agreement with the Village of Downers Grove
that holds the School District harmless from any adverse impact. He provided the Village
with a copy of that agreement. He asked that the Village consider working with the
School District to find a way of insuring that their District is not adversely impacted by
the Promenade Redevelopment TIF
