SUBJECT: Public Safety and Roadway Improvement Agreement -
Spring Road/Castle Drive at 16`d Street
I am pleased to attach the final version of this agreement between the Village, the City of Oakbrook Terrace,
Equity Office (Oakbrook Terrace Tower) and Drury Lane. The Oakbrook Terrace City Council approved
the agreement in this form on May 9.
This agreement is the culmination of a discussion that has been ongoing for a number of years. Oakbrook
Terrace and the private parties have long been interested in relieving the daily back -ups on southbound
Spring Road at 16`h Street. Oak Brook has had a longstanding concern with congestion caused by vehicles
attempting to turn left into or out of Castle Drive. Under this agreement, Oakbrook Terrace and the private
parties will fund and construct improvements at the intersection of Spring Road and 16'h Street (Section 2),
said improvements to be turned over to the Village for maintenance (Section 5). The owners of Oakbrook
Terrace Tower will relinquish their rights to full access via the intersection of 16`h Street and Castle Drive,
thereby clearing the way for the Village to construct a barrier median at that location and prohibit left turns
into or out of Castle Drive (Section 6.02).
Obviously, this agreement is very favorable to the Village. It will provide improvements at a Village -owned
intersection without cost to the Village. It will allow limitations on access between 16'' Street and the
Oakbrook Terrace Tower via Castle Drive, thereby solving a traffic problem that has been a concern of the
Village ,and neighborhood residents since at least 1993. It places no obligations on the Village other than
maintenance of the improvements constructed.
We plan to have the agreement appear on the Active Agenda for your meeting on May 22 Please let me

Attached is a resolution approving and authorizing the execution of a proposed agreement with
the City of Oakbrook Terrace and certain commercial owners (Oakbrook Terrace Office Tower
and Drury Lane Theatre) for certain public safety and roadway improvements at Spring
Road /Castle Drive at 16th Street. This proposed agreement is more fully detailed in Steve's
memo dated May 9, 2001, a copy of which is attached.
I understand that you will consider this resolution approving the agreement at your regular
meeting on May 22, 2001.

Resolution #2001- TC -AG -EX 1 -R -773 approves and authorizes the
execution of a proposed agreement with the City of Oakbrook Terrace
and certain commercial owners (Oakbrook Terrace Office Tower and
Drury Lane Theatre) for certain public safety and roadway

to be turned over to the Village for maintenance.
The owners of Oakbrook Terrace Tower will relinquish their rights to
full access via the intersection of 16`h Street and Castle Drive, thereby
clearing the way for the Village to construct a barrier median at that
location and prohibit left turns into or out of Castle Drive. Trustee
Miologos suggested the feasibility of planting a tree in the barrier
median. Trustee Savino inquired if it could be a landscaped median.
Village Manager Veitch remarked that this would be determined by the
width of the median if it is sufficient to landscape the barrier median.
Village Engineer Durfey explained that near the intersection there isn't
sufficient width but there could be plantings further from the
intersection. Village Manager Veitch reiterated that where it is feasible
plantings would occur.
Motion by Trustee Miologos, seconded by Trustee Craig, to adopt
Resolution #2001- TC -AG -EX 1 -R -773, "A Resolution Approving and
Authorizing Execution of a Public Safety and Roadway Improvement
Agreement with the City Of Oakbrook Terrace and Certain
Commercial Owners (Spring Road/Castle Drive At 16`h Street)," as
presented and waive the full reading thereof. ROLL CALL VOTE.
