RECOMMENDED MOTION: I move that the Village Board award a contract to the
lowest responsive and responsible bidder, Zera Construction Company, Inc., Niles, Illinois,
subject to staff and attorney review, for the 2013 Oak Brook Heritage Center Drainage
Improvement Project in the amount of $69,425 and approve Resolution 2013 -
BSLMUSEUM- CNTRCT -EX -R -1271, A Resolution Approving and Authorizing the
Award and Execution of a Contract Relating to the Oak Brook Heritage Center Drainage
Improvement Project By and Between the Village of Oak Brook and Zera Construction
Company, Inc, of Niles, Illinois
Background/History:
A notice for Request for Bids was placed on the Village website on May 21, 2013 and bid
packages were sent to six companies. Three companies attended the mandatory pre -bid meeting.
Two bids were submitted and opened on Wednesday, June 5, 2013.

Marion, Inc. $69,500
Staff has received and reviewed references and is satisfied.
The Oak Brook Heritage Center was constructed in 1922. It is listed on the National Register of
Historic Buildings. The building exhibited leaks in several areas during recent storm events.
Gutters and downspouts in some areas have been damaged, foundation cracks allow water to

seep into the lower level, and the drain in front of the lower entrance allows water to pool under
the door. Furthermore, the planting box on the north wall of the building acts as a reservoir
which holds water against the foundation and encourages foundation leaks. Funding for this
project comes from a $60,000 Department of Commerce and Economic Opportunity (DCEO)
grant which staff applied for and received. The remaining $9,425 will be funded from the
Building and Grounds Structural Improvements Program. There are ample funds in this program
since the Fire Station #93 HVAC System Upgrade project has been postponed due to higher than
expected bids received.
The work is expected to be completed sixty days after the Village issues a notice to proceed.
Recommendation:
That the Village Board award a contract to the lowest responsive and responsible bidder, Zera
Construction Company, Inc., Niles, Illinois, subject to staff and attorney review, for the 2013

RESOLUTION 2013 - BSLMUSEUM - CNTRCT -EX -R -1271
A RESOLUTION APPROVING AND AUTHORIZING THE AWARD AND EXECUTION OF A
CONSTRUCTION CONTRACT RELATING TO THE OAK BROOK HERITAGE CENTER DRAINAGE
IMPROVEMENT PROJECT BY AND BETWEEN THE VILLAGE OF OAK BROOK AND
ZERA CONSTRUCTION COMPANY, INC. OF NILES, ILLINOIS
WHEREAS, the Oak Brook Heritage Center, located at 1112 Oak Brook Road in the Village, is in
need of drainage repairs and other improvements to repair and prevent water damage ( "Work "); and
WHEREAS, on May 21, 2013, the Village solicited bids for the Work ( "Construction Contract');
and
WHEREAS, the Village received 2 bids for the Construction Contract; and
WHEREAS, Zera Construction Company, Inc. of Niles, Illinois ( "Zera"), submitted the lowest
price bid for the Construction Contract in the amount of $69,425; and
WHEREAS, the Village was awarded a grant from the Illinois Department of Commerce and
Economic Opportunity in the amount of $60,000, which grant will be applied toward the funding of the
Construction Contract; and
WHEREAS, sufficient funds exist in the Village's Building and Grounds Structural Improvements
Program to pay for the additional $9,425 for Zera to complete the Work pursuant to the Construction
Contract; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Construction Contract with Zera in substantially the form attached hereto as
Exhibit A;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Purchase. The purchase of construction services from Zera to
complete the Work in a total amount not to exceed $69,425 shall be, and is hereby, approved.
Section 3: Approval of the Contract. The President and Board of Trustees hereby approve
the Construction Contract by and between the Village and Zera in substantially the form attached hereto
as Exhibit A and in a final form acceptable to the Village Manager and the Village Attorney.
Section 4: Authorization and Execution of the Contract. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the final Construction Contract on behalf of the
Village after review and approval of the final form of the Contract by the Village Manager and the Village
Attorney.
Section 5: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
