SUBJECT: Resolution Opposing Redistricting of Village's Congressional Boundaries

RECOMMENDED MOTION: Motion to approve Resolution 2011 -GL- FED -EX2 -R -1106,
a Resolution Opposing the Change in Congressional Representation maps.
Background/History:
The General Assembly recently approved and the Governor signed a bill that dramatically
changes the congressional districts in Illinois. Oak Brook's boundaries have changed
significantly. Currently, Republican Congresswoman Biggert (District 13) and Congressman
Roskam (District 6) represent the Village in Congress as shown on the attached map. The new
maps would split Oak Brook between Congressman Roskam (District 6) and Chicago
Democratic Congressman Mike Quigley (District 5) whose district stretches all the way to the
Chicago lakefront. The boundaries are unofficial and the new maps have not actually been
released yet.
Other suburban communities have also been split up the way Oak Brook has. It appears that the
maps were drawn for political expediency rather than compact boundaries. Congresswoman
Biggert has been an effective representative for Oak Brook and her advocacy for Oak Brook in
Washington will be sorely missed. This resolution is symbolic since the new boundaries and
maps have already been approved.
Recommendation:
That the Village Board approve Resolution R -1106.
RESOLUTION 2011 -GL-FED-EX2-R-1 106
A RESOLUTION OPPOSING THE CHANGE IN
CONGRESSIONAL REPRESENTATION MAPS
WHEREAS, the General Assembly recently approved and the Governor signed legislation that
dramatically changes the United States Congressional districts in Illinois; and
WHEREAS, the Village of Oak Brook's congressional boundaries have changed dramatically; and
WHEREAS, currently, Representative Judy Biggert (District 13) and Representative Peter
Roskam (District 6) represent Oak Brook in Congress as shown by the map attached hereto and made a
part hereof as Exhibit A; and
WHEREAS, the recent changes to the congressional maps would split Oak Brook between
Representative Peter Roskam (District 6) and Representative Mike Quigley (District 5), as shown in the
proposed map changes attached hereto and made a part hereof as Exhibit B, and
WHEREAS, it appears that the maps were drawn for political expediency rather than compact
boundaries; and
WHEREAS, Representative Judy Biggert has been an effective representative for Oak Brook;
and
WHEREAS, part of Oak Brook is now in the same congressional district as a portion of the
Chicago lakefront.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: That the Village of Oak Brook opposes the changes in the congressional maps.
Section 2: That the Village Clerk is hereby directed to send copies of this Resolution to Governor
Quinn, the legislative leaders of both chambers of the Illinois General Assembly and members
representing the Village of Oak Brook.
