SUBJECT: Award of Contract — Tarco Windy 400 Vacuum Leaf Loader

includes $48,000 for Vacuum Leaf Loaders
RECOMMENDED MOTION: I move that the Village Board award a contract, subject to
staff review, for a Vacuum Leaf Loader to the lowest responsive and responsible bidder,
Standard Equipment Co., Chicago, IL, in the amount of $48,888.
Background/History:
A Request for Bids for a vacuum leaf loader was posted on the Village website and sent to two
(2) companies on Wednesday, June 19, 2013. Two sealed bids were opened on Wednesday, July
3, 2013. Bids received are as follows:
Standard Equipment Company — Tarco Windy 400 Vacuum Leaf Loader - $48,888
R.N.O. W., Inc. — Dinkmar Big Six Leaf Master — $37,045
The bid submitted by R.N.O.W., Inc. was for "a custom built machine." "The machine will be
upgraded from the standard 32" fan to the optional 36" fan to meet your required specifications."
This would require them to redesign their machine. The machine does not include an automatic
power transmission; instead they offer a twin disc, manual transmission. Their standard
specification does not mention hydraulic hose controls to raise, lower, or swing the hose from
left to right. The Dinkmar Big Six, does not meet specifications and was therefore deemed
unresponsive.
This unit will be one of the two leaf collection machines the Village utilizes during our annual
leaf collection program. Two leaf collection crews are necessary in order to maintain the
schedule. Delivery of the unit will be approximately 95 — 120 days after placement of the order.
The life expectancy of the new unit is 12 -15 years.

The unit being replaced was originally purchased in 1996. It was scheduled for replacement in
2011. The unit being replaced will be sold through the State of Illinois Mid Program (an ordinance to
declare the item surplus will be presented at that time).
Recommendation:
I move that the Village Board award a contract for a Vacuum Leaf Loader to the lowest
responsive and responsible bidder, Standard Equipment Co., Chicago, IL, in the amount of
$48,888.
RESOLUTION 2013- PW- EQ -AG -R -1283
A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH
STANDARD EQUIPMENT COMPANY FOR A REPLACEMENT VACUUM LEAF LOADER
WHEREAS, the Village of Oak Brook's ( "Village') Department of Public Works currently has a
vacuum leaf loader that was purchased in 1996 and was scheduled to be replaced in 2011 ( "Loader');
and
WHEREAS, the Loader is in need of replacement ( "Replacement Loader'); and
WHEREAS, on June 19, 2013, the Village solicited bids for a Replacement Loader ( "Invitation to
Bid'); and
WHEREAS, the lowest price bidder to provide the Village a Replacement Loader submitted a bid
that did not meet the Village's specifications contained in the Invitation to Bid; and
WHEREAS, the Village has determined that Standard Equipment Co. of Chicago, Illinois
( "Standard Equipment'), was the low responsive and responsible bidder to provide the Replacement
Loader in compliance with the specification in the Invitation to Bid; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Agreement with Standard Equipment;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby award
and approve an agreement not to exceed $48,888.00 by and between the Village and Standard
Equipment in a form acceptable to the Village Manager and the Village Attorney for Standard Equipment
to provide the Village a Replacement Loader ( "Agreement').
Section 3: Authorization and Execution of the Agreement. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the final Agreement on behalf of the Village in a
form acceptable to the Village Manager and the Village Attorney.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
